PLENARY WEEK OF THE SIXTH SESSION OF THE VERKHOVNA RADA OF UKRAINE OF THE SIXTH CONVOCATION CONCLUDED ON FRIDAY, 18 JUNE

 

In the beginning of the morning plenary meeting, Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine, briefed on the results of plenary work on 17 June.

 

The Chairman announced that People´s Deputies Valerii Borysov, Davyd Zhvania, Volodymyr Marushchenko, Oleh Novikov, Serhii Kharovskyi and Viktor Shemchuk, members of Our Ukraine-People´s Self-Defence Faction, joined the coalition of the deputy factions "Stability and Reforms."  

 

V.Lytvyn reminded that a Government Question Hour was scheduled for Friday, 10 00-11 00. Representatives of the non-coalition deputy factions suggested that the Government Question Hour be dedicated to the questions connected with the investigation of impediments to the professional activity of the journalists.  

 

Anatolii Mohyliov, Minister of Internal Affairs of Ukraine, answered the questions of Our Ukraine-People´s Self-Defence Faction submitted in a written form.

 

The Chairman read out the deputy inquiries.

 

The recess was announced on demand of the BYuT and Our Ukraine-People´s Self-Defence Factions. Yurii Stets, member of Our Ukraine-People´s Self-Defence Faction, focused on the issues raised by the opposition during the last two days. He reminded that several facts of impediments to the professional activity of the journalists had been registered lately.

 

Yurii Stets stated that the Resolution on setting up a Temporary Inquiry Panel of The Verkhovna Rada of Ukraine to investigate Legitimacy of Resolutions of the National Television and Radio Broadcasting Company of Ukraine regarding Organization of Competition and Determination of Winners of the Competition for the Receipt (Re-Registration) of Broadcast Licenses with the Use of Frequencies in 2005-2010 (Reg. No.6521) had been adopted with the violations of the applicable legislation.  

 

People´s Deputy Oleksandr Horoshkevych presented the bill on Amendments to several Legislative Acts of Ukraine regarding Application of Agreements of Production Distribution. The bill creates adequate legislative prerequisites for application of agreements on production distribution, simplifies licensing procedures in the sector of mineral resources use on the terms of agreements on production distribution, eliminates several legislative gaps connected with the application of customs procedures to the hydrocarbons extracted in the customs territory of Ukraine beyond the State border of Ukraine, but within the exclusive (sea) economic zone of Ukraine. 

 

The bill was adopted as a basis by 233 votes.

 

Lidia Drozdova, First Deputy Minister of Social Policy and Labour, presented the bill on Administration and Registration of a Single Social Security Contribution. The bill submitted by the Cabinet of Ministers of Ukraine authorizes a single body   the Pension Fund of Ukraine to perform the following functions similar to all the funds of compulsory State social insurance: registration of payers, formation and maintenance of the State Social Insurance Registrar (organizational and technical system of information about the insurers and the insured), uniform accountability, supervision over the timely and complete administration of a single social security contribution.

 

The bill was adopted as a basis by 237 votes.

 

Oleksandr Skybinetskyi, Head of the Temporary Ad Hoc Panel of The Verkhovna Rada of Ukraine on the Reforms of the Security Service of Ukraine and its Legislative Support, reported on its work.

 

The main outcome of the activity was scrutiny and approval of a new version of the Law on the Security Service. This bill was referred to the first reading at the Parliament.  

 

The Resolution "On the Report of the Temporary Ad Hoc Panel of The Verkhovna Rada of Ukraine on the Reforms of the Security Service of Ukraine and its Legislative Support" was adopted by 319 votes. The work of the Panel was terminated.

 

People´s Deputy Volodymyr Oliinyk presented the Draft Resolution "On setting up a Temporary Inquiry Panel of The Verkhovna Rada of Ukraine to investigate Misappropriation of Budget Funds running into Millions by the Leaders of the State Committee of Ukraine for State Material Reserve". In compliance with part 3 of clause 89 of the Constitution of Ukraine, clause 87 of the Standing Orders of The Verkhovna Rada of Ukraine, the People´s Deputies set a Temporary Inquiry Panel of The Verkhovna Rada of Ukraine to investigate Misappropriation of Budget Funds running into Millions by the Leaders of the State Committee of Ukraine for State Material Reserve.

 

The Resolution "On setting up a Temporary Inquiry Panel of The Verkhovna Rada of Ukraine to investigate Misappropriation of Budget Funds running into Millions by the Leaders of the State Committee of Ukraine for State Material Reserve" was adopted by 240 votes.

 

In the end of the morning plenary meeting, the People´s Deputies presented their motions, announcements and appeals.

 

On 21-25 June, the People´s Deputies will work with the voters.   

 

The next plenary meeting of the sixth session will be held on Tuesday, 29 June.
