PLENARY MEETINGS OF THE SEVENTH SESSION OF THE VERKHOVNA RADA OF UKRAINE OF THE SIXTH CONVOCATION WERE HELD ON THURSDAY, 21

 

In the beginning of the morning plenary meeting, Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine, informed about the meeting with the businesspeople working under a simplified tax system. They protested against the possible abolition of the simplified tax system.

 

V.Lytvyn commissioned V.Zaichuk, Secretary General of The Verkhovna Rada of Ukraine Secretariate, and V.Khomutynnik, Chairman of the Committee on Taxation and Customs Policy, to meet the businesspeople and listen to their proposals.

 

The BYuT and Our Ukraine-People´s Self-Defence Factions demanded to be given the floor. Serhii Sas, member of the BYuT Faction, accounted for the blocking of the Verkhovna Rada the previous day.  

 

The People´s Deputies put the bill on energy savings regulation on the agenda, and started to scrutinize the bills in the second reading.

 

The Verkhovna Rada adopted the bills "On the Development and Implementation of Investment Projects on the Principle of a ‘Single Point of Contact´" and "On Peculiarities of Lease and Concession of Centralized Water, Heating and Drainage Facilities in the Municipal Ownership."

 

The draft resolution on the National Military Memorial Cemetery was rejected.

 

The People´s Deputies put the bill on Amendments to the Law of Ukraine "On the State Budget of Ukraine for 2010" (re Redemption of Debt for Consumed Electrical Energy and Supplied Coal in the Enterprises of Coal-Mining and Energy Sectors) on the agenda.

 

The People´s Deputies scrutinized the amendments to the Law "On Site Planning" (re Buildings of Educational and Cultural Establishments, Physical Culture and Sports, Medical and Recreational Purpose), adopting the bill as a basis.

 

The Law on Amendments to Clause 11 of the Law "On Administration of Objects in State Ownership" and the Law on Amendments to Clause 32 of the Law "On Standards, Technical Regulations and Conformity Assessment Procedure" were adopted.

 

The following bills were rejected: on amendments to several legislative acts of Ukraine (re state registration of concession agreements), on amendments to clause 242 of the Civil Code of Ukraine (re legal representation).

 

People´s Deputy Valerii Pysarenko presented the bill on amendments to the Law "On Election of the People´s Deputies of Ukraine" (re filling the Offices of the People´s Deputies of Ukraine, whose Authorities were early terminated). The bill was adopted as a basis.

 

The People´s Deputies scrutinized three bills on amendments to the Law "On the Judicial System and the Status of Judges" (re Transfer of Cases on Welfare Payments).

 

The bill of People´s Deputy V.Matveiev was adopted in the first reading.

 

Head of the State Committee on Television and Radio Broadcasting Yurii Plaksiuk presented the bill on amendments to Clause 31 of the Law "On Television and Radio Broadcasting" (re fixing the Rate of License Tax).

 

The bill was adopted as a basis by 242 votes.

 

The People´s Deputies scrutinized several draft resolutions on appointment and dismissal of judges, passing relevant decisions.

 

The parliament members passed the Resolutions "On Rcommendations of the Parliamentary Hearings "Strategy of Innovational Development of Ukraine for 2010-2010 under the Conditions of Global Challenges", and "On the Celebration of the 140th Anniversary of Birth of Lesia Ukrainka (Larysa Petrivna Kosach-Kvitka), Prominent Ukrainian Poetess and Public Figure (25.02.2011)."

 

Chairman adjourned the morning sitting.

 

In the beginning of the afternoon sitting, the People´s Deputies scrutinized the bill on energy savings regulation. It was reported by Yu. Zviahilskii, People´s Deputy of Ukraine.

 

The bill was adopted as a basis.

 

The bill "On Amendments to the Law of Ukraine "On the State Budget of Ukraine for 2010" (re Redemption of Debt for Consumed Electrical Energy and Supplied Coal in the Enterprises of Coal-Mining and Energy Sectors) was presented by Viktor Turmanov, People´s Deputy of Ukraine.

 

The Verkhovna Rada of Ukraine adopted the bill in the first reading.

 

The Verkhovna Rada passed the Resolution "On Demarcation of Shostka Town and Shostka District of Sumy Region."

 

The following draft resolutions were rejected: on the parliamentary hearings "Naval Forces of Ukraine: the State, Problems and Development Perspectives" (February, 2011) and on the parliamentary hearings "Pension Reform as a Part of Economic Reformation."

 

The bill on amendments to the Economic-Procedural Code of Ukraine was presented by Yurii Karmazin, First Deputy Chairman of the Committee on Justice.

 

The bill was rejected.

 

The People´s Deputies scrutinized another bill on amendments to the Economic Procedural Code of Ukraine regarding appeal against the Resolution of the Arbitral Tribunal and receipt of the enforcement order, adopting it as a basis.

 

The bill on amendments to certain legislative acts of Ukraine regarding enhancement  improvement of the licensing procedures was referred for adjustment.

 

The Verkhovna Rada of Ukraine adopted the Bill on Amendments to the Law "On Preventive Treatment of the Acquired Immunodeficiency Syndrome (AIDS), and Social Security."

 

The Verkhovna Rada adopted the following bills: on amendments to Clause 33 of the Law "On Plant Quarantine" (re imposition and termination of a quarantine regime); on amendments to several Laws of Ukraine regarding performance of military service duties; on amendments to the Law "On the Legal Treatment of Property of the Armed Forces of Ukraine" (re enhancement of the procedure of military property utilization).

 

The bill on amendments to certain Laws of Ukraine regarding payments for natural gas and electrical energy was presented by Hryhorii Semchuk, First Deputy Minister of Public Utility Services.

 

The Verkhovna Rada adopted the bill as a basis by 243 votes.

 

In the end of the meeting, the parliament members scrutinized the governmental bill on amendments to the Law "On State Regulation of Securities Market in Ukraine" (re issue of and license copies and duplicate copies).

 

The Chairman adjourned the afternoon sitting.

 

The next plenary meeting of the seventh session shall be held on Friday, 22 October.
