ON THURSDAY, 4 NOVEMBER, PLENARY MEETINGS OF THE SEVENTH SESSION OF THE VERKHOVNA RADA OF UKRAINE OF THE SIXTH CONVOCATION WERE HELD.

 

At the beginning of the morning plenary meeting, Volodymyr Lytvyn, Chairman of the Verkhovna Rada of Ukraine, announced that Viktor Yanukovych, President of Ukraine, took part in the plenary meeting.

 

V. Lytvyn also announced that the President of Ukraine nominated V. Pshonka to the office of the Prosecutor General of Ukraine. He gave floor to the President of Ukraine.

 

The First Deputy Chairman of the Committee on Legislative Support of Law Enforcement Volodymyr Oliynyk announced that the Committee scrutinized the Resolution "On Consent of the President of Ukraine to the Appointment of V.P.Pshonka to the Office of the Prosecutor General of Ukraine." V. Oliynyk informed that the Committee recommended the Verkhovna Rada to adopt the Resolution "On Consent of the President of Ukraine to the Appointment of V.P.Pshonka to the Office of the Prosecutor General of Ukraine." 

Viktor Pshonka delivered a speech. He declared his mission in the completion of the fundamental task set by the President of Ukraine at the meeting on 12 March to shape the image of Ukraine  as a modern European country with the rule of law and justice as the state that eradicated corruption, protects human rights, and arranges necessary conditions for the economic development.

 

V. Pshonka assured the People´s Deputies that in case of his appointment to the office of the Prosecutor General of Ukraine, he would exert every effort to support legitimacy in the state, the rule of law and equality before the law.

 

The Verkhovna Rada of Ukraine passed the Resolution "On Consent of the President of Ukraine to the Appointment of V.P.Pshonka to the Office of the Prosecutor General of Ukraine" by 292 votes.

 

Adam Martyniuk, First Deputy Chairman of the Verkhovna Rada of Ukraine, briefed on the results of work of the Verkhovna Rada of Ukraine at the plenary meetings on 2 November.

 

The Verkhovna Rada ratified the Agreement between Ukraine and the European Investment Bank on Cooperation and Activity of The EIB Representation Office in Ukraine by 293 votes.

 

The parliamentarians scrutinized the amendments to several bills in the second reading. In the result of the voting, the following bills were adopted: "On Amendments to Clause 4 of the Law of Ukraine "On the Use of Defense Lands" (re Construction of Housing for the Military Personnel and their Family Members); "On Amendments to Clause 43 of the Law "On Restoration of Debtor's Solvency or Filing for Bankruptcy" (re Enterprises using Nuclear Energy); "On Restoration of the State Ownership of Integral Property Complex of "Kherson Machine-Building Plant" Limited Liability Company"; "On Amendments to the Law of Ukraine "On Enforcement Proceedings" and several other Legislative Acts of Ukraine to enhance the Compulsory Execution of the Resolutions of Courts and other Bodies (Officials)."

 

The People´s Deputies scrutinized several draft resolution on appointment of judges.

 

The Verkhovna Rada of Ukraine rejected the bill on Amendments to the Law "On Elections of the People's Deputies of Ukraine" (re filling the Vacancies of the People's Deputies of Ukraine, whose Authorities were early terminated).

 

The BYuT and Our Ukraine-People´s Self-Defense Factions insisted on giving them floor. The BYuT faction representative Natalia Korolevska informed on the public protest near the Verkhovna Rada against the scrutiny of the draft Tax Code.

 

N. Korolevska stated that she had tried to register the draft resolution on withdrawal of the Draft Tax Code. However, registration was denied.

 

V. Lytvyn, Chairman of the Verkhovna Rada of Ukraine, declared that if the Verkhovna Rada of Ukraine scrutinized the draft Tax Code in the second reading and failed to pass the decision, then the issue on its withdrawal would be discussed.

 

The Verkhovna Rada of Ukraine passed the resolutions "On Withdrawal of several Bills" and "On Withdrawal of several Laws of Ukraine on the Fuel and Energy Sector."

 

The People´s Deputies repeatedly scrutinized the Law "On Amendments to the Bill on Amendments to Clause 18 of the Law "On Municipal Electric Transport" (re Implementation of Standard-Term Contract on Organisation and Rendering of Transport Services)" with the motions of the President of Ukraine, and rejected it.

 

The Verkhovna Rada of Ukraine adopted the bill on amendments to clause 11 of the Law "On Municipal Electric Transport" (re Implementation of Standard-Term Contract on Organisation and Rendering of Transport Services) by 237 votes.

 

The bill "On the National Environmental Policy Strategy of Ukraine till 2020" was presented by the First Deputy Minister of Environmental Protection Mykola Romanov.

 

The Verkhovna Rada adopted it as a basis.

 

The Chairman adjourned the morning sitting.

 

At the beginning of the afternoon sitting, the People´s Deputies scrutinized the bill on support of the Decree of the President of Ukraine to direct Peacekeeping Forces of Ukraine to support to the UN Mission in Cote d'Ivoire under Reg. No.7289.

 

The bill was adopted as a basis by 240 votes.

 

The People´s Deputies scrutinized and adopted the bill on amendments to the Law "On Action for Sustainable Operation of the Fuel and Energy Sector" (re Terms of Debt Restructuring).

 

The bill on amendments to several Laws of Ukraine regarding enhancement of publishing to the governmental order was presented by the Chairman of the State Committee on Television and Radio Broadcasting Yurii Plaksiuk.

 

The Verkhovna Rada adopted the bill as a basis by 349 votes.

 

The bill on amendments to clause 24 of the Law "On Research and Research and Technical Activity" (regarding submission and drawing up of documents for the pension assignment) was adopted as a basis.

 

The parliamentarians scrutinized two bills on amendments to the Law "On Fauna." In the result of the voting, one of the bills, submitted by M. Tomenko, Deputy Chairman of the Verkhovna Rada of Ukraine, was directed for adjustement.

 

The Verkhovna Rada rejected the bill on amendments to the Law "On Citizen´s Appeals" (regarding the terms and order of the appeals consideration).

 

The bill "On Amendments to certain Legislative Acts of Ukraine" (re proof release grounds) was presented by Volodymyr Pylypenko, People´s Deputy of Ukraine.

 

The bill was adopted by 247 votes as a basis.

 

The People´s Deputies scrutinized two bills on amendments to clause 6 of the Law of Ukraine "On Court of Arbitration" (re Jurisdiction of Cases in the Sphere of Consumer Rights) and adopted the one submitted by Yurii Miroshnychenko.

 

In the end of the afternoon sitting, the parliamentarians discussed the bill on amendments to certain Legislative Acts of Ukraine regarding the improvement of the land management in the territory of the Autonomous Republic of the Crimea, adopting it as a basis by 232 votes.

 

The Chairman adjourned the afternoon sitting.

 

The next plenary meeting of the seventh session will be held on Friday, November 5.
