ON TUESDAY, NOVEMBER 30, THE PLENARY MEETING OF THE SEVENTH SESSION OF THE VERKHOVNA RADA OF UKRAINE OF THE SIXTH CONVOCATION WAS HELD.

 

Volodymyr Lytvyn, Chairman of the Verkhovna Rada of Ukraine, briefed on the results of work of the Verkhovna Rada of Ukraine during the plenary meetings on November 16-19.

 

The People´s Deputies of Ukraine put several bills on the agenda.

 

The parliamentarians put the draft resolution on celebration of memorable dates and anniversaries in 2011 on the agenda.

 

M. Katerynchuk, People´s Deputy of Ukraine, suggested putting the bill on denunciation of the Agreement between the Government of the USSR and the Government of the Republic of Cyprus on Prevention of Double Taxation of Income and Property on the agenda. The bill, Reg. No.7091, was presented by the author, People´s Deputy of Ukraine, Yu. Karmazin.

 

 

Taras Chornovil, First Deputy Chairman of the Committee on Foreign Affairs, announced that the Committee had scrutinized the bill and concluded that it contradicted the Constitution of Ukraine and other legislative norms.

 

The bill on Amendments to the Law "On Grapes and Wine" (re Competence of the Central Executive Authority Body in charge of Agriculture) was presented by Serhii Bykov, Deputy Minister of Agrarian Policy.

 

Hryhorii Kaletnik, Chairman of the Committee on Agrarian Policy and Land Relations upheld the bill.

 

In the result of the voting the bill was adopted as a basis by 296 votes.

 

The Verkhovna Rada of Ukraine adopted the Bill on Amendments to Clause 3 of the Law "On State Regulation of Sugar Manufacture and Sale" (re Licensing of Sugar Wholesale).

 

The bill on Amendments to Clause 210 of the Code of Ukraine on Administrative Infringements (re Strengthening of Responsibility for the Violation of a Military Duty) was presented by the Deputy Minsiter of Defense Borys Andresiuk.

 

The Chairman of the Sub-committee of the Committee on Legislative Support of Law Enforcement Volodymyr Moisyk announced the decision of the Committee to recommend the Parliament to adopt of the bill as a basis and in its entirety.

 

The Verkhovna Rada adopted the following bills in the first reading: on Amendments to the Law "On Social Adaptation of Persons who served a Sentence in the Form of a Supervised Release or Imprisonment for a Certain Term"(new version); on Amendments to Clause 9 of the Law "On Professional Artists and Artistic Unions" regarding the Priority Right of the Artistic Unions to conclude the Agreement on the Lease of Premises in State or Municipal Ownership; on Amendments to the Law "On Licensing System in the Economic Sector" (re Re-Registration, Cancellation of Licenses, and Issue of the Duplicates); on Amendments to the Law "On Tourism" regarding Notification of the Tourist Services Consumers; on Amendments to Clause 121 of the Code of Laws on Labour of Ukraine (re Guarantees and Compensations during the Business Trips).

 

The Verkhovna Rada adopted the Draft Air Code of Ukraine as a basis.

 

The People´s Deputies greeted members of the Sejm of the Republic of Poland headed by Bogdan Borusewicz, the Marshal of the Sejm of the Republic of Poland present in the session hall during the sitting.

 

The Parliamentarians scrutinized and forwarded the bill on amendments to the Law "On Financial Credit Instruments and Stock Market" (regarding financial monitoring over the professional participants of the stock market) for adjustment.

 

The decision of the Committee regarding the Bill on Amendments to the Law "On Hunting Sector and Hunting" (re Protection of certain Animal Specie included into Convention on the Conservation of European Wildlife and Natural Habitats of 1979) was presented by the Secretary of the Committee on Environmental Policy, Use of Natural Resources and Elimination of Consequences of Chornobyl Disaster Serhii Hlazunov. He stated that the Committee suggested adopting the bill.

 

The bill was adopted as a basis.

 

In the result of the discussion, the following bills were forwarded for adjustment: on amendments to certain Laws of Ukraine (regarding strengthening of responsibility for the illegal mineral resources output), and on credit aid for the higher education.

 

The People´s Deputies upheld the proposal of the Chairman to prolong the morning sitting till all the agenda issues are scrutinized.

 

The Verkhovna Rada of Ukraine rejected the bills: on amendments to the Code of Criminal Procedures of Ukraine regarding investigative jurisdiction of certain criminal cases; on common responsibility for defective production.

 

The Bill on Amendments to several Legislative Acts of Ukraine (re Access to the Public Information) was presented by Volodymyr Landik, People´s Deputy of Ukraine.

 

Chairman of the Committee on Freedom of Speech Andrii Shevchenko declared that the Committee would recommend the Verkhovna Rada to adopt the bill on access to the public information, and a new version of the Law "On Information."

 

In the result of the voting the bill on amendments to certain legislative acts of Ukraine (regarding the access to the public information) under Reg. No.7321 was adopted as a basis by 344 votes.

 

The People´s Deputies scrutinized the bill on amendments to certain legislative acts of Ukraine (regarding the right of the journalists to collect information, keeping its source in secret).

 

The bill on amendments to the clause 14 of the Law "On Information" (regarding the protection of information) was adopted as a basis.

 

The People´s Deputies discussed the Bill "On Amendments to several Legislative Acts of Ukraine" (re Ban on Advertising, Sponsorship and Promotion of Sale of Tobacco Goods). Author of the bill, Yurii Miroshnychenko, presented the suggested amendments.

 

In the result of the voting the bill was adopted as a basis by 303 votes.

 

The Verkhovna Rada of Ukraine adopted the bill on amendments to certain legislative acts of Ukraine regarding the State Social Aid to the Low-Income Families and Persons with Disabilities in the first reading.

 

The Parliamentarians discussed the bill on amendments to certain legislative acts of Ukraine (regarding the use of labour of foreigners and stateless individuals) and rejected it.

 

The Chairman adjourned the plenary meeting.

 

The next plenary meeting of the seventh session will be held on Wednesday, December 1.
