ON FRIDAY, FEBRUARY 4, THE FIRST PLENARY WEEK OF THE EIGHTH SESSION OF THE VERKHOVNA RADA OF UKRAINE CAME TO ITS END.
Volodymyr Lytvyn, Chairman of the Verkhovna Rada of Ukraine, opening the morning sitting stated that representatives if deputies factions "YuTB-Batkivshchyna" and the Communist Party of Ukraine introduced the proposition to hear in the course of "Government Question Hour" information of the Cabinet of Ministers regarding the reformation of the public utility sector.
The First Deputy Minister of Regional Development, Construction and Public Utilities Sector Yurii Hivrych reported the information of the Government and answered the Deputies´ questions.
First questions of "YuTB-Batkivshchyna" was concerning reformation of the public utility sector in the current year and what funds were allocated on these needs.
Yu. Hivruch stated that the national program of reformation and development of the public utilities sector envisages UAH 5,6 billion for the current year. Pursuant to the budget request, UAH 500 million were allocated from the State Budget in the current year. Out of them UAH 100 million for the pilot projects, UAH 400 million pursuant to "Drinking Water" program. Furthermore, Ministry has received one more billion on security of the Government.
The Communist Party of Ukraine asked questions concerning subsidies and necessary funds to grant them to citizens, whether there enough funds for these needs.
Yu. Khivrych reported that the State Budget envisages UAH 9 billion for the subsidies. "We expect and pursuant to our calculations these funds will be sufficient for the disadvantaged population", he explained.
Deputy Minister announced that the National Commission on regulation of the Public Utilities Services passed the decision on December 14, 2010 to increase on 15% prices for the heat supply enterprises and on January 20, 2011 increase on 10% prices on water and on 8% prices on water disposal for the enterprises of the water-and-sewage sector.

The People´s Deputies passed the Resolution "On the State Celebration of the 1800th Anniversary of Foundation of the City of Sudak."
The bill "On Support of the Decree of the President of Ukraine to direct Peacekeeping Forces of Ukraine to support to the UN Mission in Cote d'Ivoire" was reported by Mykhailo Ezhel, Minister of Defense of Ukraine.
Anatolii Hrytsenko, Chairman of the Committee on National Security and Defense announced the decision of the Committee top recommend the Parliament to reject the bill.
In the course of the discussion, the majority of speakers was against the adoption of the bill and upheld the decision of the Specialized Committee.
Though, the Party of Regions representatives upheld the bill.
The Verkhovna Rada adopted the bill as a basis and in entirety by 254 votes.
The People´s Deputies passed several Resolutions on Early Termination of Authorities of the People's Deputies of Ukraine due to their resignation: V.F.Demishkan; M.V.Dzhyha; H.O. Illiashov; M.V.Zlochevskyi; L.I.Fesenko; D.A.Salamatin; O.V.Boiarchuk; I.H.Kalietnik; O.M.Babaiev.
Yurii Miroshnychenko, representative of the President of Ukraine in the Verkhovna Rada informed that the President pursuant to his order appointed V. Kaskiv to the office of the Chairman of the State Investment and National project Agency of Ukraine, though, he is not a member of the executive power since the mentioned above agency has nit been formed yet.
V. Lytvyn, Chairman of the Verkhovna Rada announced that today he had received an address of the Committee on Rules of Parliamentary Procedure, Ethics and Support to Work of The Verkhovna Rada of Ukraine with the request to appeal the court concerning an early termination of the authorities of V. Kaskiv.
V. Lytvyn announced that he charged Central Judicial Department with the drafting of the documents for the court, so they would be send to the court soon.
People´s Deputies failed to uphold scrutiny of an issue on early termination of the authorities of the People´s Deputy of Ukraine V. Kaskiv.
The bill "On Amendments to Clause 75 of the Law of Ukraine "On Banks and Banking" (re Period of Authorities of a Provisional Administration) was reported by Volodymyr Krotiuk, Deputy Chairman of the National Bank of Ukraine.
Oleksandr Peklushenko, Chairman of the Committee on Finance and Banking Activity reported the Committee´s decision to recommend the Verkhovna Rada to adopt the bill in entirety.
The Verkhovna Rada adopted the bill in the first reading and entirety by 239 votes.
The bill "On Amnesty" was reported by Yurii Miroshnychenko, People´s Deputy of Ukraine.
Volodymyr Moisyk, Chairman of the Subcommittee of the Committee on legislative Support of Law Enforcement reported the Committee´s decision to recommend the Verkhovna Rada to reject the bill.
The Parliament adopted the bill as a basis by 311 votes.
At the end of the morning meeting the People´s Deputies read their declarations, announcements and inquiries.
Adam Martyniuk, First Deputy Chairman of the Verkhovna Rada of Ukraine adjourned the plenary meeting.
7-11 February, People´s Deputies will be working in committees, commissions and factions.
Next plenary meeting of the eighth session will be held ion Tuesday, February 15.
