PLENARY MEETINGS OF THE EIGHTH SESSION OF THE VERKHOVNA RADA OF UKRAINE OF THE SIXTH CONVOCATION WERE HELD ON TUESDAY, 14 JUNE

At the beginning of the morning plenary meeting, Volodymyr Lytvyn, Chairman of the Verkhovna Rada of Ukraine, informed about the results of work of the Verkhovna Rada at the plenary meetings on May 31 June 3, 2011.

Representatives of deputy factions read out their appeals, motions and proposals.

The People´s Deputies put several bills on the agenda of the session.

First Deputy Head of the State Land Resources Agency Artem Kadomskyi presented the bill on amendments to Clause 28 of the Law "On Land Management" (re reducing the Term for Land Documentation Registration).

The bill was adopted as a basis by 298 votes.

The parliament members recommitted the bill on amendments to several legislative acts of Ukraine regarding use of defense lands (250 votes). 

The bill on amendments to the Law "On State Regulation of Sugar Production and Sale" (re Formation of a Regulated Sugar Market) was withdrawn.

The People´s Deputies scrutinized the bill on amendments to several laws of Ukraine (re moratorium on the privatization of cultic property), having rejected it.

People´s Deputy Mykola Shershun presented the bill on the visual environment.  

The Verkhovna Rada adopted the bill in the first reading by 299 votes.

People´s Deputy Oleh Zarubinskyi presented the bill on Amendments to Several Legislative Acts regarding Purity of Territories.

The bill was adopted as a basis by 259 votes.

People´s Deputy Volodymyr Marushchenko presented the bill on Amendments to the Code of Criminal Legal Procedure of Ukraine (re Observance of the Seal of Confession).

The Verkhovna Rada adopted the bill in the first reading by 236 votes.

Chairman of the Sub-Committee of the Committee on Legislative Support of Law Enforcement Volodymyr Moisyk presented the bill on private detective activity. 

The bill was recommitted to the repeated first reading (270 votes).

The People´s Deputies recommitted the bill on amendments to the Criminal Code of Ukraine (re criminal responsibility for the evasion from service of sentence).

The People´s Deputies scrutinized two bills on amendments to several Laws of Ukraine (re observance of constitutional rights for the pension of the citizens of Ukraine residing abroad).

Both bills were rejected.

The People´s Deputies rejected the bill on the fundamentals of state migration policy of Ukraine.

The bill on amendments to several legislative acts of Ukraine (re harmonization and unification of the procedural laws) was rejected.

People´s Deputy Olena Shustik presented the bill on amendments to the Law "On the High Council of Justice" and the Code of Ukraine on Administrative Infringements regarding execution of judgments of the Constitutional Court of Ukraine.

The bill under Reg. No. 8246-2 was adopted in the first reading (248 votes). 

In the end of the morning meeting, the People´s Deputies scrutinized the bill on Amendments to Clause 19 of the Law "On Common Customs Tariff" (re Exemption of Goods for Construction and Equipment of Airports-Objects of the Championship from Duty).

The bill was adopted as a basis by 227 votes.

At the afternoon plenary meeting, the People´s Deputies scrutinized the bills put on the agenda on the morning session.

Head of the State Property Fund of Ukraine Oleksandr Riabchenko presented the bill on Amendments to Several Legislative Acts of Ukraine regarding Property Alienation of the Legal Entities in the Public Economic Sector.

The Verkhovna Rada adopted the bill in the first reading by 252 votes.

The People´s Deputies scrutinized the bill on amendments to the Code of Ukraine on Administrative Infringements and the Criminal Code of Ukraine regarding Strengthening of Responsibility for Illegal Trafficking in Drugs, Psychotropic Substances and Precursors, Poisonous, Drastic and Intoxicating Substances or Medicines.

The bill was adopted in the first reading by 283 votes.

The bill on Amendments to the Code of Ukraine on Administrative Infringements to strengthen Responsibility for violating the Laws on Protection of Restricted Data owned by the State, and the bill on Amendments to the Land Code of Ukraine (re Harmonization with the Code of Ukraine on Mineral Resources) were adopted as a basis.

The Verkhovna Rada adopted the Law "On Pensions for Special Services to Ukraine" (re Mothers of Five and More Children).

The People´s Deputies put the following bills on the agenda: on legislative support of the pension reform (Reg. No. 7455); on uniform principles of pension support, and scholarships to the workers of culture, education, public health, social security, and other spheres (Reg. No.7455-1); on the reform of the pension system, support of its financial stability, and introduction of the compulsory savings retirement insurance system (Reg. No.7455-2).

Minister of Finance Fedir Yaroshenko presented the bill on Amendments to the Law of Ukraine "On the State Budget of Ukraine for 2011" (re Social Indicators of the Budget).

The bill was adopted by 252 votes.

The bill on amendments to the Law "On the State Budget of Ukraine for 2011" (re payments for international audit) was withdrawn.

The Verkhovna Rada of Ukraine passed the Resolution "On Celebration of the 90th Anniversary of Dmytro Lutsenko."

The People´s Deputies scrutinized the bill on Food Security of Ukraine.

The bill under Reg. No. 8370-1 was adopted in the first reading.

The Chairman adjourned the afternoon plenary meeting.

The next plenary meeting of the eighth session will be held on Wednesday, 15 June.
