ON WEDNESDAY, 7 JULY THE PLENARY MEETINGS OF THE SIXTH SESSION OF THE VERKHOVNA RADA OF UKRAINE OF THE SIXTH CONVOCATION WERE HELD
At the beginning of the morning sitting, Volodymyr Lytvyn, the chairman of the Verkhovna Rada of Ukraine informed on the results of the work of the Parliament during the plenary meetings on 6 July.
The authorised representatives of the Deputies Factions delivered the announcements, appeals and propositions.
V. Lytvyn reminded that yesterday the majority of People´s Deputies voted for the prolongation of the afternoon sitting on Wednesday, hence the sitting would be held until the scrutiny of all the agenda issues is completed.
Parliamentarians scrutinized a number of personnel issues, in particular, draft resolution on dismissal of Yu. Boiko, from the office of the Minister on Fuel and Energy and draft resolution on appeal of the Verkhovna Rada of Ukraine to the President of Ukraine regarding the dismissal of the Head of the Security Service of Ukraine, V. Khoroshkovskii from the office. In the result of the scrutiny the first draft was rejected and the second one was not included into agenda.
To the agenda of the session were included bill on protection of the energy safety of Ukraine and draft resolution on certain issues in connection with the judgments of the Stockholm Court regarding the case NJSC Naftogas Ukarina and CJSC RosYkrEnergo, on celebration of 90th anniversary of the birth of twice Hero of the Soviet Union Amet-khan Sultan, on celebration of 200th anniversary of the birth of Mykola Pirohov, on celebration of 110 anniversary of the birth of Mykhailo Starytskii, on celebration of 440th anniversary of the birth of Hetman Petro Sahaidachnyi.
The Verkhovna Rada of Ukraine adopted in its entirety the bill on recognition as such that lost its efficiency the Law "On Organisation and Order of the Work of the Verkhovna Rada of Ukraine.
The bill on National Anti-corruption Committee was reported by A. Yatseniuk, the People´s Deputy of Ukraine. In the result of the scrutiny the bill was rejected.
The Verkhovna Rada rejected the bills on amendments to the Criminal Code of Ukraine regarding the improvement of the mechanism of the criminal liability for the crime, committees in the state of intense emotional excitement; on amendments to the clause 18 of the Law "On State Criminal-educative Service in Ukraine."
On the request of the author, the scrutiny of the bill on amendments to certain legislative acts of Ukraine (regarding the order of penalty rates defining as a mean of criminal punishment) was postponed.
The Bill on amendments to the Criminal Code regarding violation of rules for keeping dogs was reported by Iryna Herashchenko, the People´s Deputy of Ukraine. She emphasised that the bill (Reg. No.5126) establishes criminal responsibility for violation of rules for walking pets (dogs) if the animal inflicted bodily injuries of moderate gravity, grave bodily injuries, or fatal injury to the victim (victims).
The People´s Deputies adopted the bill as a basis by 382 votes.
In the result of the scrutiny the following bills were rejected: on amendments to the Law "On National Bank of Ukraine" (regarding the measures to be taken to protect the consumer´s rights) and on amendments to certain Laws of Ukraine regarding the improvement of the monitoring of the finance operation of persons authorised to execute the functions of the state.
The Parliamentarians postponed the scrutiny of the bills on amendments to the clause 3 of the Law "On Prevention of the Consequences of the World Finance Crisis on the Development of Construction Sphere in Ukraine" (regarding the protection of the investors rights) and on the register of the documents of the licensing character in the sphere of the economic activity.
The following bills were excluded from the consideration: on amendments to the clause 4 of the Law "On Institutes if the Common Investment"; on amendments to certain legislative acts of Ukraine regarding the licensing of certain types of the economic activity, on greenhouse gas.
The Verkhovna Rada of Ukraine adopted the Law "On Licensing in the Sphere of Economic Activity" (regarding the conduction of economic activity based on declaration submission).
The Draft Resolution on the National Military Memorial Cemetery was reported by the Poeple´s Deputy of Ukraine Vadym Kolisnichenko. He stated that the draft resolution suggests provision of the honoring and deserving funeral of the war veterans, military officers, their family members and other persons that made historic deeds in the name of the Ukrainian nation and have peculiar honors before Ukraine, by the building of the National Military Memorial Cemetery.
The People´s Deputy also declared that the draft resolution recommends the Cabinet of Ministers in two-weeks term form the moment of the resolution adoption form the organizational committee with the involvement of the representatives of the Ministry of Defense of Ukraine, other ministries and departments, Kyiv City and Kyiv regional State Administrations, public organizations for the regulation of the issues on appointing, formation and functioning of the National Military Memorial Cemetery and adoption of the place of its formation in Bykivnia village (Kyiv city).
The People´s Deputies upheld the draft Resolution with the remarks.
The Verkhovna Rada passed the resolution by 323 votes.
The Chairman of the Verkhovna Rada Volodymyr Lytvyn reminded that pursuant to the adopted decision at the beginning of the afternoon sitting, the bill on judicial system and status of judges is to be scrutinized.
