PLENARY MEETINGS OF THE SEVENTH SESSION OF THE VERKHOVNA RADA OF UKRAINE OF THE SIXTH CONVOCATION WERE HELD ON TUESDAY, 21 SEPTEMBER
In the beginning of the morning plenary meeting, Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine, announced that Viktor Yanukovych, President of Ukraine, Mykola Azarov, Prime Minister of Ukraine, Anatolii Holovin, Head of the Constitutional Court of Ukraine, and Vasyl Onopenko, Head of the Supreme Court, attended the meeting.
Serhii Kivalov, Chairman of the Committee on Justice, presented the draft resolution on dismissal of judges.
The Verkhovna Rada of Ukraine passed the Resolution "On Dismissal of Judges."
The newly-appointed judges of the Constitutional Court were sworn in.
V.Lytvyn announced that on September 20, 2010, the President of Ukraine issued a Decree on appointing Mykola Kobylianskyi to the office of a member of the High Council of Justice. By resolution of September 16, 2010 on the grounds of Clause 131 of the Constitution of Ukraine and part 2 of Clause 5 of the Law "On the High Council of Justice", the 10th extraordinary congress of judges appointed Inna Otrosh and Oleksandr Udovychenko to the offices of members of the High Council of Justice.
The newly-appointed members of the High Council of Justice were sworn in.
Representatives of the deputy factions presented the appeals, announcements and proposals.
The Chairman reported on the results of work of The Verkhovna Rada of Ukraine at the plenary meetings on September 7-11.
The Chairman of The Verkhovna Rada of Ukraine announced that the following People´s Deputies were excluded from the BYuT Faction: Vitalii Barvinenko, Oleksandr Budzherak, Andrii Verevskyi, Ihor Vorotniuk, Valerii Hatsko, Oleh Heiman, Hennadii Zadyrko, Valentyn Zubov, Volodymyr Ivanenko, Valerii Kamchatnyi, Volodymyr Kaplienko, Yevhen Konstantynov, Yurii Kruk, Petro Kuzmenko, Vitalii Kurylo, Oleh Malich, Sviatoslav Oliinyk, Hryhorii Omelchenko, Volodymyr Pylypenko, Valerii Pysarenko, Yurii Polunieiev, Ihor Savchenko, Ivan Sidelnyl, Raisa Sorochynska-Kyrylenko, Mykola Traiduk, Oleksandr Feldman, Oleh Cherpitskyi and Oleksandr Shepelev.
V.Lytvyn announced the leaders of "Yulia Tymoshemko Bloc" deputy faction: Ivan Kyrylenko, Head of the Faction, Andrii Kozhemiakin, First Deputy Head of the Faction, Yurii Odarchenko, Serhii Soboliev, Serhii Sas, Andrii Shkil and Olena Shustik, Deputy Heads of the Faction.
V.Lytvyn reminded that on September 8, 2010, the Chair of the plenary meeting announced that the title of "Yulia Tymoshemko Bloc" deputy faction was changed into "Yulia Tymoshemko Bloc Batkivshchyna" on the grounds of the protocol of the meeting of "Yulia Tymoshemko Bloc" deputy faction. However, the letter of the Committee on Rules of Parliamentary Procedure, Ethics and Support to Work of The Verkhovna Rada of Ukraine of September 14, 2010, reads that this decision contravenes the Ukrainian legislation. "Thus, this decision has no legal effect," the Chairman of The Verkhovna Rada of Ukraine stated.
The People´s Deputies started to scrutinize the bill.
Mykhailo Yezhel, Minister of Defence, presented the bill on amendments to the Laws "On Defence of Ukraine" and "On the Armed Forces of Ukraine" (re intelligence agencies).
The People´s Deputies adopted the bill in the first reading and in its entirety by 286 votes.
BYuT and Our Ukraine-People´s Self-Defence factions demanded that a recess be announced or a floor be given to them. In his speech, Yu.Odarchenko, representative of the BYuT Faction, drew attention to the agenda of the meeting, stating that it lacked the issues advocated by the opposition, i.e. moratorium on the increase of prices for gas and public utility services, and moratorium on the raising the retirement age.
Valeria Lutkovska, Deputy Minister of Justice, presented the bill on amendments to several legislative acts of Ukraine due to ratification of the Convention on the Establishment of a Scheme of Registration of Wills.
The Verkhovna Rada of Ukraine adopted the bill in the first reading and in its entirety as a law.
The People´s Deputies put the bills "On Prohibition of Dangerous Goods Circulation in Ukraine" and "On Amendments to the Law "On the State Budget of Ukraine for 2010" (re financial support of regular local elections) on the agenda.
The Verkhovna Rada of Ukraine ratified the Agreement between Ukraine and the Federal Republic of Brazil on the Transfer of Convicted Offenders; the Council of Europe Convention on Action against Trafficking in Human Beings; and the Framework Agreement between the Government of Ukraine and the Nordic Environment Finance Corporation.
The Verkhovna Rada of Ukraine adopted he Bill on Amendments to several Legislative Acts of Ukraine regarding Responsibility of the Carriers performing International Passenger Transportation and the Law "On Amendments to the Law "On Ratification of the Convention on Cybercrime" (re authorized body).
The People´s Deputies scrutinized two bills on the amendments to certain legislative acts of Ukraine regarding the strengthening of responsibility for certain infringements in the public utility services sphere.
The People´s Deputies of Ukraine discussed the bill and adopted the governmental bill as a basis.
The bill on amendments to the Law "On the Fundamentals of Social Security of the Homeless Adults and Children" was presented by the Deputy Minister on Labour and Social Policy Vitalii Mushchynin.
The bill was adopted as a basis.
In the end of the morning meeting, the parliamentarians scrutinized the amendments to the bill on amendments to the Law "On State Voter´s Register", voted for some of them and adopted the bill in the second reading and in its entirety as a law.
At the beginning of the afternoon sitting, the People´s Deputies scrutinized two bills on the amendments to certain legislative acts of Ukraine regarding the restriction of the state regulation of economic activity.
The bill, submitted by the President of Ukraine, was presented by Yurii Miroshnychenko, Representative of the President of Ukraine in the Verkhovna Rada of Ukraine.
The Verkhovna Rada adopted the presidential bill as a basis.
The parliamentarians scrutinized two bills on amendments to the Law "On Elections of the Deputies of the Verkhovna Rada of the Autonomous Republic of the Crimea, Local Councils, City and Village Mayors" (regarding income and property declaration). Author of the first bill, M. Chechetov, People´s Deputy of Ukraine, withdrew his bill.
An alternative bill was presented by Oleksandr Chornovolenko, People´s Deputiy of Ukraine. The bill of M. Chechetov was withdrawn and the bill of O. Chornovolenko was rejected.
The bill "On Prohibition of Dangerous Goods Circulation in Ukraine" was submitted by the President of Ukraine and presented by Yurii Miroshnychenko, Representative of the President of Ukraine in the Verkhovna Rada of Ukraine.
In the result of the scrutiny the bill was adopted as a basis by 233 votes.
The People´s Deputies scrutinized and adopted as a basis the following bills: on agricultural consulting (re restrictions for civil servants); on amendments to several legislative acts of Ukraine regarding statutory capital (re replacement of the term "statutory fund" with the term "statutory capital"); on amendments to clause 61 of the Family Code of Ukraine (re legal object of a right of common property of spouses); on amendments to several legislative acts of Ukraine (re prevention of illegitimate occupation of land plots).
Having discussed the bill on amendments to the Law "On Social Status of War Children" (regarding the privileges), the parliamentarians rejected it.
Having repeatedly scrutinized several bills, the People´s Deputies of Ukraine adopted the bill on amendments to several legislative acts of Ukraine regarding observance of legislation on the prohibition of gambling in Ukraine.
The bills on amendments to certain Laws of Ukraine regarding broadening of access to the higher education and on amendments to the Labour Laws Code of Ukraine (regarding the duration of the working day (shift) were rejected.
The Chairman adjourned the afternoon sitting.
The next plenary meeting of the seventh session shall be held on Wednesday, September 22.
