PLENARY MEETINGS OF THE SIXTH SESSION OF THE VERKHOVNA RADA OF UKRAINE OF THE SIXTH CONVOCATION WERE HELD ON THURSDAY, 1 JULY
Morning sitting was commenced with the delay due to the blocking of the presidium, governmental box and tribune by the BYuT faction. The Conciliative council was held.
Volodymyr Lytvyn, Chairman of the Verkhovna Rada of Ukraine, opened the plenary meeting at 11.00 and informed about the results of work of the Verkhovna Rada at the plenary meeting on 30 June.
V. Lytvyn also informed about the results of the Conciliative Council: deputy factions agreed to nominate their candidates to the two temporary inquiry panels a Temporary Inquiry Panel of The Verkhovna Rada of Ukraine to investigate Resolution of Stockholm Court of Arbitration, Facts of Corruptive Activity of RosUkrEnergo CJSC and Involvement of Public Officers in it, and Arrest of A.V.Makarenko, ex-Head of the State Customs Service; and a Temporary Inquiry Panel of The Verkhovna Rada of Ukraine to investigate the censorship cases in mass media, pressure on the freedom of speech in Ukraine and obstacles in the legal professional activity of the journalists.
The People´s Deputies voted for the prolongation of the afternoon meeting until all the agenda issues are scrutinized.
The parliamentarians postponed scrutiny of the resolution on certain issues of implementation of clause 116 of the Standing Orders of the Verkhovna Rada of Ukraine.
The People´s Deputies scrutinized the Resolution "On Setting up a Temporary Inquiry Panel of The Verkhovna Rada of Ukraine to investigate Resolution of Stockholm Court of Arbitration, Facts of Corruptive Activity of RosUkrEnergo CJSC and Involvement of Public Officers in it, and Arrest of A.V.Makarenko, ex-Head of the State Customs Service."
The Verkhovna Rada passed the resolution on the setting up a temporary inquiry panel by 238 votes.
The People´s Deputies also passed the Resolution "On Setting up a Temporary Inquiry Panel of The Verkhovna Rada of Ukraine to investigate the Cases of Censorship in Mass Media, Restriction of Freedom of Speech in Ukraine and Impediments to the Legitimate Occupational Activity of Journalists."
The People´s Deputies passed the Resolution "On the Parliamentary Hearings "Ukrainians in the World" in December 2010" and "On the Parliamentary Hearings "On the State and Prospects of Hydrocarbon Extraction in Ukraine and Introduction of the State Monopoly on this Activity" in January 2011."
The Verkhovna Rada passed a number of resolutions on the appointing and dismissal of the judges.
The People´s Deputies scrutinized the amendments to the bill on amendments to certain Laws of Ukraine (regarding the use of right on travel privilege) and rejected it.
The following bills were adopted in the second reading and in entirety: "On Amendments to the Clause 219 of the Civil Procedural Code of Ukraine" (re the Scrutiny Term of the Appeal on Errata and Arithmetic Mistakes Correction in the Juridical Acts); "On Amendments to several Legislative Acts of Ukraine on their Harmonization with the Law of Ukraine "On the Fundamentals of State Regulatory Policy in the Economic Activity Sector"; "On State-Private Partnership"; "On Amendments to several Legislative Acts of Ukraine regarding Alleviation of State Registration of Economic Entities Termination"; "On Amendments to the Law of Ukraine "On Radio-Frequency Resource of Ukraine" (re Authorities of the National Commission for Communications Regulation); "On Amendments to the Law "On Telecommunications" (re Enlargement of the List of Services); "On Amendments to several Laws of Ukraine regarding Extension of Requirements to the Authorized Capital of the Professional Participants of the Stock Market."
The Verkhovna Rada also adopted the following bills in the second reading and in entirety: "On Amendments to certain Legislative Acts of Ukraine on Protection of Housing Rights of Orphans and Children deprived of Parental Care"; "On Amendments to Clause 218 of the Criminal Procedural Code of Ukraine (re Obligations of the Criminal Investigator)"; "On Amendments to the Criminal Procedural Code of Ukraine" (re the Right of the Witness for the Lawyer); "On Amendments to the Law "On Investigation and Search Activity" (re International Cooperation); "On State Registration of Acts of Civil Status"; "On the Fundamentals of State Supervision (Control) over the Economic Activity" (Harmonization of Regulations).
In the result of the scrutiny the bill on amendments to clause 217 of the Criminal-Procedural Code of Ukraine (re obligations of investigator) was rejected.
At the beginning of the afternoon sitting the People´s Deputies scrutinized the draft resolution "On Elections of the Deputies of Local Councils and Village, Township and City Mayors in 2010."
The Verkhovna Rada of Ukraine passed the Resolution "On Elections of the Deputies of Local Councils and Village, Township and City Mayors in 2010" by 247 votes.
The People´s Deputies also scrutinized three bills regarding the amendments to the Law "On Elections of the Deputies of the Verkhovna Rada of the Autonomous Republic of the Crimea and Deputies of Local Councils and Village, Township and City Mayors."
The Verkhovna Rada adopted the bill of O. Efremov, People´s Deputy of Ukraine, as a basis.
The People´s Deputies continued scrutiny of the bills in the second reading. The parliamentarians scrutinized the amendments to the bill on amendments to the Law "On Amendments to the Law of Ukraine "On the Engineering and Technical Support of the Agricultural Sector of Ukraine" (re State Technical Supervision)" and adopted it by 304 votes.
The Verkhovna Rada adopted in the second reading and in its entirety the bills - "On Amendments to Clause 18 of the Law of Ukraine "On Urban Electric Transport"; "On Amendments and Additions to certain Laws of Ukraine on Public Reports of the Heads of Law Enforcement Agencies on the Law Order and its Enhancement"; "On Amendments to the Law of Ukraine "On the Government´s Defence Order" in a New Version; "On the State Supervision over the International Transfer of Military Goods and Dual Use Commodities"; "On Supplements to the Law of Ukraine "On the Fundamentals of the Social Security of the People with Disabilities in Ukraine" (re Free of Charge Parking); "On Victims of Nazi Persecution" (re Age of Minor Prisoners, and the Rate of Pension Rise).
The People´s Deputies referred the bills on amendments to the Law "On Amnesty in Ukraine" for further adjustment.
In the result of the voting the following bills were rejected: on amendments to certain Code of Ukraine regarding the implementation of the liability for the artificial formation of the land areas without the relevant licensing documentation; on amendments to the Law "On Social Services" (regarding the implementation of the orders of compensation payments to the individual persons); in Concept of the State Migration Policy; on amendments to certain legislative acts of Ukraine (regarding the judicial decision inclusion to the Single State Register).
The bill on amendments to clause 85 of the Law of Ukraine "On Banks and Banking Activity" (re protection of rights of the commercial banks) was rejected
The People´s Deputies scrutinized 423 remarks and amendments to the bill "On the Fundamentals of Domestic and Foreign Policy."
In the result of the scrutiny, the bill was adopted in the second reading and in its entirety by 259 votes.
The parliamentarians voted for adjourning the afternoon sitting.
The next plenary meeting of the sixth session shall be held on Friday, 2 July.
