PLENARY MEETINGS OF THE VERKHOVNA RADA OF UKRAINE OF THE SIXTH CONVOCATION WERE HELD ON THURSDAY, OCTOBER 6
In the beginning of the morning plenary meeting, Chairman of the Verkhovna Rada of Ukraine Volodymyr Lytvyn briefed on the results of work of the Verkhovna Rada at the plenary meetings on October 5.
The Verkhovna Rada early terminated authorities of the People´s Deputy V. Polokhalo who died on September 23.
The People´s Deputies placed the following bills on the agenda: on Amendments to Several Legislative Acts regarding Consideration of Cases by the Verkhovna Rada of Ukraine under Reg. No. 9151; on Amendments to the Law of Ukraine "On State Budget of Ukraine for 2011" (re Stabilization of Aircraft Industry) under Reg. No. 9228; on Supplements to Appendix No 3 to the Law of Ukraine "On the State Budget of Ukraine for 2011" (re International Expertise of Activity of State Banks, Funds of Compulsory State Social Insurance, and Foreign and Domestic Borrowings) under Reg. No. 9234; on Amendments to the Law "On the State Budget of Ukraine for 2011" under Reg. No. 9235; on Amendments to Clause 9 of the Law of Ukraine "On State Budget of Ukraine for 2011" under Reg. No. 9189.
A recess was announced at the request of BYuT-Batkivshchyna and Our Ukraine-People´s Self-Defence factions.
Chairman of the Verkhovna Rada of Ukraine Volodymyr Lytvyn informed about results of the meeting of the Conciliative Council held during the recess. V. Lytvyn stated that participants of the council discussed the bill on amendments to several legislative acts of Ukraine regarding humanization of responsibility for economic infringements.
The Verkhovna Rada of Ukraine adopted the following laws: on Amendments to Clause 6 of the Housing Code of the Ukrainian Soviet Socialist Republic (regarding Definition of Living Space and Total Space of a Residential Realty Object); on Amendments to the Code of Ukraine on Administrative Infringements regarding Strengthening of Responsibility for Illegal Trafficking in Drugs, Psychotropic Substances and Precursors, Poisonous, Drastic and Intoxicating Substances or Medicines; on Amendments to Clause 17-1 of the Law "On Electric-Power Industry" (regarding Tariff Formation for Electrical Power produced from Biogas).
The bill on amendments to the Water Code of Ukraine was rejected.
The People´s Deputies repeatedly scrutinized several bills adjusted for the proposals of the president of Ukraine.
The law "On Registration and Technical Inventory of Real Estate" was recommitted.
The law "On Amendments to the Law of Ukraine "On Governmental Procurement" (re Oil and Oil Products) was recommitted.
The People´s Deputies scrutinized several draft resolutions on election and dismissal of judges.
The laws "On Amendments to Several Legislative Acts of Ukraine regarding Regulation of Functions of the Public Bodies in charge of State Supervision in Energy Sector" and "On Amendments to the Law "On Securities and Stock Market" (re Financial Monitoring of the Activity of the Securities Market Professionals) were adopted, being adjusted for the proposals of the president of Ukraine.
The People´s Deputies passed sixty-two resolutions on early local elections.

In the beginning of the afternoon session, the People´s Deputies scrutinized the bill on Amendments to the Law of Ukraine "On State Budget of Ukraine for 2011" (re Stabilization of Aircraft Industry).
The Verkhovna Rada of Ukraine adopted the bill in the first reading and in its entirety.
The bill on ratification of rates of export duty for particular kinds of agricultural crops under Reg. No. 9239 was placed on the agenda of the ninth session.
The People´s Deputies scrutinized the bill on Supplements to Appendix No 3 to the Law of Ukraine "On the State Budget of Ukraine for 2011" (re International Expertise of Activity of State Banks, Funds of Compulsory State Social Insurance, and Foreign and Domestic Borrowings) under Reg. No. 9234.
The bill was adopted as a basis by 267 votes.
People´s Deputy Iryna Berezhna presented the bill on Amendments to Several Legislative Acts regarding Consideration of Cases by the Verkhovna Rada of Ukraine under Reg. No. 9151.

The Verkhovna Rada of Ukraine passed the resolutions "On Celebration of the 125th Anniversary of Establishment of the State-Owned Institution "I. I. Mechnykov Institute of Microbiology and Immunology under the National Academy of Medical Sciences of Ukraine" (Kharkiv), and "On Recommendations of the Parliamentary Hearings "On Current State and Perspectives of Development of Pharmaceutical Sector of Ukraine."
Before considering the bill on amendments to several legislative acts of Ukraine regarding humanization of responsibility for economic infringements under Reg. No. 9221, BYuT-Batkivshchyna and Our Ukraine-People´s Self-Defence factions demanded holding a Conciliative Council to reach consensus.
Scrutiny of this bill and the related bill on amendments to several legislative acts of Ukraine regarding abolition of criminal responsibility for economic activity was postponed.
People´s Deputy Petro Symonenko presented the bill on amendments to clause 21 of the law "On Advertising" (re restriction of medical drugs advertising). The bill was rejected.
The Verkhovna Rada of Ukraine adopted the bill "On Amendments to several Legislative Acts of Ukraine" (re Improvement of several Provisions of Administrative Legal Proceedings).
Andrii Portnov, Advisor of the President of Ukraine Head of the Main Department on Judicial System under the Administration of the President of Ukraine, presented the bill on amendments to several legislative acts of Ukraine regarding humanization of responsibility for economic infringements.
People´s Deputy Natalia Korolevska presented the bill on amendments to several legislative acts of Ukraine regarding abolition of criminal responsibility for economic activity.
The former bill, submitted by the president of Ukraine, was adopted as a basis by 278 votes.
The bill by People´s Deputy Natalia Korolevska was rejected.
