On Wednesday, December 22, the Verkhovna Rada of Ukraine continued its plenary work.

 

Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine, opened the sitting and informed on the results of work of the Verkhovna Rada of Ukraine at the plenary meetings on December 21.

 

The Chairman reminded on the decision to listen to the report of the Prosecutor General of Ukraine concerning the evaluation of the latest conflict events in the Verkhovna Rada of Ukraine. He gave floor to the Deputy Prosecutor General of Ukraine Yevhen Blazhivskyi.

 

Yevhen Blazhivskyi announced that the appeals of the Deputies of Ukraine concerning the events in the session hall of the Verkhovna Rada of Ukraine on December 16 were directed to the Prosecutor-General's Office on December 20. The same day they were directed to the prosecutor´s office in Kyiv to adopt the decision under clause 97 of the Code of Criminal Proceedings of Ukraine.

 

"According to the report, at 9.30 a.m. on December 16, a group of separate People´s Deputies started blocking, discharging occupational functions of the People´s Deputies of Ukraine with the abuse of their authorities. At nearly 19.00, the People´s Deputies applied physical abuse against each other that resulted in the bodily injury of some Deputies. The work of the Parliament on December 16 did not start. The pre-trial proceedings are ongoing. The inquiry group has been formed. The Prosecutor General of Ukraine controls the investigation", Ye.Blazhivskyi announced.

 

The Deputy Prosecutor General of Ukraine stated that all the events in the session hall would become a subject of criminal case and the court judgment.

 

Representatives of the opposition left the session hall, as they were convinced in the illegitimate proceedings of the Prosecutor General of Ukraine.

 

Then the People´s Deputies scrutinized the issues on ratification.

 

The bill on Ratification the Agreement between the Cabinet of Ministers of Ukraine and the Government of the Republic of Macedonia on Mutual Protection of Classified Information was presented by Volodymyr Porodko, Deputy Chairman of the Security Service of Ukraine.

 

The Verkhovna Rada of Ukraine ratified the Agreement between the Cabinet of Ministers of Ukraine and the Government of the Republic of Macedonia on Mutual Protection of Classified Information by 246 votes.

 

The People´s Deputies scrutinized several bills in the first reading. In the result of the voting the following bills were referred for adjustment: on amendments to the Law "On Protection of Rights on Trade Marks" (regarding the harmonization with the Civil Code of Ukraine and the EU legislation) and on amendments to certain legislative acts of Ukraine (regarding indemnity in the result of relief from criminal responsibility or punishment).

 

The following bills failed to be supported by the majority and were rejected: on amendments to clauses 152 and 153 of the Code of Ukraine on Administrative Infringements (regarding increase of the penalty rate for infraction or violation of rules of urban amenities); on amendments to the Criminal Code of Ukraine and Code on Administrative Infringements of Ukraine (re harmonization of separate norms with the Constitution of Ukraine).

The Verkhovna Rada scrutinized in the first reading and rejected the following bills: on amendments to certain Laws of Ukraine (regarding cancellation of university entry privileges); on amendments to the Law "On Social Protection of Children of War" (regarding the protection of this category of citizens and their pension insurance defined by the domestic law); on amendments to the Law "On Social Protection of Children of War" (regarding payment of supplementary pension).

 

The resolution of the subject committee concerning the bill "On Amendments to certain Laws of Ukraine" (re Foreclosure on the Mortgaged Property on the Grounds of the Enforcement Inscription by a Notary) was presented by Yurii Miroshnychenko, Chairman of the Sub-Committee on Legal Policy.

 

In the result of the voting, the bill was adopted as a basis.

 

The People´s Deputies referred the bill on amendments to the Law "On Advertising" regarding advertising of the alcoholic beverages and beer for adjustment.

 

The Verkhovna Rada rejected the following bills: on amendments to the Law "On Arbitration Courts" (regarding rendering the right on formation of arbitration courts to the non-governmental organization) and on amendments to the Law "On State Social Aid to the Families with Children" (regarding the liability implementations for absence of care for the born or adopted child).

 

Having scrutinized several bills in the second reading, the parliamentarians adopted the bills on amendments to the Code of Ukraine on Mineral Resources regarding water production; on amendments to certain legislative acts of Ukraine concerning statuary capital; on amendments to the Law "On Joint-Stock Companies" (regarding improvement of their activity mechanism); on amendments to certain legislative acts of Ukraine concerning observance of legislation on the ban on gambling in Ukraine.

 

The following bills were rejected: on amendments to clause 20 of the Law "On Citizen´s Unions" (regarding the right of union to appeal to court in the interests of its members); on amendments to the Law "On Citizen´s Unions" (re names); on amendments to the Code of Criminal Proceedings of Ukraine (regarding improvement of victim´s status).

 

In the end of the plenary meeting, the People´s Deputies should have scrutinized the bills on amendments to certain legislative acts of Ukraine (concerning access to the public information), however, Adam Martyniuk insisted that the bills contradicted clause 116 of the Standing Orders of the Verkhovna Rada of Ukraine.

 

The People´s Deputies called for scrutinizing the issue.

 

The Chairman put to vote the proposal to scrutinize these issues despite the fact that they contradicted clause 166 of the Standing Orders.

 

The People´s Deputies rejected the proposal.

 

The Chairman adjourned the plenary meeting.

 

Since 15.00, the parliamentary hearings "Legislative Support and Actual State of Child´s Rights Observance in Ukraine" had been held.

 

The next plenary meeting of the seventh session will be held on Thursday, December 23.
