ON TUESDAY, 19 OCTOBER, PLENARY MEETINGS OF THE SEVENTH SESSION OF THE VERKHOVNA RADA OF UKRAINE OF THE SIXTH CONVOCATION WERE HELD
In the beginning of the morning sitting, V. Lytvyn, Chairman of the Verkhovna Rada of Ukraine, informed on the results of work of the Verkhovna Rada of Ukraine at the plenary meetings on 5-8 October.
V. Lytvyn announced that People´s Deputies O. Liashko and S. Osyka were expelled from the BYuT Faction, according to the faction resolution of 18 October.
Representatives of Our Ukraine-People´s Self-Defence and Yulia Tymoshenko Bloc Factions informed on the detention of the assistant V. Syrotiuk by the law enforcement agencies on Saturday night in Ternopil city.
I. Stoiko appealed to the President of Ukraine, General Prosecutor´s Office of Ukraine, and Security Service of Ukraine with the deputies´ request regarding the information on detention of the People´s Deputy Assistant.
The draft Resolution on ensuring Unobstructed Activities by the media during the election campaign of 2010 was presented by Iryna Herashchenko, People´s Deputy of Ukraine. She declared that under the Resolution, the Cabinet of Ministers, the State Tax Administration, and the law enforcement bodies shall take action to suspend checks of media outlets by the executive authority bodies and public authorities for the period of elections of the deputies of the Verkhovna Rada of the Crimean Autonomous Republic, local councils, and village, township and city mayors on October 31, 2010.
The draft resolution was upheld by all the speakers. In the result of the voting, the Resolution was upheld by 364 votes.
The People´s Deputies scrutinized the amendments to several bills in the second reading and adopted the following Laws: "On Amendments to certain Legislative Acts of Ukraine" (re Restriction of State Regulation of Economic Activity); "On Amendments to certain Legislative Acts of Ukraine" (re Introduction of an Economic Entities Electronic State Registration System); "On Amendments to several Legislative Acts of Ukraine" (the Rights of Concession Holders); "On Forced Scrutiny of Regulatory Acts adopted by the Local Self-Government Bodies and Officials."
The Verkhovna Rada of Ukraine adopted the Resolution "On invalidation of the Verkhovna Rada of Ukraine Resolution of 16 May 2010 on adoption of the Bill on Amendments to the Code of Ukraine on Administrative Infringements (re strengthening of responsibility for violence concerning children)."
In the result of the voting, the People´s Deputies rejected the bill on amendments to the Law "On Higher Education" (re university clinics).
The parliament members scrutinized several bills in the first reading. The bill on amendments to several Legislative Acts of Ukraine (re enhancement of bankruptcy proceedings, and specificity of licensing the activity of insolvency officers) was presented by Anatolii Maksiuta, First Deputy Minister of Economics. He declared that the bill amended the Laws "On Restoration of Debtor´s Solvency or Recognition of Debtor´s Bankruptcy", "On Licensing of several Types of Economic Activity", and "On Insurance" to enhance the bankruptcy proceedings, and the Code of Ukraine on Administrative Infringements and the Criminal Code to strengthen the responsibility of insolvency officers (asset managers, financial rehabilitation officers, and liquidators).
Chairman of the Subcommittee of the Committee on Economic Policy Oleksandr Bodnar informed that the Committee recommended the Verkhovna Rada to adopt the bill as a basis with further scrutiny of all the remarks by the Scientific-Expert Office of the Verkhovna Rada of Ukraine Secretariate.
The Verkhovna Rada adopted the bill as a basis by 250 votes.
The Chairman informed about the sitting of the Interim Inquiry Panel of the Verkhovna Rada of Ukraine to prepare proposals on the amendments to the effective legislation in connection with the adoption of the Constitutional Court resolution on conformity of the Law of Ukraine "On Amendments to the Constitution of 8 December 2004" to Constitution of Ukraine.
V. Lytvyn informed that the Interim Inquiry Panel passed the resolution, appealing to the Verkhovna Rada of Ukraine with a request to reject the resolution of 8 October 2010 on the putting the bill on amendments to the Constitution of Ukraine regarding holding of Regular Elections of the People's Deputies of Ukraine, President of Ukraine, Deputies of the Verkhovna Rada of the Autonomous Republic of Crimea, Local Councils, City, Township and Village Mayors into the agenda of the seventh session.
The parliamentarians upheld the proposal of the Interim Inquiry Panel.
The bill on amendments to several Legislative Acts of Ukraine regarding lease relations was presented by the Head of the Subcommittee of the Committee on Economic Matters O. Bondar. The bill amends the Economic Code of Ukraine, the Law "On the Lease of Public and Municipal Property" and the Decree of the Cabinet of Ministers "On the List of Property Complexes of State-Owned Enterprises, Organizations and their Structural Units, Privatization or Lease of which is prohibited." The amendments harmonize these legislative acts and enhance legal regulation of lease relations; introduce competitive principles of lease of public and municipal property, and specify the procedure of property assessment.
The parliamentarians upheld the bill in the first reading by 246 votes.
The Verkhovna Rada adopted several bills as a basis: on Support of the Fiscal Measurement of Natural Gas; on Amendments to Clause 4 of the Decree of the Cabinet of Ministers "On State Due" (re Privileges by the Payment of State Due); on Amendments to the Civil Code of Ukraine (re Regulation of Legal Relations between the Guardianship and Wardship Authorities and the Individuals in Need of Guardianship and Custody); on Amendments to several Legislative Acts of Ukraine (re a Paid One-Time Leave due to Adoption of a Child).
The following bills were adopted as a basis: on Amendments to the Law of Ukraine "On Postal Service" and on Amendments to Clause 9 of the Law "On Organization and Legal Principles of fighting Organized Crime" (re Investigative Forces).
The bill on amendments to the Criminal Code regarding strengthening of responsibility for intentional misinterpretation was rejected.

In the beginning of the afternoon sitting, the parliamentarians scrutinized the bill "On Amendments to the Law of Ukraine "On State Budget of Ukraine for 2010" (re Financial Support of the State Agency for National Projects Management (Ukrnatsproekt). It was presented by Mykola Derkach, Chairman of the Committee on Budget. He explained that the bill amended the Law "On the State Budget of Ukraine for 2010" to define the State Agency for National Projects Management (Ukrnatsproekt) as a supreme authority to administer budget funds and allocate funds totaling UAH 24,7 million for the following budgetary programs:
"National Projects Management and Administration:" - UAH 4,7 million to support the activity of the Agency secretariat;
"Development of the Technical-Financial Justification of the National Projects" - UAH 20,0 million.
The bill was adopted as a basis and in its entirety by 246 votes.
Adam Martyniuk, Head of the Interim Inquiry Panel, announced that the Panel recommended the People´s Deputies to scrutinize the bill on forwarding the bill "On Amendments to the Constitution of Ukraine" (re Holding of Regular Elections of the People's Deputies of Ukraine, President of Ukraine, Deputies of the Verkhovna Rada of the Autonomous Republic of Crimea, Local Councils, City, Township and Village Mayors) to the Constitutional Court of Ukraine to receive a Conclusion as to Conformity of the Bill to the Requirements of Clauses 157 and 157 of the Constitution of Ukraine.
The majority representatives upheld the bill.
The Verkhovna Rada of Ukraine passed the Resolution to forward the Bill "On Amendments to the Constitution of Ukraine" (re Holding of Regular Elections of the People's Deputies of Ukraine, President of Ukraine, Deputies of the Verkhovna Rada of the Autonomous Republic of Crimea, Local Councils, City, Township and Village Mayors) to the Constitutional Court of Ukraine to receive a Conclusion as to Conformity of the Bill to the Requirements of Clauses 157 and 157 of the Constitution of Ukraine.
The parliamentarians scrutinized two bills on amendments to Clause 155 of the Criminal Procedural Code of Ukraine regarding Foundation for Placement in Detention, directed by the Cabinet of Ministers and People´s Deputy of Ukraine V. Shvets.
The People´s Deputies upheld the bill of the Cabinet of Ministers of Ukraine in the first reading, and resolved that the specialized committee shall adjust it for scrutiny in the second reading.
The Verkhovna Rada of Ukraine adopted the bill on Amendments to the Criminal-Procedural Code and the Criminal Code of Ukraine (re Diminished Sanity) as a basis.
In the result of the voting the People´s Deputies rejected the bill on amendments to the Criminal Code of Ukraine regarding strengthening of responsibility for the commitment of crimes in the sphere of drugs and psychotropic substances circulation.
The parliamentarians forwarded the bill on amendments to the Law "On Research and Research-Technical Activity" for further adjustment.
The Chairman adjourned the afternoon sitting.
The next plenary meeting of the seventh session shall be held on Wednesday, 20 October.
