ON WEDNESDAY, OCTOBER 6, THE VERKHOVNA RADA OF UKRAINE OF THE SIXTH CONVOCATION CONTINUED ITS PLENARY WORK
Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine, opened the morning plenary meeting and briefed on the results of work of The Verkhovna Rada of Ukraine at the plenary meetings on October 5, 2010.
The People´s Deputies presented their appeals, announcements and proposals.
On request of the BYuT and Our Ukraine-People´s Self-Defence Deputy Factions, the Chairman gave floor to Serhii Sas, member of the BYuT Faction. The People´s Deputy drew attention to the absence of the agenda of the plenary meeting. He stated that the Chairman of the Verkhovna Rada of Ukraine was commissioned by the Standing Orders to provide the People´s Deputies with the agenda.
The Factions demanded that the agenda formed by the opposition be scrutinized at the plenary meeting. They called for observing the Standing Orders.
In response, V.Lytvyn reminded that at 16.00 on Tuesday, The Verkhovna Rada of Ukraine had to scrutinize the issues on agenda scheduled for Tuesday. Due to the lack of such possibility, The Verkhovna Rada of Ukraine postponed scrutiny of these issues till Wednesday.
The People´s Deputies scrutinized the draft resolution "On Implementation of the Resolution of the Constitutional Court of Ukraine of 30 September 2010 No20-рп/2010 regarding Compliance of the Law of Ukraine "On Amendments to the Constitution of Ukraine of 8 December 2004 No2222-IV" with the Constitution of Ukraine."
The People´s Deputies passed the resolution by 260 votes.
A.Kozhemiakin, member of the BYuT Faction, announced that the Faction was leaving the session hall, as they were deprived of scrutinizing the issues set by the opposition for Wednesday in accordance with the Standing Orders.
Members of the BYuT Faction left the session hall.
The People´s Deputies voted for prolonging the plenary meeting, until all the issues on agenda were scrutinized.
The Resolutions "On the Parliamentary Hearings regarding the Situation of Youth in Ukraine "Youth for Healthy Lifestyle" on November 3, 2010, and "On the Parliamentary Hearings on Youth and Children Recreation on February 9, 2011" were passed.
The People´s Deputies discussed three bills appertaining to the enhancement of legislation on the grain market. The bills were rejected.
Yurii Kliuchkovskyi, Deputy Chairman of the Committee on State Building and Local Self-Government, presented the bill on Amendments to several Laws of Ukraine regarding Observance of Secrecy of the Ballot.
The bill was adopted in the first reading.
People´s Deputy Andrii Shevchenko presented the bill on amendments to several Laws of Ukraine (re transparency of decision-making and financial accountability of political parties).
The bill was rejected.
Anatolii Semynoha, Chairman of the Committee on Environmental Policy, Use of Natural Resources and Elimination of Consequences of Chornobyl Disaster, presented the bill on amendments to the Law "On the Status and Social Security of Citizens-Victims of Chornobyl Disaster" (re social security of the students). The bill was rejected.
The bill on Amendments to the Law "On Restoration of Debtor´s Solvency or Recognition of Debtor´s Bankruptcy" (re Termination of Proceedings on the Case concerning Bankruptcy) was adopted as a basis.
People´s Deputy Yurii Karmazin presented the bill on amendments to the Criminal Code of Ukraine (re strengthening of criminal responsibility for non-implementation of the court decision). The bill was rejected.
People´s Deputy Mykola Katerynchuk presented the draft resolution on the European Union membership application. The draft resolution was declined.
The Verkhovna Rada of Ukraine rejected the bill on amendments to the Law "On Advertising" (re advertising of medicine).
In the end of the plenary meeting, the People´s Deputies supplemented the agenda with the draft resolution on support of unimpeded activity of mass media in the pre-election period of 2010.
The Chairman adjourned the plenary meeting.
The parliamentary hearings "The Humanitarian Policy Strategy of Modern Ukraine" were launched at The Verkhovna Rada of Ukraine at 15.00.
The next plenary meeting of the seventh session will be held on Thursday, October 7.
