PLENARY MEETING OF THE EIGHTH SESSION OF THE VERKHOVNA RADA OF UKRAINE OF THE SIXTH CONVOCATION WAS HELD ON THURSDAY, FEBRUARY 3

 

In the beginning of the morning plenary meeting, Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine, informed about the results of work of The Verkhovna Rada at the plenary meeting on February 2.

 

People´s Deputy Arsenii Yatseniuk presented the draft resolution "On Conduction of the Parliamentary Hearings "On State and Perspectives of Economic Relations with the EU (Free Trade Zone) and Custom Union" (May 11, 2011).

 

The Verkhovna Rada passed the Resolution by 380 votes.

 

The People´s Deputies adopted the Law "On Amendments to the Law "On Vine and Grape Wine" by 240 votes. The Law "On Amendments to Clause 3 of the Law "On State Regulation of Sugar Manufacture and Sale" (re Licensing of Sugar Wholesale)" was adopted.

 

Scrutiny of the bill on amendments to several legislative acts of Ukraine regarding responsibility for coordinated anti-competition practice was postponed at request of the subject committee.

 

The People´s Deputies referred the bill on amendments to the Criminal and the Criminal Procedural Codes of Ukraine regarding violation of the order of pet walking for adjustment.

 

The parliament members scrutinized and adopted the Law on Amendments to Clause 155 of the Criminal Procedural Code of Ukraine regarding Foundation for Placement in Detention by 350 votes.

 

The Verkhovna Rada adopted the following bills in entirety: on Amendments to several Legislative Acts of Ukraine (re Regulation of Labour and Official Legal Relations, and Correction of Deficiencies in the Laws on the State Secret); on Amendments to Certain Legislative Acts of Ukraine regarding the Appeal against the Court of Arbitration Judgment and Issue of the Enforcement Order at the Judgment of the Court of Arbitration; on Amendments to the Economic Procedural Code of Ukraine (regarding the Appeal against the Court of Arbitration Judgment and Enforcement Order Acceptance); on Amendments to Clause 81 of the Civil Procedural Code of Ukraine (re Compensation of Expenses for the Information and Technical Support of the Scrutiny of Cases on Validation and Implementation of the Resolutions of Foreign Courts in Ukraine); on Amendments to the Law of Ukraine "On the Judicial System and the Status of Judges" (re Special Training of the Candidates for the Office of a Judge); on Amendments to Clause 6 of the Law "On Courts of Arbitration" (re Court Jurisdiction over Cases on Consumer Rights); on Amendments to the Law "On Postal Service."

 

Scrutiny of the bills on amendments to several laws of Ukraine regarding publication of printed matter under the governmental order, and on amendments to clause 1 of the Law "On Enhancement of Prestige of the Miners´ Occupation" (re extension of the effect of the law on the miners of non-metallic and placer deposits) was postponed.

 

The bill on amendments to several legislative acts of Ukraine (re grounds for exemption from probation) was rejected.

 

The bill on amendments to the Criminal Procedural Code of Ukraine (re cancelation of the institute of people´s assessors in the criminal proceedings) was withdrawn.  

 

The Verkhovna Rada of Ukraine passed the Resolution "On Guidelines of the Parliamentary Hearings on the Status of the Youth in Ukraine "Youth for the Health Lifestyle."

 

The People´s Deputies repeatedly scrutinized the Law "On Amendments to the Law "On Joint Stock Companies" (re Enhancement of Activity of the Joint-Stock Companies) adjusted for the motions of the President of Ukraine. Representative of the President of Ukraine in the Verkhovna Rada Yurii Miroshnychenko informed on the President´s motions to this Law.

 

The People´s Deputies scrutinized the motions and adopted the Law in entirety.

 

The parliamentarians also upheld the proposlas of the President of Ukraine to the Law "On Amendments to the Law "On Public Purchases" and "On the Organization of the Final Part of the European Football Championship 2012 in Ukraine" Championship 2012 in Ukraine,"adopting them in entirety.

 

The Verkhovna Rada passed the Resolution "On Celebration of the 65th Anniversary of Accession of Zakarpattia Region to Ukraine."

 

The People´s Deputies scrutinized several draft resolutions on appointing and dismissal of judges and passed relevant decisions.

 

The parliamentarians repeatedly scrutinized and rejected the bills: on state regulation of the lottery activity in Ukraine; on amendments to clause 3 of the Law "On Transplanation of Organs and other Human Anatomic Material"; on self-regulated organizations.

 

The bill on amendments to certain legislative acts of Ukraine regarding infringements upon legislation on personal data protection was presented by Valeria Lutkivska, representative of Ukraine in the European Court.

 

Viktor Shemchuk, Chairman of the Subcommittee of the Committee on Legislative Support of Law Enforcement, reported on the decision to recommend the Verkhovna Rada to adopt the bill as a basis.

 

The bill was adopted as a basis by 257 votes.

 

The bill "On Amendments to certain Legislative Acts of Ukraine concerning Preliminary Documentary Control in the Admission Points at the Customs Border" was presented by Viktor Pinchuk, Chairman of the Subcommittee of the Committee on Taxation and Customs Policy.

 

The bill was adopted in entirety by 256 votes.

 

The bill on amendments to clause 30 of the Law "On Local Self-Government in Ukraine" regarding register and technical inventory was presented by Serkii Hordienko, People´s Deputy of Ukraine.

 

Mykola Traiduk, Chairman of the Subcommittee of the Committee on State Building and Local Self-Government, reported on the Committee´s decision to adopt the bill as a basis.

 

In the result of the voting, the bill was forwarded for adjustment.

 

The bill "On Registration and Technical Inventory of the Objects of Immovable Property, the Title to which is subject to State Registration" was presented by Oleksandr Chernomorov, People´s Deputy of Ukraine.

 

The Verkhovna Rada adopted the bill by 320 votes.

 

The bill on Amendments to the Law of Ukraine "On Fauna" (re Strengthening of Poaching Prevention) was presented by Mykola Tomenko, People´s Deputy of Ukraine.

 

Member of the Committee on Environmental Policy, Use of Natural Resources and Elimination of Consequences of Chornobyl Disaster Voilodymyr Danylenko reported on the Committees´ decision to recommend the Parliament to adopt the bill in the first reading.

 

The People´s Deputies upheld the decision of the subject Committee, adopting the bill as a basis by 339 votes.

 

The Chairman adjourned the morning sitting.

 

The next plenary meeting of the eighth session will be held on Friday, 4 February.
