ON WEDNESDAY, 22 SEPTEMBER, THE VERKHOVNA RADA OF UKRAINE OF THE SIXTH CONVOCATION CONTINUED WORKING IN THE PLENARY REGIME.
Volodymyr Lytvyn, Chairman of the Verkhovna Rada of Ukraine, having opened the meeting, informed on the results of the work of the Verkhovna Rada during the plenary meetings on 21 September.
The People´s Deputies delivered speeches, announcements and propositions.
The bill on amendments to the Code of Ukraine on amendments to the natural resources code of Ukraine regarding production of drinking ground water was reported by Natalia Korolevska, the People´s Deputy of Ukraine. She indicated that the bill specifies the terms of realization of the right of land owners and land users to produce fresh ground water for economic and household needs without special permits. Thus, this right will be granted, provided the productivity of ground water supply intake does not exceed 300 cu.m. a day and there is no referencing to the production depth.
Serhii Hlazunov, the Secretary of the Committee on Environmental Policy, Use of Natural Resources and Elimination of Consequences of Chornobyl Disaster announced that the Committee recommends that the Verkhovna Rada of Ukraine adopts the bill as a basis.
In the course of the discussion the People´s Deputies upheld the bill.
The Verkhovna Rada adopted the bill by 351 votes as a basis.
YTB and "Our Ukraine-People´s Self-Defence" factions insisted on the announcing of the break for the delivering of speech. S. Sas, People´s Deputy of Ukraine, reminded that the agenda on Wednesday, pursuant to the Standing Orders of the Verkhovna Rada of Ukraine is informed by the opposition. He reminded that today´s agenda contains two bills, introduced by the coalition factions on moratorium on grain export from Ukraine (Reg. No7060) and on amendment to the Law "On Grain and Grain Market in Ukraine" (regarding the satisfaction of the requirements in grain) Reg. No7061.
YTB faction insisted that the Chairman of the Verkhovna Rada does not include such bills into the agenda.
The chairman agreed to the fact that on Wednesday the oppositions has the right to form the agenda.
N. Korolevska, the People´s Deputy, reported one more bill, under her authorship on moratorium implementation on the increase of the retirement age for women.
The bill, elaborated by the members of the Committee on the Matters of Pensioners, Veterans and Persons with Disabilities was reported by the Chairman of the Committee Valerii Sushkevych.
In the course of the discussion the People´s Deputies from opposition factions upheld both bills.
Representatives of coalition factions expressed against their adoption and asked opposition not to spread ‘the political populism.´
The majority of the speakers expressed for the thorough discussion of the issue in the course of the parliamentary hearings.
Both bills failed to receive necessary quantity of votes and were rejected.
The bill on amendments to the Law "On Arbitration of Tribunal" (regarding the adoption of separate principles) was reported by Yu. Karmazin, the People´s Deputy of Ukraine.
D. Shpenov, People´s Deputy of Ukraine, announced that the profile Committee of the Verkhovna Rada of Ukraine recommends adoption of the bill as a basis.
In the result of the voting the bill was rejected.
The bill on conduction of the tax holidays for the small business was reported by the Chairperson of the Committee on Industrial and Regulatory Policy and Entrepreneurship Natalia Korolevska.
In the result of the scrutiny the bill failed to receive necessary quantity of votes and was rejected.
The Verkhovna Rada of Ukraine passed the Resolutions "On Celebration of 90th anniversary of birth of Amet-khan Sultan twice Hero of the Soviet Union, military pilot, Lieutenant-Colonel, honoured test pilot of the Soviet Union" ; 200th anniversary of birth of Mykola Pyrohov, academician, surgeon, anatomist, founder of field surgery, educationalist and public figure (Reg. No. 6627); "On Celebration 110th anniversary of birth of Kateryna Bilokur, master of folk decorative painting, People´s Artist of Ukraine"; "On Celebration 170th anniversary of birth of Mykhailo Starytskyi, prominent writer, playwright, stage director, translator, cultural and public figure"; "On Celebration 440th anniversary of birth of Petro Sahaidachnyi, prominent military, political and public figure, Zaporozhian hetman, commander of Cossack camp."
In the end of the sitting the People´s Deputies included into the agenda of the session the bill on defining of the tariff-price policy regarding the public utility services and natural gas for the consumer´s needs.
The chairman adjourned the sitting.
