ON TUESDAY, 5 OCTOBER, THE PLENARY MEETING OF THE SEVENTH SESSION OF THE VERKHOVNA RADA OF UKRAINE OF THE SIXTH CONVOCATION WAS HELD.
The Chairman of the Verkhovna Rada of Ukraine Volodymyr Lytvyn informed on the results of work of the Verkhovna Rada of Ukraine at the plenary meetings on 21-24 September.
V. Lytvyn announced that People´s Deputies of Ukraine Kyselioiv V.O., Savchenko I. V., Varevskii A. M., Ivanenko V. H., Shepelev O. O., Kuzmenko P. P., Bohoslovska I. H joined the Deputy Faction of the Party of Regions.
The Chairman also announced that People´s Deputy of Ukraine Dovhyi S. O. left the Faction "Our Ukraine - People´s Self-Defence" and joined the Faction "Lytvyn Bloc."
The Chairman of the Verkhovna Rada of Ukraine announced the formation of the parliamentary majority "Stability and Reforms" in the Verkhovna Rada of Ukraine of the Sixth Convocation including 227 Peoples´ Deputies on 4 October 2010. The parliamentary majority was formed on the basis of the Agreement on formation of the parliamentary majority "Stability and Reforms" in the Verkhovna Rada of Ukraine, signed by the Chairmen of the Deputies Factions of the Party of Regions, the Communist Party of Ukraine and Lytvyn Bloc.
The People´s Deputies of Ukraine included the draft resolution on implementation of the resolution of the Constitutional Court of Ukraine of 30 September 2010 No20-рп/2010 regarding compliance of the Law of Ukraine "On Amendments to the Constitution of Ukraine of 8 December 2004 No2222-IV" to the Constitution of Ukraine (constitutionality) on the agenda.
On the request of the Factions "Yulia Tymoshenko Bloc" and "Our Ukraine - People´s Self-Defence", the Chairman announced the recess to hold the Conciliative Council.
The opposition factions insisted on dismissing the judges of the Constitutional Court; commissioning the parliamentary constitutional panels to settle the problems connected with the announcement of the resolution of the Constitutional Court; implementing the constitutional reform to extend the authorities of the local self-government bodies and reduce the scope of centralized authorities of the executive power; amending the election law regarding the equal opportunities for the all parties to participate in the elections and supervision over the legitimacy of their conduction on 31 October 2010.
The declaration also contains the demand to hold early elections of the President of Ukraine and the Verkhovna Rada of Ukraine on 27 March 2011.
Having scrutinized the ratification issues, the People´s Deputies agreed with the compulsory nature of the following Agreements: between Ukraine and the European Police Office on Strategic Cooperation, between Ukraine and the Republic of Moldova on Cooperation in the Provision of Rights of Persons representing National Minorities; Ratification of the Protocol between the Cabinet of Ministers of Ukraine and the Government of the Republic of Moldova on Exclusion from the Free Trade Regime to the Agreement of Free Trade between the Cabinet of Ministers of Ukraine and the Government of the Republic of Moldova of November 13, 2003; Ratification of the Protocol between the Government of Ukraine and the Government of Georgia on Amendments to the Agreement between the Government of Ukraine and the Government of Georgia on Free Trade of January 9, 1995.
The bill on Market Supervision and Production Control was presented by Yurii Miroshnychenko, Representative of the President of Ukraine in the Verkhovna Rada of Ukraine. He declared that the bill set a legal and organizational basis for the market supervision and production control in the activity of the relevant state bodies to provide safety quality of market goods and alter the state supervision over the standards observance.
It implements the European principle, pursuant to which the production put into circulation and spread within the market shall undergo the market supervision. The bill contains principles on the grounds for, objects and peculiarities of the control conduction of the producers and distributors.
He emphasised that the bill introduces a new system of control of the imported production that has not been supervised by other control bodies in the course of transportation through the customs border of Ukraine.
The alternative bill was presented by Natalia Korolevska, People´s Deputy of Ukraine. She explained that both bills had the same goal. She also upheld the President´s bill.
Representative of the Committee on Industrial Policy and Entrepreneurship Mykhailo Chechetov announced that the Committee recommends the parliament to adopt the presidential bill as a basis.
The Verkhovna Rada adopted the bill as a basis by 251 votes.
The bill on amendments to the Code of Ukraine of Administrative Infringements regarding strengthening of responsibility for certain infringements (re penalty in the form of community service) was presented by Anatolii Lazarev, Deputy Minister of Internal Affairs.
The bill was adopted as a basis.
Having discussed the bill on amendments to the Law "On State Regulation of Production and Circulation of Ethyl Alcohol, Cognac and Fruit Alcohol, Alcohol Beverages and Tobacco Goods" (re Import and Export of Alcohol), the parliamentarians adopted it in the first reading.
The bill on amendments to clause 6 of the Law "On Payment Systems and Transfer of Money in Ukraine" was presented by Anrii Kravets, Deputy Minster of Finance.
The bill was adopted as a Law by 242 votes.
Adam Martyniuk, First Deputy Chairman of the Verkhovna Rada of Ukraine, adjourned the morning meeting.
