ON THURSDAY, THE PLENARY MEETING OF THE VERKHOVNA RADA OF UKRAINE OF THE SIXTH CONVOCATION WAS HELD

 

In the beginning of the morning plenary meeting, Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine, briefed on the results of work of The Verkhovna Rada at the plenary meeting on 2 June.

 

V.Lytvyn stated that on 31 May, the President of Ukraine issued a Decree on Appointment of V.I.Khoroshkovskyi to the office of a member of the High Council of Justice.

 

V.I.Khoroshkovskyi took the oath of a member of the High Council of Justice.

 

Mykola Azarov, Prime Minister of Ukraine, presented the bill on the fundamentals of domestic and foreign policy of Ukraine.

 

M.Azarov stated that the fundamentals of domestic and foreign policy of Ukraine presented by the President of Ukraine are based on the strict observance of the Constitution of Ukraine, guarantees of human and civil rights and liberties proclaimed by the Constitution of Ukraine, recognized principles and standards of international law, welfare orientation of economy and sustainable socio-economic development of Ukraine; lead to the strengthening of democratic principles of public life, secure supremacy of law, economic and political independence of the State, protection of its national interests and enhancement of national security, recognition of Ukraine as a full-fledged authoritative member of the global community.   

 

Representatives of the committees and deputy factions discussed the bill.

 

Representatives of the coalition factions declared their support of the bill. They stressed that the bill "is aimed at realization and enhancement of potential of the Constitution, which concerns the principle of law supremacy, guarantees of human rights and liberties, and protection of national interests first of all."

 

The Verkhovna Rada adopted the bill on the fundamentals of domestic and foreign policy of Ukraine as a basis by 253 votes.

 

The People´s Deputies scrutinized two bills on the all-Ukrainian referendum. People´s Deputies Dmytro Shpenov and Yurii Kliuchkovskyi made reports.

 

The Verkhovna Rada adopted the bill under Reg. No. 6278 as a basis.

 

The People´s Deputies scrutinized several draft resolutions on dismissal of judges, passing corresponding decisions.

 

The People´s Deputies discussed three bills on the judicial system and status of judges. Andrii Portnov, Deputy Head of the Administration of the President of Ukraine, presented the presidential bill.

 

Alternative bills were presented by People´s Deputies Yurii Karmazin and Yurii Prokopchuk. They explained the principles of their bills and also informed about the distinctions between their bills and the presidential one.

 

In the course of the discussion the People´s Deputies expressed for the necessity of reformation and reorganization of the judicial branch of authority.

 

The People´s Deputies of Ukraine expressed for the support of the bill introduced by the President of Ukraine, emphasizing the fact that the bills envisage implementation of the democratic forms of the judicial power that correspond to the Venice Commission; that the bill is aimed at the increase of the judicial branch of authority, etc.

 

In the result of the voting the People´s Deputies of Ukraine adopted the bill submitted by the President of Ukraine.

 

The parliamentarians adopted the Resolution on withdrawal of the bills and effectiveness of the decisions of the Verkhovna Rada of Ukraine in the sphere of judicial system and status of judges in connection with the adoption of the bill on judicial system and status of judges in the first reading (Reg. No.6450).

 

The Verkhovna Rada adopted the bill on amendments to clause 13 of the Law "On Innovation Activity" (re terms of the state registration) as a basis and in its entirety.

 

In the end of the morning plenary meeting, the People´s Deputies adopted as a basis the resolution draft on Recommendation of the Parliamentary Hearings "The Innovation Development Strategy of Ukraine for the Years 2010-2020 under the Conditions of Challenges of Globalization."

 

Adam Martyniuk, First Deputy Chairman of the Verkhovna Rada of Ukraine, adjourned the plenary meeting.

 

The next plenary meeting will be held on Friday, 4 June.
