PLENARY MEETINGS OF THE VERKHOVNA RADA OF UKRAINE OF THE SIXTH CONVOCATION WERE HELD ON TUESDAY, MAY 31

 

In the beginning of the morning plenary meeting, Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine, briefed on the results of work of The Verkhovna Rada at the plenary meetings on May 17-20, 2011.

 

Serhii Pachesiuk and Serhii Baranov-Mohort took an oath of the People's Deputies of Ukraine before the Verkhovna Rada. Both Deputies were on the party list of the Party of Regions.

 

Upon the demand of ByuT-Batkivshchyna and Our Ukraine-People's Self-Defense Factions, the Chair announced a break.

 

I. Kyrylenko addressed the People's Deputies with a request to pass the resolution on the report of the Prosecutor General of Ukraine concerning political persecutions in Ukraine.

 

The Chair put to the vote the proposal to adopt the draft resolution on report of the Prosecutor General of Ukraine regarding criminal cases against Yulia Tymoshenko, Ex-Prime Minister of Ukraine.

 

The People's Deputies upheld the proposal by 346 votes.

 

The Chairman put to vote the proposal to adopt item 2 of the draft, whereby the People's Deputies shall listen to the report of the Prosecutor General.

 

122 People's Deputies upheld the proposal.

 

The Verkhovna Rada adopted the draft resolution in entirety by 251 votes.

 

I. Kyrylenko stated that the faction does not agree to the decision and leaves the assembly hall in protest.

 

Representatives of the deputy factions presented their announcements, motions and appeals.

 

The People´s Deputies put several bills and resolutions on the agenda of the eighth session.

 

Yurii Miroshnychenko, Representative of the President of Ukraine in the Verkhovna Rada, presented the bill on amendments to several Legislative Acts of Ukraine regarding Prevention of Excessive State Regulation in the Sphere of Motor Transportation.

 

Volodymyr Oliynyk, First Deputy Chairman of the Committee on Legislative Support of Law Enforcement, announced the Committee's decision to recommend the Parliament to adopt the bill as a basis.

 

The People's Deputies upheld recommendations of the Specialized Committee by 253 votes.

 

Artem Kadomskyi, First Deputy Chairman of the State Agency of Land Resources of Ukraine, presented the bill on amendments to clause 151 of the Land Code of Ukraine (re simplified procedure of granting the land plots for the mineral resources use).

 

Valerii Bevzenko, Deputy Chairman of the Committee on Agrarian Policy and Land Relations, announced the Committee's decision to recommend the Verkhovna Rada to adopt the bill as a basis.

 

In the result of the voting, the bill was adopted in the first reading by 245 votes.

 

Elina Shushkina, People's Deputy of Ukraine, presented the bill on amendments to several Legislative Acts of Ukraine (re support of ownership rights for land property leased for agricultural purposes).

 

The Specialized Committee on Agrarian Policy and Land Relations recommended the Parliament to adopt the bill as a basis.

 

The Verkhovna Rada adopted the bill in the first reading by 245 votes.

 

The following bills were adopted in the first reading: on amendments to several Laws of Ukraine (re prevention of medicine adulteration); on amendments to several Laws of Ukraine regarding emergency aid to the persons in the life-threatening and dangerous to health condition.

 

In the result of the voting, the Parliamentarians rejected the bill on amendments to several legislative acts of Ukraine regarding improvement of the criminal and administrative liability for the crimes and other infringements in the sphere of official activities.

 

The bill on amendments to the Law "On the State Border of Ukraine" (re Legal Status and Regime of the Contiguous Zone of Ukraine) was presented by Leonid Kozhara, People´s Deputy of Ukraine.

 

Oleksandr Skybinetskyi, representative of the Committee on National Security and Defense, reported on the Committee's recommendation to recommit the bill.

 

In the result of the voting, the bill was adopted as a basis by 232 votes.

 

The bill on amendments to the Law "On Security Service of Ukraine" (regarding supervision of the Verkhovna Rada of Ukraine for the Security Service) was presented by Oleksandr Skybinetskyi, Chairman of the Sub-Committee of the Committee on National Security and Defense.

 

In the result of the voting, the bill was rejected (51 vote in favor).

 

The Verkhovna Rada of Ukraine adopted the bill on amendments to clauses 43 and 48 of the Mining Law of Ukraine (re support of social rights of the families of deceased pensioners who receive social survivor pensions).

 

Volodymyr Lytvyn, Chairman of the Verkhovna Rada of Ukraine announced that the Cabinet of Ministers of Ukraine appealed to the Parliament with a request to recall its bill "On Legislative Support of Pension Reform in Ukraine."

 

The Parliamentarians upheld the resolution by 250 votes.

 

The People's Deputies rejected the following bills: on amendments to the Law "On Fundamentals of Social Security of People with Disabilities in Ukraine" (regarding protection of people with disabilities of the first category), and on amendments to the Code of Administrative Justice of Ukraine (regarding jurisdiction of administrative cases).

 

The bill on amendments to the Code of Administrative Justice of Ukraine (regarding terms of the court appeal) was recommitted.

 

The Verkhovna Rada of Ukraine adopted the Law "On Amendments to Clause 19 of the Economic Procedural Code of Ukraine" (re procedural status of a judge).

 

Chairman adjourned the morning sitting.

 

At the beginning of the afternoon sitting, the People's Deputies continued scrutiny of the agenda issues.

 

The parliamentarians discussed the bill on amendments to the Law "On Use of Cash Registers in Trade and Public Catering" (regarding sale of medicines and items of medical purpose in rural areas).

 

In the result of the voting the bill was rejected.

 

The Verkhovna Rada of Ukraine rejected the bills on amendments to clause 36 of the Law "On Motor Transport" regarding exemption from payment of compulsory services of motor service stations, and on amendments to certain legislative acts of Ukraine regarding harmonization of their norms with the Convention of International Labour Organization No.87 Freedom of Association and Protection of the Right to Organise (regarding protection of trade unions rights).

 

The People's Deputies scrutinized amendments to the draft resolution on celebration of memorable dates and anniversaries in 2011, having rejected them (6 votes in favor).

 

The Verkhovna Rada of Ukraine passed the Resolution "On setting up the Interim Ad Hoc Panel of the Verkhovna Rada of Ukraine on the Autonomous Republic of Crimea."

 

Inna Emelianova, First Deputy Minister of Justice, presented the bill on the Council of Ministers of the Autonomous Republic of Crimea.

 

Oleksandr Chornomorov, Deputy Chairman of the Committee on State Building and Local Self-Government, reported on the Committee's decision to adopt the bill as a basis.

 

The bill was adopted as a basis by 257 votes.

 

The Verkhovna Rada adopted the following bills: "On Amendments to Clause 290 of the Civil Code of Ukraine" (re Information about the Donor) and "On Amendments to Clause 2 of the Law "On the Fundamentals of State Supervision (Control) in the Economic Sector" (re State Export Control).

 

The Verkhovna Rada of Ukraine adopted the bill on Amendments to Clause 17 of the Law of Ukraine "On Medical Drugs" (re Support of Pharmaceutical Development of Medical Drugs and Scientific Research) by 244 votes.

 

V. Lytvyn, Chairman of the Verkhovna Rada, adjourned the afternoon sitting.

 

The next plenary meeting of the eighth session shall be held on Wednesday, June 1.
