PLENARY MEETINGS OF THE VERKHOVNA RADA OF UKRAINE OF THE SIXTH CONVOCATION WERE HELD ON THURSDAY, 19 MAY.

 

Adam Martyniuk, First Deputy Chairman of The Verkhovna Rada of Ukraine, opened the morning plenary meeting and briefed on the results of work of The Verkhovna Rada of Ukraine at the plenary meeting on May 18.

 

The People´s Deputies discussed the draft resolution "On Amendments to the Verkhovna Rada of Ukraine Resolution "On Holding of the Parliamentary Hearings on the Topic "Institute of Family in Ukraine: Status, Problems and their Solution." The parliamentary hearings shall be postponed from July 6 to September 21.

 

The People´s Deputies scrutinized several bills in the second reading.

 

The Verkhovna Rada of Ukraine adopted the following bills in entirety: on Amendments to the Family Code of Ukraine regarding Particulars of Adoption of certain Groups of Children; on Amendments to Clause 56 of the Economic Procedural Code of Ukraine (re Order of sending the Copy of a Court Claim); on Amendments to several Legislative Acts of Ukraine to streamline the Procedure of Termination of Legal Entities and Sole Proprietors.

 

BYuT-Batkivshchyna and Our Ukraine-People´s Self-Defense Factions demanded that a recess be announced.

 

Iryna Herashchenko from Our Ukraine-People´s Self-Defense Faction read out the appeal of the Factions concerning detention of the ex-Minister of Internal Affairs Yu.Lutsenko.   

 

The Factions called on the People´s Deputies to address the General Prosecution and the authorities with a request to substitute the advance measure for Yu.Lutsenko.

 

The following bills were adopted in entirety: on Amendments to several Laws of Ukraine regarding Increase of Budget Revenue of the Funds of Compulsory State Social Insurance; on amendments to the Tax Code of Ukraine and establishment of rates of export duty on some cereals; on Amendments to the Code of Criminal Procedure of Ukraine (regarding People's Assessors); on Responsibility for the Damage inflicted due to the Product Defect; on the List of Licensing Documents in the Economic Sector.

 

The Verkhovna Rada adopted the Air Code of Ukraine.

 

The following bills were also adopted in entirety: on Amendments to Several Laws of Ukraine (regarding Consolidated Supervision); on Amendments to Several Legislative Acts of Ukraine regarding Streamlining of Licensing Procedures; on Amendments to Several Legislative Acts of Ukraine regarding Regulation of Functions of the Public Bodies in charge of State Supervision in Energy Sector; on Financial Rehabilitation of the State Enterprise "Production Association O.M. Makarov Pivdennyi Machine-Building Plant."

 

The bill on amendments to several legislative acts of Ukraine regarding streamlining the work of the Supreme Court of Ukraine was recommitted.  

 

The bill on amendments to several legislative acts of Ukraine regarding accreditation of subdivisions of foreign legal entities in the territory of Ukraine was rejected.  

 

The following bills were withdrawn: on amendments to the Law "On Advertising"; on amendments to clause 34 of the Law "On Traffic."

 

The Verkhovna Rada supported the motion of the President of Ukraine, and rejected the Law "On Amendments to several Laws of Ukraine regarding Governmental Support of Agriculture."

 

Deputy Chairman of the Committee on Foreign Affairs Taras Chornovil presented the draft resolution on recommendations of the parliamentary hearings on the topic "On State and Prospects of Development of Economic Relations with EU (Free Trade Zone) and the Customs Union."  

 

Minister of Defense Mykhailo Yezhel presented the bill "On Ratification of the President's Decree on sending Ukrainian Peacekeeping Forces involved in the UN Mission in Liberia to support UN Operation in Cote d'Ivoire in the Period fixed by the UN Security Council until September 30, 2011."

 

The Verkhovna Rada supported the Decree of the President of Ukraine "On sending Ukrainian Peacekeeping Forces involved in the UN Mission in Liberia to support UN Operation in Cote d'Ivoire in the Period fixed by the UN Security Council until September 30, 2011."

 

The People´s Deputies adopted the bill on Fishing Industry, Commercial Fishing, and Protection of Aquatic Bioresources.

 

People´s Deputy Roman Tkach presented the bill on the State Land Register.

 

The bill was adopted as a basis by 267 votes.

 

The Verkhovna Rada early terminated the authorities of the People´s Deputy Volodymyr Kozak who was appointed chief executive officer of the State Administration of Railway Transport of Ukraine in the end of March, 2011.

 

People´s Deputy Mykhailo Myronenko was elected Chairman of the Committee on Transport and Communications.

 

The Chairman adjourned the morning plenary meeting.

 

At the afternoon plenary meeting, the People´s Deputies adopted the bill on the Peculiarities of Legal Proceedings on Administrative Cases, and Exclusion of Foreigners and Stateless Persons from a Country during the Final Part of the European Football Championship 2012 in Ukraine.

 

The following bills were adopted in entirety: on Amendments to Clause 2 of the Law of Ukraine "On High Priority Measures to prevent the Consequences of the Financial Crisis, and on Amendments to Several Legislative Acts of Ukraine" (Retirement of Bonds); on Amendments to Clause 20 of the Law "On Military Duty and Military Service"; on Operational-Investigative Activity" (re Harmonization of the Period for examining the Citizens due to their Access to the State Secret).

 

The Verkhovna Rada of Ukraine passed the Resolution "On Celebration of Memorial Dates and Anniversaries in the Year 2011."

 

The People´s Deputies adopted the bill on Amendments to the Code of Administrative Legal Proceedings of Ukraine (re Regulation of Withdrawal of an Appellate Appeal or a Cassation Appeal) and the bill on Amendments to the Code of Civil Procedure of Ukraine (re Securing a Claim by Confession and Implementation of Judgment of the Foreign Court).

 

BYuT-Batkivshchyna and Our Ukraine-People´s Self-Defense Factions demanded that a recess be announced.

 

Natalia Korolevska from BYuT-Batkivshchyna Faction informed about the Spring March of Protest which took place near the Parliament.  N.Korolevska regretted that People´s Deputies did not meet the participants of the protest action. She read out the appeal of the participants of the action to The Verkhovna Rada. 

 

 

The Verkhovna Rada of Ukraine passed the Resolution "On Celebration of the 70th Anniversary of Birth of Bohodar Kotorovych."

 

The Verkhovna Rada of Ukraine adopted the Bill "On Amendments to Clause 328 of the Code of Civil Procedure of Ukraine" (re Support of the Right for a Cassation Appeal).

 

The following bills were adopted in entirety: on Amendments to Clause 254 of the Code of Administrative Legal Proceedings of Ukraine (re Enactment of the Court Judgment); on Amendments to several Legislative Acts" (re Specification of Regulations on providing the Adopters with a Leave for Adaptation of the Adopted Child).

 

V.Lytvyn, Chairman of The Verkhovna Rada of Ukraine, adjourned the afternoon plenary meeting.

 

The next plenary meeting of the eighth session will be held on Friday, May 20.
