PLENARY MEETINGS OF THE SIXTH SESSION OF THE VERKHOVNA RADA OF UKRAINE OF THE SIXTH CONVOCATION WERE HELD ON TUESDAY, 15 JUNE
In the beginning of the morning plenary meeting, Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine, briefed on the results of work of The Verkhovna Rada of Ukraine at the plenary meetings on 1-4 June.
The Chairman announced that People´s Deputy Valentyn Hryhorovych Matveiev was elected the First Deputy Chairman of the Communist Party Deputy Faction according to the protocol of the sitting of the Communist Party Deputy Faction of June 15, 2010 on election of Adam Ivanovych Martyniuk to the office of the First Deputy Chairman of The Verkhovna Rada of Ukraine.
The authorized representatives of the deputy factions presented their announcements, appeals and motions.
The Verkhovna Rada passed the Resolution "On Amendments to the Resolution of The Verkhovna Rada of Ukraine "On Election of Chairpersons, First Deputy Chairpersons, Deputy Chairpersons, Secretaries, Members of the Committees of The Verkhovna Rada of Ukraine of the Sixth Convocation, and Election of Chairpersons, First Deputy Chairpersons, Deputy Chairpersons, Secretaries, Members of the Ad Hoc Supervisory Panel of The Verkhovna Rada of Ukraine on Privatization."
The People´s Deputies scrutinized two draft resolutions: on report of S.O.Storchak, Head of the State Committee of Ukraine on Industrial Protection, Labour Safety and Mining Supervision, concerning occupational injuries, and on holding of the Parliamentary Hearings "On Conditions of Industrial and Occupational Safety" on 17 November 2010.
The Verkhovna Rada passed the Resolution "On Holding of the Parliamentary Hearings "On Conditions of Industrial and Occupational Safety" on 17 November 2010".
People´s Deputy O.Bodnar presented the bill on the system of administration and registration of a single social fee for compulsory state social insurance. O.Bodnar withdrew the bill, since it was said to have no support among the parliament members.
The People´s Deputies scrutinized the appeal of the Committee on Social Policy and Labour on withdrawal of the bill, and rejected the bill.
People´s Deputy Mykola Katerynchuk presented the Draft Tax Code of Ukraine.
M. Katerynchuk briefed on the fundamental provisions of the bill. He stated that it enhanced the simplified tax system, reformed the VAT and corporate income tax.
The People´s Deputies, members of the factions in opposition, discussed the bill. They declared that its provisions appertaining to the administration of taxes complied with the European practice and approaches improving the business environment.
The Draft Tax Code was rejected.
Mykhailo Brodskyi, Head of the State Committee of Regulatory Policy and Entrepreneurship, presented the bill on Amendments to certain Legislative Acts of Ukraine.
The Verkhovna Rada adopted the bill as a basis by 249 votes.
The People´s Deputies scrutinized two bills by Natalia Korolevska: on Amendments to Clause 32 of the Law "On Standards, Technical Regulations and Procedures of Conformity Assessment" (re Abolition of Conformity Declaration Registration) and on the Licensing System in the Economic Sector (re Performance of Economic Activity on the Grounds of the Declaration Submission).
The former bill excludes the provision of Clause 32 of the Law, under which the producer (importer) shall register declarations on the conformity of technical regulations objects at the central executive authority bodies.
Both bills were adopted in the first reading.
People´s Deputy Yurii Haidaiev presented the bill on Amendments to Clause 9 of the Law "On Licensing of Certain Types of Economic Activity."
The bill was adopted in the first reading by 343 votes.
The Verkhovna Rada adopted the laws "On Amendments to the Law "On Pension for the Special Services to Ukraine" (re Persons on a Full Governmental Support) and "On Amendments to Clause 988 of the Civil Code of Ukraine" (re Insurer´s Obligations).
The bills "On Amendments to several Legislative Acts of Ukraine (re State Registration of Franchise Agreement)" and "On Amendments to Clause 242 of the Civil Code of Ukraine" (re Representation by Law) were adopted in the first reading.
At the afternoon plenary meeting, the People´s Deputies continued to scrutinize the bills in the first reading.
The bill "On Amendments to Clause 208 of the Land Code of Ukraine regarding Terms of Use of Land Plots by the Public Associations of People with Disabilities" was adopted as a basis.
The People´s Deputies scrutinized three bills appertaining to the lottery business. The bill on state regulation of lotteries in Ukraine was referred to further adjustment. The bills on state monopoly on lottery business, and on amendments to the Law "On Moratorium on the Issue of Licenses for Economic Activity connected with Issue and Organization of Lotteries" were rejected.
The Verkhovna Rada adopted the following bills as a basis: on Amendments to the Law "On Protection of Flora", on Amendments to several Legislative Acts of Ukraine (re Protection of Consumers), and on Amendments to several Legislative Acts of Ukraine (re Customer Charter).
The bill on amendments to clause 44 of the Law "On Professional Associations, their Authorities and Warrants of Activity" (re Deduction for Cultural, Psychical Culture, and Recreational Activity) was rejected.
The People´s Deputies passed the Resolution "On Elaboration of the National Program on Reduction and Gradual Suspension of Use of Phosphate-based Detergents in the Territory of Ukraine" by 342 votes.
The Verkhovna Rada passed the Resolutions "On Celebration of the 350th Anniversary of Foundation of Trostianets Town of Sumy Region", and "On Celebration of the 80th Anniversary of Birth of P.R.Popovych, First Ukrainian Cosmonaut, Two-Time Hero of the Soviet Union".
The draft resolutions on celebration of memorable dates and anniversaries in 2010, and on preservation of the Kyiv-Pecherska Laura and development of the National Kyiv-Pecherskyi Historical and Cultural Reserve were rejected.
Yurii Prokopchuk, Chairman of the Sub-Committee of the Committee on Legislative Support of Law-Enforcement, presented the bill "On Amendments to the Criminal Code of Ukraine" (re Responsibility for Illegal Use of Special Technical Equipment for Secret Receipt of Information).
The bill was adopted in the second reading and in its entirety by 322 votes.
Yurii Prokopchuk presented the bill "On Amendments to several Legislative Acts of Ukraine" (re Responsibility for Illegal Use of Special Technical Equipment for Secret Receipt of Information).
The bill was adopted as a basis and in its entirety by 325 votes.
The People´s Deputies scrutinized the bill on amendments to the Law "On Drinking Water and Drinking Water Supply."
The bill was rejected.
In the end of the afternoon plenary meeting, the People´s Deputies adopted the Bill on Amendments to several Legislative Acts of Ukraine regarding Road Traffic Accidents and Insurance Recovery as a basis.
Adam Martyniuk, First Deputy Chairman of The Verkhovna Rada of Ukraine, adjourned the afternoon plenary meeting.
The next plenary meeting of the sixth session will be held on Wednesday, 16 June.
