ON THURSDAY 23 SEPTEMBER, THE PLENARY MEETINGS OF THE SEVENTH SESSION OF THE VERKHOVNA RADA OF UKRAINE OF THE SIXTH CONVOCATION WERE HELD
At the beginning of the morning sitting, Volodymyr Lytvyn, Chairman of the Verkhovna Rada of Ukraine, reported on the results of work during the plenary meeting on 22 September.
On the request of the BYuT and "Our Ukraine-People´s Self-Defence" Factions, the Chairman announced the recess to hold the Conciliative Council.
The BYuT Faction insisted that the draft resolution on dismissal of People´s Deputy of Ukraine S. Teriokhin from the office of the Chairman of the Committee on Taxation and Customs Policy be withdrawn.
The People´s Deputies upheld the proposal regarding scrutiny of three draft resolutions under Reg. No.No.7158, 6231, 7112.
First draft resolution was presented by Oleksandr Vasylev, People´s Deputy of Ukraine. The People´s Deputies from the opposition factions were interested in the specific reasons for the dismissal of S. Teriokhin from the office of the Chairman of the Committee, and reminded that appointment of the Committee Chairman shall be effected in the course of the first session of the next convocation.
O. Vasylev responded that S. Teriokhin failed to provide the normal activity of the Committee, as he used to conduct ‘fake´ sittings.
S. Teriokhin reported on his work. He explained the initiative on his dismissal by the fact that the Government submitted a new Tax Code to the Verkhovna Rada of Ukraine, which should be adopted in limited terms. Under the chairmanship of S. Teriokhin, it would be impossible, as he criticized the basic principles of the draft code and concluded: "I am not going to give up my legislative initiatives regarding the Tax Code drafted by those amateurs."
The Verkhovna Rada passed the resolution "On Amendments to the Resolution of The Verkhovna Rada of Ukraine "On Election of Chairmen, First Deputy Chairmen, Deputy Chairmen, Secretaries and Members of The Verkhovna Rada of Ukraine Committees of The Verkhovna Rada of Ukraine of the Sixth Convocation, and Election of Chairmen, First Deputy Chairman, Deputy Chairmen, Secretary and Members of the Special Supervisory Panel of The Verkhovna Rada of Ukraine on Privatization" by 253 votes. The Resolution dismissed Serhii Anatoliovych Teriokhin from the office of the Chairman of the Committee of the Taxation and Customs Policy according to the resolution of the Committee of the Verkhovna Rada of Ukraine on Taxation and Customs Policy; however, S.A. Teriokhin S.A. keeps the office of the Committee member and Vitalii Yuriovych Khomutkin, People´s Deputy of Ukraine, Party of Regions member, was appointed to the office of the Chairman of the Committee on the Taxation and Customs Policy.
Draft Resolution "On Amendments to the Resolution of The Verkhovna Rada of Ukraine "On Election of Chairmen, First Deputy Chairmen, Deputy Chairmen, Secretaries and Members of The Verkhovna Rada of Ukraine Committees of The Verkhovna Rada of Ukraine of the Sixth Convocation, and Election of Chairmen, First Deputy Chairman, Deputy Chairmen, Secretary and Members of the Special Supervisory Panel of The Verkhovna Rada of Ukraine on Privatization" was presented by Volodymyr Makeenko, Chairman of the Committee on Rules of Parliamentary Procedure, Ethics and Support to Work of The Verkhovna Rada of Ukraine. He informed that the draft resolution appointed Andrii Vitaliiovych Shevchenko, People´s Deputy of Ukraine, member of the BYuT faction, to the office of the Chairman of the Verkhovna Rada of Ukraine Committee on Freedom of Speech and Information and dismissed him from the office of the First Deputy Chairman of this Committee.
The majority of the People´s Deputies upheld appointment of A. Shevchenko to this office.
The resolution was supported by 373 votes.
Pursuant to another adopted Resolution "On Amendments to the Resolution of The Verkhovna Rada of Ukraine "On Election of Chairmen, First Deputy Chairmen, Deputy Chairmen, Secretaries and Members of The Verkhovna Rada of Ukraine Committees of The Verkhovna Rada of Ukraine of the Sixth Convocation, and Election of Chairmen, First Deputy Chairman, Deputy Chairmen, Secretary and Members of the Special Supervisory Panel of The Verkhovna Rada of Ukraine on Privatization", the People´s Deputies appointed Serhii Mykolaiovych Husarov, People´s Deputy of Ukraine, Party of Regions member, to the office of the First Deputy Chairman of the Committee on Judicial Policy and dismissed him from the office of the Deputy Chairman of the Committee; elected the members of the Committees of the Verkhovna Rada of Ukraine: Anatoliy Serhiyovych Matvienko, Bloc "Our Ukraine People's Self-Defence", to the Committee on Agrarian Policy and Land Relations and dismissed him from the office of the member of the Committee on State Building and Local Self-Government; Viktor Viktorovych Bondarenko, Party of Regions, to the member of the Committee of the Verkhovna Rada of Ukraine on Transport and Communications, and dismissed him from the office of the member of the Committee of the Verkhovna Rada of Ukraine on Agrarian Policy and Land Relations.
The People´s Deputies scrutinized draft resolution on the parliamentary hearings: "Foreign Policy of Ukraine: achievements, reality and perspectives" (9 February 2011).
In the result of the voting the draft resolution was rejected.
The Verkhovna Rada passed the Resolution "On the Special Meeting dedicated to the 60th Anniversary of signing the Convention for the Protection of Human Rights and Fundamental Freedoms in 1950, and other Events to celebrate this Occasion in Ukraine."
The People´s Deputies scrutinized two bills on amendments to the Law "On State Budget of Ukraine 2010" regarding the financial support of the regular local elections and the order of the purchase of shares of National JSC Naftogaz Ukrainy.
In the result of the voting both bills were adopted as a basis and in their entirety as laws.
The parliamentarians passed the Resolution "On Dismissal of Judges."
Having scrutinized several bills in the second reading, the People´s Deputies adopted the following Laws: "On Amendments to several Legislative Acts of Ukraine", "On Amendments to the Criminal Code of Ukraine regarding Enhancement of Responsibility for Improper Performance of Obligations related to Children Healthcare, and Abuse of Trustee Rights", "On Amendments to several Legislative Acts of Ukraine" (re Period of Labour Remuneration).
The People´s Deputies scrutinized several Laws with the proposals of the President of Ukraine. The following Laws were adopted: "On Amendments to the Code of Ukraine on Administrative Infringements regarding Strengthening of Poaching Counteraction"; "On Governmental Defence Order"; "On State Supervision over the International Transfer of Military Goods and their Dual Use."
People´s Deputy Vasyl Shpak presented the bill "On Promotion of the National Agricultural Engineering Development" (re Action for Manufacture of Modern Competitive Agricultural Equipment).
The bill was adopted by 240 votes.
At the afternoon plenary meeting, the People´s Deputies scrutinized the bill in the first reading.
Oleksandr Sukhomlyn, Deputy Minister of Economy, presented the bill on amendments to the Law "On State Regulation of Sugar Production and Sale" (re Declaration of Sugar Residue).
The People´s Deputies rejected the bill.
The bill on Submittal of Data from the State Registry for Individual Taxpayers and other Obligatory Payments to the Credit Bureau was adopted in the first reading.
The following bills were adopted as a basis: on Forced Scrutiny of Regulatory Acts adopted by the Local Self-Government Bodies and Officials and on the Development and Implementation of Investment Projects on the Principle of ‘A Single Point of Contact.´
The parliament members supported the bill on Amendments to Clause 4 of the Law "On the Use of Defence Land" (re Construction of Housing for Military Servants and their Family Members).
Adam Martyniuk, First Deputy Chairman of The Verkhovna Rada, adjourned the plenary meeting.
The next plenary meeting of the seventh session will be held on Friday, September 24.
