PLENARY MEETINGS OF THE EIGHTH SESSION OF THE VERKHOVNA RADA OF UKRAINE OF THE SIXTH CONVOCATION WERE HELD ON TUESDAY, MAY 17

 

In the beginning of the morning plenary meeting, Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine, briefed on the results of work of The Verkhovna Rada at the plenary meetings on May 11-13, 2011.

 

The Chairman announced that People´s Deputy Ye.Sihal joined the deputy faction of the Party of Regions.

 

Representatives of the deputy factions presented their announcements, motions and appeals.

 

The People´s Deputies put several bills and resolutions on the agenda of the eighth session.

 

BYuT-Batkivshchyna and Our Ukraine-People´s Self-Defense Factions demanded that the floor be given to them.

 

Andrii Kozhemiakin, representative of BYuT-Batkivshchyna Faction, read out the appeal of the Faction concerning accusations against the leader of Batkivshchyna party Yu.Tymoshenko brought by the Prosecution General.  

 

The People´s Deputies adopted the Law "On Amendments to Several Legislative Acts of Ukraine regarding Public Procurement."

 

Deputy Head of the State Service of Export Control Ihor Reshetilov presented the bill on amendments to the Code of Ukraine on Administrative Infringements regarding violation of laws on state export control. The bill was recommitted by 256 votes.

 

Chairman of the Committee on Agrarian Policy and Land Relations Hryhorii Kaletnik presented the bill on Development of Biofuel Production and Consumption. The bill was adopted by 278 votes.

 

The People´s Deputies scrutinized several bills on strengthening of applicable legislation in financial sector. The bills on trust management of financial assets and on amendments to the Law "On Securities and Stock Market" (re bond issue by international financial organizations) were rejected.   

 

People´s Deputy Serhii Vasylenko presented the bill on Regulation of Oil Products Turnover. The bill was adopted as a basis by 246 votes.

 

The People´s Deputies scrutinized three bills on amendments to the Customs Code of Ukraine and other legislative acts of Ukraine, which are actually new versions of the applicable Customs Code.

 

People´s Deputy V.Khomutynnik informed about the bills. One of the bills reflects the stand of the supervisory bodies on customs regulation, and does not alleviate administrative load on business. The second one is oriented towards business interests, and creates more freedom for foreign economic activity, although it limits supervisory powers of customs bodies and might prove ineffective as a tool for protection of state economic interests.

 

V.Khomutynnik stated that the Committee had prepared a new consolidated drat Customs Code under Reg. No. 8130. The bill settles two groups of interconnected issues. The bill was adopted as a basis by 257 votes.

 

People´s Deputy Volodymyr Moisyk presented the bill on Non-Governmental Organizations.

 

The alternative bill, drafted by People´s Deputy A.Shevchenko, invalidates the applicable basic Law "On Public Associations", and amends several legislative acts.

 

The bill by People´s Deputy A.Shevchenko was adopted as a basis by 251 votes.  

 

The Chairman adjourned the morning plenary meeting.

 

At the afternoon plenary meeting, the People´s Deputies continued to scrutinize the agenda.

 

People´s Deputy V.Zabarskyi presented the bill on Amendments to Clause 6 of the Housing Code of the Ukrainian Soviet Socialist Republic (regarding Definition of Living Space and Total Space of a Residential Realty Object).

 

The bill (Reg. No.8203) supplements clause 6 of the Housing Code of Ukrainian Soviet Socialist Republic with the provisions defining the terms 'living space' and 'total space.' The bill states that 'living space of residential realty objects is a total space of living rooms and utilities area taking into consideration balconies and verandas.'

 

According to the bill, the premises serving hygienic or household needs (bathroom, toilet, shower, laundry, kitchen, utility room, hall, lounge, corridor, built-in closet, etc) are not treated as the living space of a residential realty object.

 

The Verkhovna Rada adopted the bill by 300 votes.

 

The bill on amendments to Clause 76 of the Criminal Code of Ukraine (re compulsory community service for the offenders released on probation) was recommitted.  

 

The Verkhovna Rada rejected the bill on amendments to clause 122 of the Criminal Executive Code of Ukraine (re realization of the pension entitlement of prisoners).

 

The parliament members scrutinized and adopted the bill on Amendments to the Fundamentals of Health Legislation of Ukraine (re Rapid Medical Emergency Treatment).

 

The People´s Deputies discussed two bills on charity: on amendments to several Laws of Ukraine regarding governmental support of charity, and on charity and charitable organizations.

 

The bill on charity and charitable organizations was adopted as a basis, while the bill on amendments to several Laws of Ukraine regarding governmental support of charity was rejected.

 

The parliament members recommitted the bill on amendments to Clause 15 of the Law "On Cinematography" regarding issue of a state certificate on distribution and demonstration of films.

 

People´s Deputy Iryna Herashchenko presented the draft resolution on petition of The Verkhovna Rada of Ukraine "On Denouncement of Expressions which neutralize Contribution of the Ukrainian People into the Victory over Fascism in the World War II."   

 

The People´s Deputies stated that The Verkhovna Rada shall denounce such expressions, and called on the authorities of the Russian Federation to foster bilateral relations on the principles of mutual respect and equal partnership.  

 

The Verkhovna Rada rejected the draft resolution.

 

The bill on Amendments to Clause 17-1 of the Law "On Electric-Power Industry" (regarding Tariff Formation for Electrical Power produced from Biogas) was adopted as a basis.

 

The People´s Deputies scrutinized two bills on strengthening of applicable legislation in the economic sector: on Amendments to the Law of Ukraine "On Licensing System in the Economic Sector" regarding Expansion of the Network of Licensing Offices, and on amendments to the Law "On Licensing of several Types of Economic Activity" regarding the Order of License Copy Issue.

 

Both bills were adopted as a basis.

 

The Verkhovna Rada of Ukraine adopted the Law "On Amendments to Clause 3 of the Law "On Restructuring of Debt for the Provided Services on Maintenance of Houses and Premises and House Territories, and Public Utility Services as of December 1, 2006" regarding Subsidy Receipt"

 

In the end of the afternoon plenary meeting, The Verkhovna Rada recommitted the bill on amendments to the Code of Criminal Procedure of Ukraine (re pawn).  

 

The Chairman adjourned the afternoon plenary meeting.

 

The next plenary meeting of the eighth convocation will be held on Wednesday, May 18.
