PLENARY MEETING OF THE VERKHOVNA RADA OF UKRAINE OF THE SIXTH CONVOCATION WAS HELD ON THURSDAY, JUNE 2.
In the beginning of the morning plenary meeting, Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine, briefed on the results of work of The Verkhovna Rada at the plenary meetings on June 1, 2011.
People's Deputies scrutinized a number of bills in the second reading.
The Verkhovna Rada adopted the following bills in entirety: "On Amendments to several Legislative Acts of Ukraine regarding Surrender (Extradition)"; "On Amendments to several Legislative Acts of Ukraine regarding Violation of Laws on the Personal Data Protection"; "On Amendments to Clause 18 of the Law of Ukraine "On Police" regarding Specialist Training; "On Amendments to Clauses 19 and 43 of the Law "On Labour Safety" (re Punitive Penalties); "On Amendments to Legislative Acts of Ukraine regarding Special-Purpose Bonds."
The Verkhovna Rada of Ukraine passed the Resolution "On the National Military Memorial Cemetery."
The following bills were recommitted: on amendments to certain legislative acts regarding regulation of relations in the sphere of television and telecommunications, and on safety and public order during mass sports and physical training events.
The following bills were rejected: on amendments to the Code of Criminal Proceedings of Ukraine (regarding protection of rights of suspected, accused and defendant persons rights to defense), and on amendments to certain legislative acts of Ukraine in connection with the adoption of the Law "On Licensing System in the Sphere of Economic Activity."
The People's Deputies repeatedly scrutinized the Law "On Amendments to the Law of Ukraine "On Amnesty in Ukraine" and other Legislative Acts of Ukraine" adjusted for the motions of the President of Ukraine.
The Verkhovna Rada adopted the Law "On Amendments to the Law of Ukraine "On Amnesty in Ukraine" and other Legislative Acts of Ukraine" in a new version by 292 votes.
In the result of the voting People's Deputies rejected the Law "On Amendments to Certain Laws of Ukraine regarding Prevention of Alienation of State Property Objects subject to Privatization.''
The Verkhovna Rada of Ukraine passed the Resolution "On Celebration of the 70th Anniversary of Birth of Ivan Mykolaichuk"
The bill on Amendments to Several Legislative Acts of Ukraine in connection with the Ratification of the Second Additional Protocol to the European Convention on Mutual Assistance in Criminal Matters was presented by Valeria Lutkovska, Government Commissioner for the European Court of Human Rights.
Volodymyr Oliinyk, First Deputy Chairman of the Committee on Legislative Support of Law Enforcement, reported on the Committee's decision to recommend the Verkhovna Rada to adopt the bill as a basis.
The bill was adopted by 297 votes.
The Parliamentarians recommitted the bill on amendments to the Budget Code of Ukraine and certain legislative acts of Ukraine (284 votes in favor).
Yurii Miroshnychenko, Chairman of the Sub-Committee of the Committee on Legal Policy, presented the bill "On Free Civil Legal Aid."
The Verkhovna Rada adopted the bill in entirety by 289 votes.
The bill on amendments to certain legislative acts of Ukraine (regarding certain authorities of Central Election Commission) was presented by Yurii Karmazin, People's Deputy of Ukraine.
O. Bodnar, First Deputy Chairperson of the Committee on State Building and Local Self-Government, reported on the Committee's decision to scrutinize the bill and adopt the decision.
In the result of the voting, the bill was rejected (100 votes in favor).
The Verkhovna Rada of Ukraine adopted the bill on Amendments to Clause 17 of the Law "On the Police" (re Requirements for the Persons enrolled to the Police) and the bill on Amendments to the Law "On Production Distribution Agreement" (re State Guarantees).
The People's Deputies cancelled the afternoon sitting.
In the result of the voting, the following bills were recommitted: ''On the Police'' regarding improvement of the personnel provision system in internal bodies, and on amendments to certain Laws of Ukraine (regarding spheres on certain types of income).
The Verkhovna Rada of Ukraine adopted the bill "On the Refugees and Persons in need of Extra or Temporary Shelter in Ukraine" by 281 votes.
The Verkhovna Rada adopted the bills "On Court Fee", "On Amendments to Several Legislative Acts of Ukraine regarding Jurisdiction of Cases with the Participation of the Antimonopoly Committee of Ukraine to the Economic Courts", and "On Amendments to Several Legislative Acts of Ukraine regarding Regulation of Legal Relations between the Creditors and Receivers of Financial Services."
The Verkhovna Rada of Ukraine adopted the Law "On Amendments to several Laws of Ukraine regarding Regulation of Financial Services Markets."
Adam Martyniuk, First Deputy Chairman of the Verkhovna Rada of Ukraine, adjourned the morning sitting.
The next plenary meeting of the eighth session shall be held on Friday, June 3.
