ON THURSDAY, 8 JULY THE PLENARY MEETINGS OF THE SIXTH SESSION OF THE VERKHOVNA RADA OF UKRAINE OF THE SIXTH CONVOCATION WERE HELD
The morning sitting commenced with delay because of the blocking of tribune, presidium and governmental box by YTB faction representatives.
At the beginning of the morning sitting, Volodymyr Lytvyn, the chairman of the Verkhovna Rada of Ukraine informed on the results of the work of the Parliament during the plenary meetings on 7 July.
V. Lytvyn announced for the scrutiny the bill on provision of the energy security and draft resolution on certain issues regarding the decision of Stockholm Court in case of NJSC Naftogas Ukrainy against CJSC RosUkrEnergo.
The People´s Deputy Roman Zvarych reported on the three clauses of the draft resolution.
After the short discussion, the Chairman put for the voting in succession the issues n adooption as a basis, on adoption as a basis and forwarding for the elaboration of the bill on provision of the energy security and draft resolution on certain issues regarding the decision of Stockholm Court in case of NJSC Naftogas Ukrainy against CJSC RosUkrEnergo.
Though none of the voting was successful, hence V. Lytvyn appealed to the People´s Deputies with the request to uphold his proposition on Appeal of the Chairman of the Verkhovna Rada of Ukraine to the Cabinet of Ministers of Ukraine with the request to submit the information reagrding the propositions the bill and draft resolution contain.
The Chairman of the Verkhovna Rada of Ukraine announced regarding the scrutiny of Draft Tax Code of Ukraine that the document raised numerous discussions in the Ukrainian society.
Taking into the consideration the necessity of the detailed and thorough discussion and elaboration of Draft Tax Code of Ukraine because of the numerous amendments and remarks to the second reading and due to the initiative of the President of Ukraine, V. Lytvyn addressed the People´s Deputies with the appeal to pass the resolution "On Whole Ukrainian Discussing of the Draft Tax Code of Ukraine."
S. Teriokhin, the Chairman of the Committee on Taxation and Customs Policy briefed that 5380 propositions and remarks were directed regarding the indicated Draft Tax Code.

The Verkhovna Rada of Ukraine resolved to introduce the Draft Tax Code of Ukraine for the national public discussion.
Resolution envisages that until 14 July 2010, the Verkhovna Rada shall direct the Draft Tax Code to the Cabinet of Ministers of Ukraine, drafted by the Committee on Taxation and Customs Policy for the second reading with the propositions form subjects of legislative initiative taken into the consideration.
The Cabinet of Ministers is supposed to divulgate the received text of the Draft Tax Code of Ukraine and provide necessary conditions for the conduction of its national public discussion; generalize the results of the national discussion and till 5 September 2010 they should be directed to the Verkhovna Rada of Ukraine.
The Committee of the Verkhovna Rada of Ukraine on Tax and Customs Policy is supposed till 10 September 2010 introduce for the parliamentary scrutiny in the second reading elaborated bill with all the results of the national discussion taken into the consideration.
Moreover, the bill on State Budget of Ukraine 2011 is recommended for the Cabinet of Ministers to be elaborated and direct to the Verkhovna Rada of Ukraine based on new Tax and Budget Codes of Ukraine.
The Verkhovna Rada of Ukraine passed the resolution by 250 votes.
The People´s Deputies scrutinized the Resolution "On Grand Meeting of the Verkhovna Rada of Ukraine on the Occasion of 20th Anniversary of the Adoption of the Declaration on State Sovereignty of Ukraine."
First to report the draft resolution was People´s Deputy Ivan Zaets. Later the bill was presented by V. Lytvyn, the Chairman of the Verkhovna Rada of Ukraine. The Parliamentarians passed the resolution of V. Lytvyn by 415 votes.
The People´s Deputies commenced the scrutiny of the Budget Code in new version.
Mykola Derkach, Chairman of the Committee on Budget announced that the Committee together with the Central Judicial Office scrutinized the possibilities of the adoption of all the propositions to the Law.
The Law presents a new version of the applicable Budget Code of Ukraine. Pursuant to the Law, the budget system of Ukraine is based on the following principles: the principle of integrity of the budget system of Ukraine the integrity of the budget system of Ukraine is based on the unified legislative framework, unified monetary system, unified regulation of intergovernmental relations, unified budget classification, and unified procedures for the execution of all budgets and maintenance of accounting records and reporting; the principle of balanced budgets assignments for implementation of expenditures from the budget shall be in agreement with the amount of budget receipts to be collected in the respective budget period, thereto, the authority of respective executive bodies of the State power, bodies of power of the Autonomous Republic of Crimea and local self-governmental bodies to decide how to use funds in accordance with Ukrainian legislation, the authority of the Verkhovna Rada of the Autonomous Republic of Crimea and local radas to independently consider and pass respective budgets.
The Budget Code in a new version was adopted by 245 votes.
The Verkhovna Rada of Ukraine also adopted the bill on amendments to certain legislative acts in connection with the adoption of the Budget Code of Ukraine.
The draft resolution "On Plan Calendar of the Conduction of the 7th Session of the Verkhovna Rada of Ukraine of the Sixth Convocation" was reported by Volodymyr Makeenko, the Chairman of the Committee on Rules of Parliamentary Procedure, Ethics and Support to Work of The Verkhovna Rada of Ukraine.
The Verkhovna Rada passed the Resolution "On Plan Calendar of the Conduction of the 7th Session of the Verkhovna Rada of Ukraine of the Sixth Convocation" by 340 votes.
The bill on the National Commission on Regulation of the Market of Public Utilities in Ukraine was introduced by the People´s Deputy of Ukraine Yu. Odarchenko. He declared that The bill (Reg. No6419) suggests defining of the legal basis of organization and activity of the National Commission on Regulation of the Market of Public Utilities in Ukraine. Pursuant to thr bill, the National Commission on Regulation of the Market of Public Utilities in Ukraine is a collegial central body of the executive power with the special status, activity of which is aimed and coordinated by the Cabinet of Ministers.
Yu. Odarchenko indicated that pursuant to the bill, the main tasks of the Commission are regulation of the activity of the subjects of the natural monopolies and economic entities within the neighbouring markets. It is envisaged that the Commission is supposed to provide harmony of interests of the economic entities, consumers, goods and services, state, transparency within the markets of the natural monopolies and neighbouring markets.
The Verkhovna Rada adopted the bill as a basis by 313 votes.
The bill on amendments to certain Legislative Acts of Ukraine regarding the Activity of the National Bank of Ukraine was reported by the Deputy Head of the National Bank of Ukraine V. Krotiuk.
Secretary of the Committee on Finance and Banking Activity Yurii Poluneev briefed on the decision of the Committee to recommend the Parliament adoption of the bill as a basis.
The Verkhovna Rada of Ukraine adopted the bill on amendments to certain Legislative Acts of Ukraine regarding the Activity of the National Bank of Ukraine as a basis by 249 votes.
The Verkhovna Rada of Ukraine ratified the Agreement between Ukraine and Russian Federation on Demarcation of Ukrainian-Russian State Border by 347 votes.
The Verkhovna Rada of Ukraine adopted the Law "On Amendments to the Laws "On State Purchase" and "On Organisation and Conduction of the Final Part of the European Football Championship 2012 in Ukraine" (regarding the Conduction and Preparation in Ukraine for the Organisation of the Final Part of European Football Championship 2012 in Ukraine).
Parliamentarians discussed and adopted as a basis the bill on amendments to certain legislative cats of Ukraine regarding the prevention of the negative consequences of the world finance crisis on the modern petrochemical industry.
The bill "On Administration and Registration of a Single Social Security Contribution" elaborated for the second reading was introduced by Vasyl Khara, Chairman of the Committee on Social Policy and Labour. He stated that the document authorizes a single body the Pension Fund of Ukraine to perform the following functions similar to all the funds of compulsory State social insurance: registration of payers, formation and maintenance of the State Social Insurance Registrar (organizational and technical system of information about the insurers and the insured), uniform accountability, supervision over the timely and complete administration of a single social security contribution.
The People´s Deputies scrutinized the amendments and adopted the bill in the second reading and in its entirety by 250 votes.
The Verkhovna Rada of Ukraine passed the Resolution "On Dismissal of Demchenko S.F. from the Office of the Judge of the Supreme Economic Court of Ukraine" by 333 votes.
In the end o the morning sitting, the People´s Deputies voted for the prolongation of the afternoon sitting till the completion of the scrutiny of all the agenda issues.
In the course of the afternoon sitting the People´s Deputies continued the scrutiny of the bills in the second reading.
In the result of the scrutiny of the amendments the following laws were adopted in their entirety - "On the Principles of the Natural Gas Market Operation", "On Amendments to certain Laws of Ukraine regarding the development and Preparation of the Hotel Infrastructure for the Conduction in Ukraine of the Final part of European Football Championship 2012", "On Amendments to Clause 208 of the Land Code of Ukraine regarding Conditions of Land Plot Use by the Public Associations of the Disabled", "On Amendments to several Legislative Acts of Ukraine regarding Application of Agreements of Production Distribution."
The Verkhovna Rada of Ukraine rejected the bill on amendments to the Law of Ukraine "On Capital of Ukraine City-Hero Kyiv."
A. Martyniuk, the First Deputy Chairman of the Verkhovna Rada of Ukraine briefed on the judgment of the Constitutional Court that defined the he Bill "On Amendments to the Constitution of Ukraine (re the terms of the Verkhovna Rada of Autonomous Republic of Crimea, Local and Village Councils Authority) and on Its Direction to the Constitutional Court of Ukraine" as such that harmonizes with the Constitution of Ukraine.
Serhii Mishchenko, the Chairman of the Committee on Legal Policy, read the text of the bill.
The Parliamentarians adopted preliminary the bill by 396 votes.
The Verkhovna Rada of Ukraine passed a number of resolutions - On Renaming Teplohirsk Town, Stahaniv Town Council, Luhansk Region", The Verkhovna Rada of Ukraine passed the Resolution "On The Verkhovna Rada of Ukraine Award for the Contribution of Youth in the Development of the Parliamentarism, Local Self-Government in 2010."
In the end of the plenary meeting, the People´s Deputies appointed Tatkov Viktor Ivanovych to the office pf the judge of the Supreme Economic Court of Ukraine.
The Chairman adjourned the afternoon meeting.
Next plenary meeting shall be held on Friday, 9 July.
