THE VERKHOVNA RADA OF UKRAINE CONTINUED ITS PLENARY WORK ON WEDNESDAY, 15 DECEMBER
Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine, opened the plenary meeting, and reported on the results of work of The Verkhovna Rada at the plenary meetings on 14 December.
The Chairman announced that People´s Deputy V.Shamanov was excluded from BYuT-Batkivshchyna Faction due to the resolution of the Faction.
Volodymyr Makukha, Deputy Minister of Fuel and Energy, presented the bill "On Ratification of the Protocol on Accession of Ukraine to the Treaty establishing the Energy Community." The Verkhovna Rada ratified the Protocol on Accession of Ukraine to the Treaty establishing the Energy Community.
People´s Deputy Ksenia Liapina presented the bill on amendments to several legislative acts of Ukraine (re inspections). The bill was rejected.
The Verkhovna Rada also rejected the following bills: on amendments to several Laws of Ukraine (re transparent adoption of resolutions and financial accountability of the public authorities and the local self-government bodies); on amendments to clause 14 of the Law "On Public Service" (re strengthening of responsibility of the officials); on amendments to clause 410 of the Criminal Code of Ukraine regarding responsibility of the military servants for the acquisitive encroachment upon the military property.
People´s Deputy Yurii Karmazin presented the bill on Amendments to the Criminal Code of Ukraine (re Strengthening of Responsibility for the Burning of Vegetation or Its Remains). The bill amends and supplements applicable clause 245 of the Criminal Code of Ukraine "Destruction or Damage of Vegetation", decriminalizing responsibility for the destruction or damage of stubble, barren wild weeds, vegetation or its remains on the agricultural land plots, the square of which does not exceed 1 ha. The bill establishes administrative responsibility for the mentioned actions.
The People´s Deputies adopted the bill.
The Verkhovna Rada also adopted the following bills as a basis: on Amendments to Clauses 283 and 308 of the Code of Ukraine on Administrative Infringements regarding Double Penalty Payment; on Amendments to the Criminal Code of Ukraine (re Strengthening of Criminal Responsibility for Fraud with Financial Resources); on Amendments to the Law "On Advertising" (re Specification of the Term "Specialized Publications" and Correction of Legal Deficiencies of the Law).
The Law "On Amendments to several Legislative Acts of Ukraine" (re Competence of the Law Enforcement Bodies in the Protection of Submarine Cultural and Archeological Heritage) was adopted by 326 votes.
The People´s Deputies forwarded the bill on amendments to the Civil Code of Ukraine (re validity period of the power of attorney for legal acts concerning the land plots) for adjustment.
The following bills were rejected: on amendments to the Law "On the Freedom of Movement and Free Choice of the Place of Residence in Ukraine" (re registration of the place of residence); on amendments to several legislative acts of Ukraine (re enhancement of the legislation on communication).
The People´s Deputies scrutinized several bills to be put on the agenda of the seventh session. The bill on amendments to clause 17-1 of the Law "On Electric Power Engineering" was put on the agenda.
The People´s Deputies scrutinized the draft resolutions on setting up interim inquiry panels to investigate the facts of blocking the participation of the political opposition in the elections by the public authorities; and to investigate violation of the rights of entrepreneurs and persecution of the economic entities by the executive authorities.
Both draft resolutions were rejected.
In the end of the morning plenary meeting, the People´s Deputies considered supplementing the agenda of the seventh session with the draft resolution on taking into account the social needs of the victims of Chornobyl disaster in the Law of Ukraine "On the State Budget of Ukraine for 2011." The People´s Deputies failed to put this bill on the agenda.
The Chairman adjourned the plenary meeting.
The next plenary meeting of the seventh session will be held on Thursday, 16 December.
