PLENARY MEETINGS OF THE SIXTH SESSION OF THE VERKHOVNA RADA OF UKRAINE OF THE SIXTH CONVOCATION WERE HELD ON TUESDAY, 29 JUNE
In the beginning of the morning plenary meeting, Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine, briefed on the results of work of The Verkhovna Rada at the plenary meetings on 15-18 June.
The Chairman announced that People´s Deputy Arnold Radovets joined the coalition of deputy factions "Stability and Reforms."
Authorized representatives of the deputy factions presented their announcements, appeals and proposals.
A recess was announced at the request of the BYuT and Our Ukraine-People´s Self-Defence Deputy Factions. During the recess, the members of these factions blocked the presidium, the lectern and the governmental box.
Andrii Kozhemiakin, member of the BYuT Faction, read out the appeal of the faction on ‘illegitimate´ detention of Anatolii Makarenko, ex-Head of the State Customs Service of Ukraine, by the Security Service of Ukraine on June, 23.
The BYuT Faction demanded that the Prosecutor General or acting Prosecutor General, and the Head of the Security Service of Ukraine presented their reports in The Verkhovna Rada, and a temporary inquiry panel were set up to investigate the situation concerning the resolution of the Stockholm court.
Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine, briefed on the outcome of the Conciliative Council. The members of the Conciliative Council supported the initiative of the BYuT Faction to listen to the reports of the General Prosecution and the Security Service of Ukraine on detention of A.Makarenko.
The People´s Deputies scrutinized the issue on election of the members of the National Council of Ukraine for Television and Radio Broadcasting.
The Committee suggested considering 23 candidates to the posts of members of the National Council of Ukraine for Television and Radio Broadcasting.
In the result of the voting, the People´s Deputies supported the following candidates: M.V.Fartushnyi, I.V.Opilat, O.M.Yelmanova, Ye.V.Baranov.
The People´s Deputies scrutinized and rejected the Law "On Procedure of Import (Shipping), Customs Clearance and Taxation of Personal Belongings, Commodities and Vehicles that are imported (shipped) in Ukraine by the Citizens" by 293 votes.
The People´s Deputies scrutinized two bills with the President´s motions. The motion of the President of Ukraine regarding rejection of the Law "On Normative-Legal Acts" was endorsed.
The Verkhovna Rada of Ukraine adopted the Law "On Amendments to some Legislative Acts of Ukraine on Enhancement of State Regulation in the Field of Housing Construction."
The People´s Deputies scrutinized twelve bills on amendments to the Law "On Elections of the Deputies of The Verkhovna Rada of the Crimean Autonomous Republic, Local Councils, and Village, Township and City Mayors."
Neither bill was supported.
The Chairman adjourned the morning plenary meeting.
In the beginning of the afternoon plenary meeting, the People´s Deputies listened to the report of Viktor Pshonka, First Deputy Prosecutor General of Ukraine, and Volodymyr Porodko, Deputy Head of the Security Service, on detention of Anatolii Makarenko, ex-Head of the State Customs Service of Ukraine.
The reporters responded to the questions of the People´s Deputies.
The bill on amendments to certain legislative acts of Ukraine (re introduction of an economic entities electronic state registration system) was presented by Serhii Tretiakov, Deputy Chairman of the Committee on Regulatory Policy and Entrepreneurship.
The Verkhovna Rada of Ukraine adopted the bill as a basis by 238 votes.
Serhii Tretiakov, Deputy Chairman of the Committee on Regulatory Policy and Entrepreneurship, presented another governmental bill "On Regulation of the Reporting and Check Procedure regarding the Allowance and Payment of Insurance Premium for the Compulsory State Social Insurance by the Insurance Companies."
In the result of the voting the bill was adopted by 239 votes.
The parliamentarians scrutinized two bills on amendments to certain legislative acts regarding accreditation of separate departments of foreign legal entities in the territory of Ukraine. The governmental bill was presented by Serhii Tretiakov, Deputy Chairman of the Committee on Regulatory Policy and Entrepreneurship. The alternative bill was presented by Ksenia Liapina, People´s Deputy of Ukraine.
The Verkhovna Rada of Ukraine adopted the governmental bill by 233 votes.
The People´s Deputies scrutinized the bill on amendments to clause 52 of the Law "On the Cabinet of Ministers of Ukraine."
In the result of the scrutiny the bill was rejected.
Eduard Pavlenko, Chairman of the Sub-committee of the Committee on Human Rights, National Minorities and International Relations, briefed on the Committee´s decision on the bill on amendments to the Law "On the Verkhovna Rada of Ukraine Ombudsman" (re period of authorities).
The bill was adopted as a basis and in its entirety with the corrections of the Central Scientific-Expert Office of the Verkhovna Rada of Ukraine.
In the result of the voting the bill on amendments to certain legislative acts of Ukraine (regarding protection of childhood) was rejected.
The parliamentarians scrutinized the amendments to the bill "On amendments to several legislative acts of Ukraine regarding customs clearance of goods destined for the preparation and holding of EURO 2012" and adopted it by 241 votes.
The Verkhovna Rada of Ukraine adopted two bills in the second reading and in its entirety: on amendments to clause 13 of the Law "On State Support of the Agriculture" and "On Amendments to certain Legislative Acts of Ukraine regarding Breeding in Livestock Farming."
The bill on the moratorium on removal of green plantations on the separate objects of beautification in Kyiv city was referred to further adjustment.
In the result of the voting the following bills were rejected: on amendments to clause 37 of the Law "On State Service" and clause 21 of the Law "On Service in the Local Self-Government Bodies" (re Pension Provision); on amendments to the Law "On Status and Social Protection of the Citizens injured in the result of the Chornobyl Disaster" (re strengthening of the social protection).
The First Deputy Chairman of the Verkhovna Rada of Ukraine Adam Martyniuk adjourned the afternoon sitting.
The next plenary meeting of the sixth session shall be held on Wednesday, 30 June.
