ON THURSDAY, JANUARY 13, PLENARY MEETINGS OF THE SEVENTH SESSION OF THE VERKHOVNA RADA OF UKRAINE OF THE SIXTH CONVOCATION WERE HELD
Volodymyr Lytvyn, Chairman of the Verkhovna Rada, opened the morning sitting and reported on the results of work of the Verkhovna Rada of Ukraine at the plenary meetings on January 12, 2011.
The People´s Deputy started to scrutinize the agenda. The bill "On Amendments to the Law of Ukraine "On the Charge for Compulsory State Retirement Insurance" (re Abolition of the Charge for Compulsory State Retirement Insurance from the Purchase and Sale of Cashless Foreign Currency) was adopted.
Having repeatedly scrutinized the Law "On Amendments to the Law of Ukraine "On Measure on Provision of Stable Functioning of Fuel-Energy Sector Enterprises" adjusted for the motions of the President of Ukraine, the parliamentarians rejected the Law.
The draft resolution "On holding of the Parliamentary Hearings "Land in the Ukraine's Destiny: Situation in the Land Sphere, Legislative Support of Land Relations and their Realization" was presented by Hryhorii Kaletnik, Chairman of the Committee on Agrarian Policy and Land Relations.
The Verkhovna Rada of Ukraine passed the Resolution "On holding of the Parliamentary Hearings "Land in the Ukraine's Destiny: Situation in the Land Sphere, Legislative Support of Land Relations and their Realization." The parliamentary hearings are scheduled for March 2, 2011.
The People´s Deputies scrutinized amendments to several bills in the second reading.
The following bills were adopted in entirety: "On Amendments to Certain Legislative Acts of Ukraine regarding Strengthening of Responsibility for Certain Infringements in the Sphere of Public Utility Services"; "On Amendments to several Laws of Ukraine regarding Performance of Military Service Duties"; "On Amendments to the Law of Ukraine "On State Regulation of the Securities Market in Ukraine" (re Order of Issue of Duplicates and Copies of Licenses) and "On Amendments to several Legislative Acts of Ukraine regarding Migration."
The Verkhovna Rada referred the following bills for adjutsment: on amendments to certain legislative acts of Ukraine concerning improvement of the land managements on the territory of the Autonomous Republic of the Crimea; on amendments to certain Laws of Ukraine regarding activity of research parks; on amendments to the Law "On Privatization of Small State-Owned Enterprises (small privatization)" (on ban on privatization of premises of libraries, book shops, and state publishing houses); on armaments to the clause 121 of the Code of the Labour Laws of Ukraine (regarding guarantees and compensations in the course of the travel on official business); on supplements to the Law "On Land Protection" regarding issue and cancellation of authorization (regarding primer coating).
The People´s Deputies rejected the bill on technotronic security. The following bills were withdrawn: on amendments to the Law "On Protection of Flora", on amendments to the Law "On State regulation of production and circulation of ethyl alcohol, cognac spirits, alcohol beverages and tobacco goods" (regarding import and export of alcohol).
The People´s Deputies discussed two bills on access to public information.
Adam Martyniuk, First Deputy Chairman of the Verkhovna Rada of Ukraine, presented the first bill and stated that it contravened clause 116 of the Standing Orders of the Verkhovna Rada of Ukraine. Still, the speaker suggested voting for the scrutiny of the bill despite the requirements of this clause of the Standing Orders.
The People´s Deputies upheld the proposal by 377 votes.
The bill "On Amendments to the Law of Ukraine "On Information" was adopted in its entirety without scrutiny of the amendments by 412 votes.
Andrii Shevchenko, Chairman of the Committee on Freedom of Speech and Information, presented the bill on access to public information adjusted for the second reading.
The bill on access to public information was adopted by 408 votes.
The Verkhovna Rada of Ukraine adopted the Law "On Amendments to the Law "On State Registration of Legal Entities and Sole Proprietors" (re Specificity of State Registration of Central Executive Authorities).
The People´s Deputies put the draft resolution "On Celebration of the 120th Anniversary of Birth of Pavlo Tychyna" onto agenda.
Leonid Fesenko, Head of the Supreme Specialized Court of Ukraine on Scrutiny of Civil and Criminal Cases, Vikotr Tatkov, Head of the Supreme Economic Code of Ukraine, and Mykhailo Havryliuk, Deputy Prosecutor General of Ukraine, took the oath of the members of the Supreme Council of Justice before the Verkhovna Rada of Ukraine.
Parliamentarians scrutinized several draft resolutions on appointment and dismissal of judges.
The bill on amendments to clause 36 of the Law "On the Provision of Pensions to the Persons dismissed from the Military Service, and other Persons" was presented by the Chairman of the Committee on National Security Safety and Defense Anatolii Hrytsenko.
The People´s Deputies upheld the bill in the first reading by 396 votes.
The Parliamentarians scrutinized several bills on social security of certain categories of citizens.
The bill on amendments to clause 15 of the Law "On Veterans Status and Guarantees of their Social Protection" (regarding social guarantees for the parents of lost (deceased) or missing in action military officers) was presented by Yurii Samoilenko, People´s Deputy of Ukraine.
The Peoples Deputies referred the bill to the subject of the legislative initiative for adjustment.
The bill "On State Social Aid to the Persons not entitled to Pension, and the Persons with Disabilities" (re State Social Assistance for the Disabled War Veterans) waa presented by Petro Tsybenko, First Deputy Chairman of the Committee on Matters of Pensioners, Veterans and People with Disabilities.
The bill was adopted as a basis by 355 votes.
The Verkhovna Rada adopted the following bills in the first reading: on Amendments to Clause 2 of the Law "On Insurance" (re Abolition of the Requirement for Re-Insurance only in the WTO Member States) and on Amendments to the Law "On Securities and Stock Market" (re Financial Monitoring of the Activity of the Securities Market Professionals).
The Verkhovna Rada of Ukraine adopted the Law "On Amendments to several Legislative Acts of Ukraine (re Competence of the Law Enforcement Bodies in the Protection of Submarine Cultural and Archeological Heritage)" adjusted for the Motions of the President of Ukraine
The Chairman adjourned the morning sitting.
At the beginning of the afternoon sitting, the parliamentarians scrutinized and passed the Resolution "On Celebration of the 120th Anniversary of Birth of Pavlo Tychyna" by 323 votes.
The People´s Deputies discussed the bill "On Amendments to the Law "On Action to support Sustainable Functioning of the Fuel and Energy Sector" (re Debt Redemption) and adopted it by 260 votes.
The bill "On Urban Development" (re Alleviation of Licensing Procedures in the Construction Sector) elaborated was presented by Ihor Lysov, Deputy Chairman of the Committee on Construction, Urban Development, Public Utility Sector and Regional Policy.
The parliamentarians scrutinized amendments to the bill and adopted the bill by 296 votes.
The Chairman adjourned the afternoon sitting.
The next plenary meeting of the seventh session will be held on Friday, January 14.
