ON WEDNESDAY, 16 JUNE, THE VERKHOVNA RADA OF UKRAINE CONTINUED ITS PLENARY WORK
In the beginning of the morning plenary meeting, Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine, briefed on the results of work of The Verkhovna Rada of Ukraine at the plenary meetings on 15 June.
The authorized representatives of the deputy factions presented their announcements, appeals and motions.
V.Lytvyn announced that Viktor Yanukovych, President of Ukraine, Mykola Azarov, Prime Minister of Ukraine, Andrii Stryzhak, Head of the Constitutional Court of Ukraine, Vasyl Onopenko, Head of the Supreme Court of Ukraine, attended the plenary meeting.
The Chairman informed about the Decree of Viktor Yanukovych, President of Ukraine, of 15 June 2010 on appointment of Serhii Vynokurov to the office of a judge of the Constitutional Court of Ukraine. According to Clause 17 of the Law "On the Constitutional Court of Ukraine" and Part 1 of Clause 217 of the Standing Orders of The Verkhovna Rada of Ukraine, a judge of the Constitutional Court of Ukraine shall take the oath at the sitting of The Verkhovna Rada of Ukraine before assuming the office.
Serhii Vynokurov took the oath of a judge of the Constitutional Court of Ukraine.
The People´s Deputies included the Draft Tax Code of Ukraine (Reg. No. 6509) submitted by the Cabinet of Ministers on the agenda.
Yurii Prokopchuk, Chairman of the Sub-Committee of the Committee on Legislative Support of Law-Enforcement, presented the bill on amendments to the Criminal Code of Ukraine regarding strengthening of the liability for illegal deprivation of the right for housing.
The bill was referred to further adjustment by 345 votes.
People´s Deputy Anatolii Hrytsenko presented the bill on amendments to several Laws of Ukraine regarding restriction of extraordinary undertakings with the purpose of governmental control (supervision) in the economic activity sector. He stated that the bill alleviates entrepreneurship conditions in Ukraine.
The bill was rejected.
Olena Kondratiuk, Chairman of the Sub-Committee of the Committee on Freedom of Speech and Information, presented the bill on amendments to the Law "On Television and Radio Broadcasting" (re regulation of broadcast of TV programs with paid interactive contests).
The bill was referred to further adjustment.
The Verkhovna Rada rejected the following bills: on collective management of rights for works, performances, recorded audio and video tapes (Reg. No.2451); on copyright and related rights (Reg. No.4451); on amendments to clause 10 of the Law "On Copyright and Related Rights" (re works that are not the objects of copyright) (Reg. No.3411); on amendments to the Law "On fighting Terrorism" (re anti-terrorist operations beyond the territory of Ukraine) (Reg. No.4105); on specification of the procedure of payments for heat, electric energy, gas and water supply (Reg. No. 4258); on amendments to the Law "On State Aid to the Families with Children" (re monthly state social aid) (Reg. No.2716); on amendments to the Family Code of Ukraine (re enhancement of protection of children´s right by adoption) (Reg. No.3300).
The People´s Deputies discussed and rejected the draft resolution on approval of the Concept of the Judicial-Legal Reform in Ukraine.
The People´s Deputies scrutinized the draft resolution on dismissal of A.V.Mohyliov from the office of the Minister of Internal Affairs of Ukraine.
The draft resolution was rejected.
In the end of the morning plenary meeting, the People´s Deputies included the following bills on the agenda: on amendments to the Code of Ukraine on Administrative Infringements (re strengthening of liability for pollution of forests) (Reg. No.6141); on supplements to Clause 164 of the Code of Ukraine on Administrative Infringements regarding abolition of responsibility for performance of economic activity by tacit consent (Reg. No.6339), on amendments to several legislative acts of Ukraine (Reg. No.6447); on amendments to the Law "On the State Budget of Ukraine for 2010" (Reg. No.6516).
Adam Martyniuk, First Deputy Chairman of The Verkhovna Rada of Ukraine, adjourned the morning plenary meeting.
The next plenary meeting of the sixth session will be held on Thursday, 17 June.
