THE VERKHOVNA RADA OF UKRAINE CONTINUED ITS PLENARY WORK ON THURSDAY, SEPTEMBER 8
In the beginning of the morning plenary meeting, Chairman of the Verkhovna Rada of Ukraine Volodymyr Lytvyn briefed on the results of work of the Verkhovna Rada of Ukraine at the plenary meeting on September 7.
BYuT-Batkivshchyna and Our Ukraine-People´s Self-Defense factions insisted on a break to be announced in the plenary meeting.
Representative of BYuT -Batkivshchyna O. Shustik focused on the law suit against Yu.Tymoshenko which was being held for 76 days.
People´s Deputies scrutinized several resolutions on parliamentary hearings.
In the result of the voting the following resolutions were adopted: parliamentary hearings on public morals in Ukraine, issues and prospects, observance of laws on this subject-matter (November 9, 2011); parliamentary hearings on arrangements of favourable conditions for the software development industry (December 14, 2011); parliamentary hearings on ethnonational policy: achievements and prospects (January 4, 2012).
The parliamentarians scrutinized several bills in the second reading.
The Verkhovna Rada adopted the following bills in entirety: "On Amendments to Clause 9 of the Law "On Counteraction to the Illegal Turnover and Abuse of Drugs, Psychotropic Substances and Precursors"; "On Amendments to Several Legislative Acts of Ukraine regarding Property Alienation of the Legal Entities in the Public Economic Sector"; "On Amendments to the Law "On Scientific and Research-Technical Activity" (re Optimization of Structure and Areas of State Support in the Research Sphere); "On Amendments to several Laws of Ukraine regarding Priority Areas of Innovations."
The People´s Deputies adopted the following bills in entirety: "On Amendments to Several Legislative Acts of Ukraine regarding Legal Support of Realization of Housing Rights of the Residents of Dormitory Accommodation"; "On Guarding Service"; "On Amendments to several Laws of Ukraine (re Prevention of Medicine Adulteration)"; "On Amendments to the Code of Administrative Legal Proceedings of Ukraine" (re Regulation of Withdrawal of an Appellate Appeal or a Cassation Appeal).
The Verkhovna Rada passed the following resolutions: "On Recommendations of the Parliamentary Hearings "On State Policy regarding Reimbursement and Compensation of Lost (Depreciated) Savings", and "On awarding the Prize of the Verkhovna Rada of Ukraine in 2011 for the Contribution of Youth to the Development of Parliamentarism and Local Self-Government."
The People´s Deputies repeatedly scrutinized several bills adjusted for the motions of the President of Ukraine.
The Verkhovna Rada of Ukraine adopted the Law "On Amendments to several Legislative Acts of Ukraine regarding Strengthening of Responsibility of the Officials of Public Authorities and Local Self-Government Bodies" adjusted for the Proposals of the President of Ukraine."
The parliament members supported the president´s proposals and rejected the laws "On Organic Production", "On Amendments to the Law of Ukraine "On Joint-Stock Companies" and other Legislative Acts of Ukraine regarding Renewal of the Legitimate Name of the Company ‘Open Joint-Stock Company´", and "On Amendments to several Legislative Acts of Ukraine to specify the Provisions on granting a Leave for the Adopters with the Purpose of Adaptation of the Adopted Child."
Chairman of the Sub-Committee of the Committee on the National Security and Defence Oleksandr Kuzmuk presented the bill on Amendments to several Laws of Ukraine regarding Wear of Uniform, Use of Distinctive Insignia and Brands.
The bill was adopted as a basis (263 votes).
The Verkhovna Rada of Ukraine adopted the bill on Amendments to several Legislative Acts of Ukraine regarding Strengthening of Control over the Conclusion of Pledge Agreements and Mortgage Agreements, and the Title to them (258 votes).
The People´s Deputies decided to prolong the morning plenary meeting to scrutinize all agenda items, and cancel the afternoon plenary meeting.
Deputy Minister of Energy and Coal Industry of Ukraine Volodymyr Makukha presented the bill on Amendments to Clause 23 of the Law "On Joint-Stock Companies" (regarding Issue of Shares).
The bill was adopted in the first reading by 244 votes.
The parliament members discussed the bill on Amendments to the Law "On Operations with Raw Materials supplied by Customer in Foreign Economic Relations" (re Specification of Several Provisions), and the bill on Amendments to Clause 5 of the Law "On Operations with the Raw Materials supplied by Customer in the Foreign Economic Relations" (re Registration of Licensing Documents).
Both bills were adopted as a basis.
Head of the State Committee on Television and Radio Broadcasting Oleksandr Kurdinovych presented the bill on Amendments to several Laws of Ukraine regarding Strengthening of Laws on Television and Radio Broadcasting.
The bill was adopted as a basis by 230 votes.
Head of the Sub-Committee of the Committee on Economic Policy Oleksandr Bondar presented the bill on Amendments and Supplements to Several Legislative Acts of Ukraine (regarding Support of Investments into Housing Associations and Large-Scale Housing Construction).
The bill was adopted by 239 votes.
First Deputy Chairman of the Verkhovna Rada of Ukraine Adam Martyniuk adjourned the plenary meeting.
The next plenary meeting of the ninth session will be held on Friday, September 9.
