PLENARY WEEK OF THE SEVENTH SESSION OF THE VERKHOVNA RADA OF UKRAINE OF THE SIXTH CONVOCATION CONCLUDED ON FRIDAY, OCTOBER 8

 

In the beginning of the morning plenary meeting, Adam Martyniuk, First Deputy Chairman of The Verkhovna Rada of Ukraine, briefed on the results of work of The Verkhovna Rada of Ukraine at the plenary meetings on October 7, 2010.

 

Representatives of the deputy factions suggested that the Government Question Hour were dedicated to the socio-economic situation in Ukraine, budgetary process and implications of adoption of the Tax Code.

 

Mykola Prysiazhniuk, Minister of the Agrarian Policy, reported on the situation in the agriculture and agricultural labour. He also responded to the questions of the People´s Deputies.

 

Yurii Khivrych, Minister of Public Utility Services, answered the questions of the parliament members concerning working condition of the public utility service on the eve of the autumn-winter season of 2010-2011.

 

V.Makukha, Deputy Minister of Fuel and Energy, and V.Mushchynin, Deputy Minister of Labour and Social Policy, answered the questions of the deputies.

 

A.Martyniuk, First Deputy Chairman of The Verkhovna Rada of Ukraine, sent his greetings to the lawyers on the occasion of the occupational holiday.  

 

A.Martyniuk announced that V.Zubov joined the Party of Regions Faction. He read the deputy inquiries out.

 

The Verkhovna Rada supplemented the agenda with the Resolution to forward the Bill "On Amendments to the Constitution of Ukraine" (re Regular Elections of the President of Ukraine, People´s Deputies of Ukraine, Deputies of the Verkhovna Rada of the Autonomous Republic of the Crimea, Regional, District, City, Village and Township Councils, and City, Township and Village Mayors" to the Constitutional Court of Ukraine (Reg. No.7226 Д).

 

A.Martyniuk, Head of Interim Inquiry Panel, presented his report.  

 

The Verkhovna Rada passed the Resolution to forward the Bill "On Amendments to the Constitution of Ukraine" (re Regular Elections of the President of Ukraine, People´s Deputies of Ukraine, Deputies of the Verkhovna Rada of the Autonomous Republic of the Crimea, Regional, District, City, Village and Township Councils, and City, Township and Village Mayors" to the Constitutional Court of Ukraine as to its Compliance with the Clauses 157 and 158 of the Constitution of Ukraine.

 

Adam Martyniuk, Head of Interim Inquiry Panel, presented the bill on amendments to the Standing Orders of The Verkhovna Rada of Ukraine. He declared that the bill amended the Standing Orders of The Verkhovna Rada of Ukraine ratified by the Law "On the Standing Orders of The Verkhovna Rada of Ukraine" to order the organization and activity of the Parliament. Under the legislative document, "at least 15 People´s Deputies are required to set up a deputy faction." A People´s Deputy who was excluded or who withdrew from a deputy faction is considered as non-affiliated with any faction.  Non-affiliated People´s Deputies can set up a deputy group. The number of People´s Deputies required to form the group is fixed by part 1 of clause 59 of the Standing Orders. Under the bill, The Verkhovna Rada of Ukraine shall validate the appointment of the Prime Minister of Ukraine within 5 days since the nomination by the President of Ukraine. 

 

Parliamentarians voted for the remarks expressed to the bill and upheld several of them.

 

The Verkhovna Rada of Ukraine adopted the Law "On Amendments to the Standing Orders of The Verkhovna Rada of Ukraine" in its entirety by 253 votes.

 

Ihor Prasolov, Chairman of the Sub-Committee of the Committee on Finance and Banking, presented the bill on amendments to the Law "On Securities and Stock Market" (re Arrangement of Conditions to prevent Technical Defaults on Bonds) drafted for the second reading.

 

The People´s Deputies scrutinized the amendments to the bill and adopted it in its entirety.

 

At the request of the Yulia Tymoshenko Bloc, the Chairman put to vote the proposal to scrutinize the issue on an early termination of the authorities of several People´s Deputies of Ukraine. The voting failed.

 

In the end of the plenary meeting, the People´s Deputies announced their reports, declarations and proposals.

 

The Chairman adjourned the morning meeting.

 

On 11-15 October, the Peoples´ Deputies work in the Committees and Factions.

 

The next plenary meeting of the seventh session will be held on Tuesday, 19 October.
