THE VERKHOVNA RADA OF UKRAINE CONTINUED ITS PLENARY WORK ON WEDNESDAY, MAY 18

 

In the beginning of the morning plenary meeting, Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine, briefed on the results of work of The Verkhovna Rada at the plenary meetings on May 17, 2011.

 

Representatives of the deputy factions presented their announcements, motions and appeals.

 

The People´s Deputies discussed putting several bills and resolutions on the agenda of the eighth session.

 

People´s Deputy Viacheslav Kyrylenko presented the draft resolution on increasing the minimum subsistence level and minimum wage in 2011.

 

The draft resolution was not put on the agenda (160 votes).

 

People´s Deputy Yurii Odarchenko suggested supplementing the agenda with the bill on amendments to the Budget Code of Ukraine and the Law "On the State Budget of Ukraine for 2011" (re provision of the municipal budget of Kyiv with the funds to pay the additional municipal incentive to the personnel of the state-financed municipal organizations by regulating crediting of the personal income tax to the budget of Kyiv). He deems necessary to scrutinize and adopt the bill, because Kyiv is in a unique situation due to the applicable laws. UAH 8 billion is withdrawn from the budget of Kyiv at the expense of 50 per cent of the income tax credited to the state budget.

 

The bill did not get the required number of votes (129 votes in favour) to be put on the agenda.

 

People´s Deputy O.Skybinetskyi presented the bill on amendments to the Law "On Operational-Investigative Activity" (re period of examining the citizens in connection with their access to the state secret). The bill corrects deficiencies in the applicable legislation as to the examination of individuals who are granted access to the state secret.  

 

The bill was put on the agenda by 311 votes.

 

None of the other bills was put on the agenda of the eighth session.

 

The People´s Deputies scrutinized several bills in the first reading.

 

The Verkhovna Rada rejected the following bills: on amendments to several legislative acts of Ukraine (re promotion of the national agricultural machine building); on agricultural handling cooperation; on amendments to the Law "On the Police" (re monitoring of human rights observance); on amendments to the Law "On Liberty of Conscience and Religious Organizations" (re social security of students and teachers of religious educational establishments).  

 

The bill on amendments to Clause 138 of the Criminal Code of Ukraine (re responsibility for illegal medical practice) was withdrawn at request of the author.  

 

In the end of the plenary meeting, the People´s Deputies scrutinized the bill "On Amendments to the Law "On Protection of Rights for Inventions and Useful Models" (re Protection of Rights for Secret Inventions and Useful Models).

 

The Verkhovna Rada adopted the bill as a basis by 240 votes.

 

First Deputy Chairman of The Verkhovna Rada of Ukraine Adam Martyniuk adjourned the morning plenary meeting.

 

The next plenary meeting of the eighth session will be held on Thursday, May 19.
