PLENARY MEETINGS OF THE VERKHOVNA RADA OF UKRAINE OF THE SIXTH CONVOCATION WERE HELD ON MAY 12, 2011.

 

V. Lytvyn informed on the results of work of the Verkhovna Rada of Ukraine during the plenary meeting on May 11.

 

The People's Deputies started to scrutinize the agenda and corrected legal deficiencies in the text of the adopted Law "On Fundamentals of Corruption Counteraction in Ukraine."

 

The Verkhovna Rada passed the Resolution "On Report of the Prosecutor-General of Ukraine regarding Circumstances of Detention of Yurii Lutsenko, Ex-Minister of Internal Affairs of Ukraine." Pursuant to the Resolution, the Prosecutor-General shall deliver his report on Friday, May 13.

 

The parliamentarians scrutinized and adopted the following bills: "On Amendments to several Legislative Acts of Ukraine regarding Joint Cooperation"; "On Amendments to several Legislative Acts of Ukraine regarding Clinical Testing of Medicaments"; "On Fauna" (re Strengthening of Poaching Counteraction); "On Amendments to several Laws of Ukraine" (re Capacity of the Limited Liability Companies).

 

The Verkhovna Rada adopted the following bills in entirety: "On Amendments to the Code of Ukraine of Administrative Infringements" (re Strengthening of Responsibility for Forest Pollution); "On Amendments to the Code of Economic Procedure of Ukraine regarding Procedural Legal Succession"; "On Amendments to several Legislative Acts of Ukraine regarding Accounting";  "On Amendments to several Legislative Acts of Ukraine regarding Strengthening of Responsibility of the Officials of Public Authorities and Local Self-Government Bodies"; "On Amendments to Several Legislative Acts regarding Strengthening of Organizational-Legal Principles of Crime Control and Corruption Counteraction."

 

The following bills were recommitted: on amendments to certain legislative acts of Ukraine regarding simplification of the procedure of termination of business entities and sole-proprietors; on amendments to the Criminal Code of Ukraine (regarding strengthening liability for burning out of flora or its remains); on amendments to the Law "On Television and Radio Broadcasting" (regarding regulation of broadcasting of programs with interactive contests); on amendments to the Code of Criminal Procedure of Ukraine (regarding  people's assessors).

 

The following bills were rejected: on amendments to the Law "On Hunting" (regarding protection of the species included into the Convention on the Conservation of European Wildlife and Natural Habitats); on amendments to certain legislative acts of Ukraine (regarding protection of public morals).

 

People's Deputies scrutinized several draft resolutions on appointment and dismissal of judges and passed relevant decisions.

 

The Verkhovna Rada passed 11 Resolutions on the calling of early local elections.

 

The Verkhovna Rada of Ukraine passed the Resolution "On setting up an Interim Inquiry Panel of The Verkhovna Rada of Ukraine to investigate the Circumstances and Results of Activity of Livela Company and Affiliated Legal Bodies in the Ukrainian Oil Market" by 322 votes.

 

The parliamentarians scrutinized and adopted the bill "On the State Budget of Ukraine for 2011" (re Financial Support of Public Road System).

 

Volodymyr Yavorivskyi, Chairman of the Committee on Culture and Spirituality, presented the adjusted draft resolution on recommendations of the parliamentary hearings "Strategy of the Humanitarian Policy in Ukraine."

 

The draft resolution was rejected (160 votes in favor).

 

The Verkhovna Rada passed the Resolution "On Recommendations of the Parliamentary Hearings on Health Improvement and Recreation of Children and Youth."

 

The following Laws adjusted for the motions of the President of Ukraine were adopted: "On Amendments to several Laws of Ukraine to enhance the Order of Publication of Printed Matter on Terms of Government Procurement", "On Amendments to the Law "On Military Duty and Military Service"; "On Amendments to Clause 143 of the Family Code of Ukraine" (regarding Obligation of a Father to take a Child from the Maternity Home).

 

The People´s Deputies rejected the Law "On Amendments to Clause 155 of the Code of Criminal Procedure of Ukraine regarding Improvement of the Order of Detention."

 

The Parliament members discussed the bill "On Strength of the Armed Forces of Ukraine for 2011", adopting it by 249 votes.  

 

The People´s Deputies also scrutinized the bill on Upholding the Decree of the President of Ukraine on Access of the Foreign Military Troops on the Territory of Ukraine in 2011 for Participation in Multinational Military Trainings. The bill was adopted by 269 votes.

 

The Verkhovna Rada adopted the following laws: on Amendments to the Law of Ukraine "On State Budget for 2011" (re State Agency for Investments and Management of National Projects as a Key Spending Unit)"; on certain Issues on Arrears for the Consumed Natural Gas and Electrical Energy; on Amendments to the Tax Code of Ukraine" (re Taxation of Amortization of the Debt for Natural Gas and Electrical Energy, and Relief of Debts to the State Budget).

 

The People´s Deputies passed the Resolution "On State Celebration of the 300th Anniversary of Oleshkivska Sich."

 

Minister of Justice Oleksandr Lavrynovych presented the bill "On Amendments to several Legislative Acts of Ukraine regarding National Commissions in charge of State Regulation of Natural Monopolies, Communications and Information System Development, Security Markets and Financial Services."

 

The Verkhovna Rada adopted the bill by 247 votes.

 

The People´s Deputies discussed and adopted the following bills: on Financial Sanation of Pivdenny Machine-Building Plant named after O. M. Makarov State Enterprise; on Amendments to Clause 1 of the Law "On Protection of Childhood" (re Families with Many Children).

 

The bill on proclaiming the Natural Sites of Khmilnyk Town of Vinnytsia Region as the State Resort was adopted by 265 votes.

 

People´s Deputy Hryhorii Omelchenko presented the bill "On Amendments to Clause 9 of the Law "On Counteraction to the Illegal Turnover and Abuse of Drugs, Psychotropic Substances and Precursors." The bill was adopted as a basis by 259 votes.

 

The bill on Amendments to Clause 18 of the Law of Ukraine "On Police" regarding Specialist Training was adopted as a basis by 249 votes.

 

First Deputy Chairman of The Verkhovna Rada Adam Martyniuk adjourned the afternoon plenary meeting.

 

The next plenary meeting of the eighth session will be held on Friday, May 13.
