PLENARY MEETINGS OF THE SEVENTH SESSION OF THE VERKHOVNA RADA OF UKRAINE OF THE SIXTH CONVOCATION WERE HELD ON THURSDAY, SEPTEMBER 9.
Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine, opened the plenary meeting. He reminded that at the sixth session, The Verkhovna Rada had adopted several resolutions on holding of the parliamentary hearings during the seventh session. This fact should be taken into account, when scrutinizing the draft resolutions on the organization of parliamentary hearings.
The People´s Deputies scrutinized the draft resolutions on holding of the parliamentary hearings on the topics "A Current State of Public Morality in Ukraine, Problems and Prospects, and Observance of Applicable Legislation" (November, 2010); "On Observance of Human Rights by the Internal Affairs Agencies of Ukraine" (November 10, 2010); "On the Progress of Information Society in Ukraine to improve the Life Standards, and guarantee Sustainable Social, Economic and Environmental Development" (December 15, 2010); "Equal Opportunities for Men and Women. Problems and Efficient Tools for their Settlement." The Verkhovna Rada commissioned the parliamentary committees-imitators of the parliamentary hearings to hold the committee hearings.
The People´s Deputies started to scrutinize the bills adjusted to the second reading.
Valerii Baranov, Deputy Chairman of the Committee on Construction, Urban Development, Housing and Communal Services and Regional Policy, presented the amendments to the bill on amendments to the Law of Ukraine "On Preventing the Impact of the Global Financial Crisis on the Development of Construction Sector and Housing Construction" (re Prolongation of Housing Construction Support).
The People´s Deputies adopted the bill as a law by 272 votes.
The bill on the lease and concession of central water and heat supply, and water drainage facilities in the municipal ownership was forwarded for further adjustment.
The "BYuT-Batkivshchyna" and "Our Ukraine-People´s Self-Defence" Factions demanded to be given the floor.
I.Kyrylenko, Head of the "BYuT-Batkivshchyna" Faction, stated that mass media regularly informed about the increase of prices for foodstuffs, gas and utility services. He stated that the authorities shall not neglect this information. "Social tension should be relieved," I.Kyrylenko stated. He suggested passing the resolution on action for due functioning of the public utility services.
The members of the "BYuT-Batkivshchyna" Faction unblocked the lectern and left the session hall.
The People´s Deputies scrutinized the amendments to the bills on amber, and on amendments to the legislative acts of Ukraine regarding placement of children into the reception centers.
Both bills were adopted in the second reading as laws.
The People´s Deputies scrutinized several draft resolutions on the election of judges.
The Verkhovna Rada adopted the bill on discharge of arrears of enterprises of strategic importance and coal-mining enterprises to the Pension Fund of Ukraine, and restoration of pension rights of their employees.
The following bills were rejected: on amendments to several Laws of Ukraine (re protection of the civil constitutional rights by special investigative and counterintelligence activity); on amendments to the Law "On State Social Aid to the Persons disabled from Childhood and Children with Disabilities" (re support of caretakers of the children with disabilities who require permanent custody).

At the afternoon plenary meeting, the People´s Deputies continued scrutiny of the bills in the second reading.
The Verkhovna Rada adopted the bills on amendments to certain legislative acts of Ukraine regarding factoring, and on amendments to certain legislative acts of Ukraine regarding the bill circulation.
The bill on the list of licenses in the economic sector was forwarded for further adjustment.
The parliamentarians rejected two bills on amendments to the Law "On Compulsory State Pension Insurance" (regarding the pensionable service); on amendments to the Law "On Rehabilitation of Victims of Political Repressions in Ukraine" (re status of persons who fell victims to the political repressions in childhood); on amendments to certain Laws of Ukraine regarding the citizenship.
The Verkhovna Rada of Ukraine passed the Resolution "On conferring an Annual Award of The Verkhovna Rada of Ukraine to the Educationalists of Comprehensive, Vocational, Pre-School and Out-Of-School Education Establishments."
The decision of the Committee on Agrarian Policy and Land Relations regarding the Law on Amendments to the Law "On State Regulation of Production and Sale of Sugar" (regarding the formation of favorable investment, credit, tax and customs policy) was presented by People´s Deputy Maryna Perestenko.
In the result of the scrutiny the bill was rejected.
The People´s Deputies scrutinized the bill on amendments to certain legislative acts of Ukraine regarding the provision of the protection of the citizens´ rights on free of charge privatization of the land areas.
The Committee on Agrarian Policy and Land Relations recommends that the Verkhovna Rada directs the bill for further drafting.
The Parliamentarians upheld the recommendation of the specialized committee.
Having repeatedly scrutinized the Law "On Amendments to several Legislative Acts of Ukraine regarding Protection of Cultural Heritage" with the proposals of the President of Ukraine, the People´s Deputies adopted it in a new version by 248 votes.
The Verkhovna Rada of Ukraine adopted the Law "On Amendments to the Law of Ukraine "On Priority Directions of Science and Technology Development" with Account for the Proposals of the President of Ukraine.
The bill on amendments to clause 20 of the Law of Ukraine "On the Cabinet of Ministers of Ukraine" (re Establishment of Awards and Scholarships for Singular Achievements in some Areas of Public Activities) was adopted as a basis and in its entirety.
Another bill on amendments to clause 20 of the Law of Ukraine "On the Cabinet of Ministers of Ukraine" (re induction of the citizens liable for military service to the trainings) was presented by the Deputy Minister of Defence Borys Andresiuk.
In the result of the voting the bill was adopted as a basis and in its entirety by 230 votes.
The Verkhovna Rada of Ukraine adopted the Law "On Invalidation of the Law "On Industrial-Finance Groups in Ukraine" and on Amendments to certain Legislative Acts of Ukraine."
Anatolii Kolisnyk, Deputy Minister of Transport and Communications, presented the bill on amendments to certain Legislative Acts of Ukraine regarding the strengthening of responsibility for the interference into the activity of the railway sector.
The bill was adopted in the first reading by 233 votes.
In the end of the afternoon sitting, the People´s Deputies scrutinized the bill on amendments to clause 8 of the Law "On Organizational-Legal Conditions of Social Protection of Orphans and Children Deprived of the Parental Care" (regarding financial support). The bill was rejected.
