ON FRIDAY, NOVEMBER 19, THE PLENARY WEEK OF THE SEVENTH SESSION OF THE VERKHOVNA RADA OF UKRAINE OF THE SIXTH CONVOCATION WAS CONCLUDED.

 

Volodymyr Lytvyn, Chairman of the Verkhovna Rada of Ukraine, informed on the results of work of the Verkhovna Rada of Ukraine at the plenary meetings on November 18.

 

Representatives of the Deputy Factions demanded that the Cabinet of Ministers reported on the budgetary process and fundamental approaches to the formation of the State Budget for 2010 during the Government Question Hour.

 

The Chairman announced that Fedir Yaroshenko, Minister of Finance, was present at the plenary meeting.

 

Before answering the questions, Fedir Yaroshenko, Minister of Finance, briefed on the situation with the state financial system. He declared that for nine months of the public administration of the acting authorities, all the state power branches have completed fundamental work." "The public administration system was unbalanced and destroyed. However, we managed to coordinate work and achieve significant results", the Minister of Finance emphasised.

 

The Minister of Finance gave exhaustive answers to the questions of the People´s Deputies.

 

The Chairman read out the Deputies´ inquiries.

 

Adam Martyniuk, Chairman of the Interim Panel, presented the Resolution "On Preliminary Adoption of the Bill on Amendments to the Constitution of Ukraine regarding the Conduction of Regular Elections to the Verkhovna Rada of the Autonomous Republic of the Crimea, Local Councils and Village, Township and City Mayors", registered under Reg. No.7265, and the judgment of the Constitutional Court of Ukraine.

 

The Constitutional Court resolved that the bill met the requirements of clauses 157 and 158 of the Constitution of Ukraine,shall be implemented and shall not be subject to any appeal.

 

The speakers expressed different points of view regarding the bill.

 

The Verkhovna Rada of Ukraine passed the Resolution "On Preliminary Adoption of the Bill on Amendments to the Constitution of Ukraine regarding the Conduction of Regular Elections to the Verkhovna Rada of the Autonomous Republic of the Crimea, Local Councils and Village, Township and City Mayors" by 320 votes.

 

Roman Zvarych, Chairman of the Interim Inquiry Panel, presented the report of the Interim Inquiry Panel of The Verkhovna Rada of Ukraine set up to investigate the Resolution of the Arbitration Institution of the Stockholm Chamber of Commerce, the Facts of Corruptive Activity of RosUkrEnerho CJSC, Involvement of the Public Authority Officials in it, and Arrest of A.V.Makarenko, ex-Head of the State Customs Service of Ukraine.

 

The Chairman of the Panel announced that the Panel had no proofs that access to the case and its materials was restricted.

 

R. Zvarych announced that the Panel failed to complete its investigation, and recommended the Verkhovna Rada of Ukraine to terminate its activity.

 

The Verkhovna Rada of Ukraine passed the Resolution "On Report of Interim Inquiry Panel of The Verkhovna Rada of Ukraine set up to investigate the Resolution of the Arbitration Institution of the Stockholm Chamber of Commerce, the Facts of Corruptive Activity of RosUkrEnerho CJSC, Involvement of the Public Authority Officials in it, and Arrest of A.V.Makarenko, ex-Head of the State Customs Service of Ukraine."

 

The Chairman of the Verkhovna Rada of Ukraine reminded that the Committee on Taxation and Customs Policy jointly with the Ministry of Finance shall correct the legal deficiency due to adoption of the Tax Code. 

Vitalii Khomutynnik, Chairman of the Committee on Taxation and Customs Policy, presented the motions drafted by the Committee.

 

The Verkhovna Rada of Ukraine adopted the motions to the Tax Code by 258 votes.

 

Adam Martyniuk, First Deputy Chairman of the Verkhovna Rada of Ukraine, informed that the title "Lytvyn Bloc" had been change into the People´s Party in accordance with the resolution of the faction.

On 22-26 November, People´s Deputies will work with the voters.

 

The next plenary meeting of the seventh session will be held on Tuesday, 30 November.
