ON TUESDAY, 2 NOVEMBER, PLENARY MEETINGS OF THE SEVENTH SESSION OF THE VERKHOVNA RADA OF UKRAINE OF THE SIXTH CONVOCATION WERE HELD

 

In the beginning of the morning sitting, V. Lytvyn, Chairman of the Verkhovna Rada of Ukraine, informed on the results of work of the Verkhovna Rada of Ukraine at the plenary meetings on 19-22 October.

 

The People´s Deputies greeted the Deputies of the Parliaments of the Kingdom of Spain that were present during the sitting in a guest box.

 

The People´s Deputies repeatedly scrutinized the bill on amendments and supplements to clause 212 of the Family Code of Ukraine (re Adoption). It was presented by Evhen Suslov, member of the Committee on Family Matters, Youth Policy, Sport and Tourism.

 

The bill was adopted as a basis by 340 votes.

 

Having scrutinized the bill on amendments to certain Laws of Ukraine (re implementation of new standards and radio technologies), the People´s Deputies rejected it.

 

The bill on amendments to several Laws of Ukraine regarding scientific parks was presented by Valentyn Chebotariov, Deputy Chairman of the State Committee on Science, Innovation and Information Support.

 

The bill was adopted in the first reading.

 

The bill on amendments to clause 1 of the Law "On Safety and Quality of the Food Products" (re definition of the term ‘standard)´ was presented by Serhii Ryzhenko, Deputy Minister of Health Protection

 

The bill failed to receive the necessary number of votes and was rejected.

 

The Verkhovna Rada rejected the bill on amendments to the Law "On Customs Tariff of Ukraine" (re the change of duty on separate types of provisions).

 

The bill "On Implementation of Resolutions and Practice of the European Court of Human Rights" was presented by Valeria Lutkovska, Deputy Minister of Justice.

 

The bill was adopted by 302 votes as a basis.

 

The People´s Deputies scrutinized and adopted the bill on amendments to the Law "On Vine and Grape Wine" (re protection of the quality of national vine produce, and strengthening of counteraction to its adulteration).

 

The Verkhovna Rada of Ukraine adopted the Law "On Amendments to Clause 61 of the Law "On the State Budget of Ukraine for 2010" (re relief of arrears in repayable financial assistance rendered by the fund for the social protection of the disabled to Luhansk training and production association of the Ukrainian association of the blind to create workplaces for the sight-impaired persons).

 

The Parliamentarians discussed two bills on the improvement of the effective legislation in the sphere of activity of the state officials on conflict of interests in activity of public officials, and on rules of the professional ethics in public service and prevention of conflicts of interests. They were presented by Oleh Liashko and Serhii Vlasenko, People´s Deputies of Ukraine.

 

The speakers stated that both bills "prevented corruption in Ukraine." However, they expressed doubts that the bills would be supported.

 

Two bills were directed for further drafting.

 

The People´s Deputies directed the bill on state supervision in public service for adjustment.

 

The bill on amendments to the Law "On State Social Aid to the Individuals without the Right on Pension Insurance and People with Disabilities" (re the state social aid for the nursing of the disabled war veterans) was forwarded for adjustment.

 

The Verkhovna Rada of Ukraine rejected two bills on forest resources, and on amendments to the Law "On Status of Local Councils Deputies" (re the income declaration).

 

The Chairman adjourned the morning sitting.

 

During the afternoon sitting, the People´s´ Deputies continued scrutiny of the bills in the first reading. The bill on amendments to the Law "On Special Regime of Innovation Activity of Technical Parks" (re Resource technological park in Kharkiv) was presented by Valerii Kamchatnyi, People´s Deputy of Ukraine.

 

The bill was forwarded for adjustment.

 

At the request of the BYuT and Our Ukraine-People´s Self-Defense Factions, the Chairman gave floor to the representative of BYuT A. Shevchenko. He declared that the BYuT and Our Ukraine-People´s Self-Defense Factions insisted on the scrutiny of the bill on access to the public information.

 

The Chairman stated that the bill would be scrutinized in the session hall as soon as it was prepared for it.

 

The Verkhovna Rada adopted the following bills as a basis: "On Amendments to several Legislative Acts of Ukraine" (re Number of Members of a Limited Liability Company) and "On Amendments to the Law of Ukraine "On Foreign Economic Activity" (re Auction Sale of Quotas).

 

The following bills were rejected: on amendments to clause 218 of the Code of Ukraine on Administrative Infringements (re the authorities of the administrative commissions); on amendments to clause 64 of the Law "On Higher Education" (re the delay in payment for education); on amendments to the Law "On Refugees" (re the improvement of the procedure of refugee status issuing in Ukraine).

 

The bill on amendments to the Law "On Television and Radio Broadcasting" (re identifying information in commercials) was presented by Oleh Zarubinskyi, People´s Deputy of Ukraine.

 

The Verkhovna Rada adopted it as a basis by 323 votes.

 

The bill on amendments to clause 67 of the Code of Laws on Labour of Ukraine (re postponement of working days) was adopted in the first reading.

 

The Chairman adjourned the afternoon meeting.

 

The next plenary meeting of the seventh session will be held on Wednesday, November 3.
