PLENARY WEEK OF THE EIGHTH SESSION OF THE VERKHOVNA RADA OF UKRAINE OF THE SIXTH CONVOCATION CONCLUDED ON FRIDAY, JUNE 3
First Deputy Chairman of the Verkhovna Rada of Ukraine Adam Martyniuk opened the morning plenary meeting, and briefed on the results of work of the Verkhovna Rada of Ukraine at the plenary meetings on June 2.
The Chairman announced that deputy factions suggested listening to the report of the Cabinet of Ministers of Ukraine on the activity of the Ministry on Finance of Ukraine and its influence on the social-economic situation during the Government Question Hour.
The report was delivered by Fedir Yaroshenko, Minister of Finance of Ukraine.
The first question of "Our Ukraine-People's Self-Defense" faction concerned different figures of uncompensated VAT and the period when default VAT compensation would be applicable for all citizens.
F. Yaroshenko declared that in 2010, the Government regulated this problem in the Law on the State Budget of Ukraine. Finally, this problem has been regulated, the remaining sums of uncompensated VAT being compensated. Still, this problem will be fully solved in 2011.
"Our Ukraine-People's Self-Defense" faction inquired about social consequences of the increase of gas tariffs and retirement age, which are among the IMF requirements for receiving a regular tranche of USD 1,5 billion.
The Minister of Finance stated that joint programs with the IMF would be continued in Ukraine. There are ongoing consultations concerning the requirements of the IMF.
F. Yaroshenko answered all the written and oral questions of the People's Deputies of Ukraine.
One of the questions was addressed to Serhii Tihipko, Deputy Prime Minister and Minister of Social Policy.
S. Sas asked about denunciation of Cyprus Agreement, which actually means 'Cyprus financial gap' for Ukraine, since more than USD 30 billion is annually withdrawn from Ukraine with the help of the Agreement.
S. Tihipko answered, "Everything which concerns tax evasion is connected with three key problems in tax legislation, which have not been solved by the Government yet."
S. Tihipko stated that the government would prepare the necessary materials and bring forward the respective drafts in autumn.
The Chairman read out the Deputies´ inquiries.
The bill on the management of state property objects in the military-industrial complex was presented by Anatolii Maksiuta, Minister of Economic Development and Trade.
Anatolii Kinakh, Chairman of the Subcommittee of the Committee on National Security and Defense, called for adopting the bill.
In the result of the discussion the bill was adopted as a basis by 267 votes.
The bill "On Amendments to the Law of Ukraine "On Electric Power Engineering" (re Guarantees of Government Liabilities concerning Promotion of Alternative Energy Sources) was presented by Ihor Hlushchenko, People's Deputy of Ukraine.
The Committee on Fuel and Energy Complex, Nuclear Policy and Nuclear Safety recommended the Verkhovna Rada to adopt the finalized bill as a basis and in entirety.
The Verkhovna Rada adopted the bill in the first reading and in entirety by 295 votes.
The bill on amendments to several Laws of Ukraine (re titles of electoral blocks) was presented by Ivan Zaets, People's Deputy of Ukraine.
Olha Bodnar, First Deputy Chairman of the Committee on State Building and Local Self-Government, reported on the Committee´s decision to recommend the Verkhovna Rada to adopt the bill as a basis.
In the result of the voting, the Parliamentarians rejected the bill by 45 votes.
The parliamentarians discussed the bill on amendments to the Law "On Status and Social Security of Victims of the Chornobyl Disaster." The bill was presented by Serhii Velizhabskyi, People's Deputy of Ukraine.
Serhii Hlazunov, Secretary of the Committee on Environmental Policy, Use of Natural Resources and Elimination of Consequences of Chornobyl Disaste,r stated that the Committee recommended the Verkhovna Rada to recommit the bill.
In the result of the voting the bill was rejected (82 votes in favor).
At the end of the morning sitting, the parliamentarians read out their inquiries, appeals and motions.
The Chairman adjourned the plenary meeting.
On June 6-10, the People's Deputies work in the Committees and Factions.
The next plenary meeting of the eighth session shall be held on Tuesday, June 14.
