ON THURSDAY 13 MAY THE PLENARY MEETINGS OF THE VERKHOVNA RADA OF UKRAINE OF THE SIXTH CONVOCATION WERE HELD
Volodymyr Lytvyn, the Chairman of the Verkhovna Rada of Ukraine opening the morning sitting briefed on the results of the Verkhovna Rada of Ukraine work in the course of the plenary meeting on 12 May.
The People´s Deputies scrutinized three resolution drafts on the amendments to the Resolution of the Verkhovna Rada of Ukraine "On Appointing of the Chairmen, First Deputy Chairmen, Deputy Chairmen, Secretaries, Members of the Committees of the Verkhovna Rada of Ukraine of the Sixth Convocation and On Appointing of the Chairmen, First Deputy Chairmen, Deputy Chairmen, Secretaries, Members of the of the Special Supervisory Panel of The Verkhovna Rada of Ukraine on Privatization." They were reported by Oleksandr Efremov, the Chairman of the Committee on Rules of Parliamentary Procedure, Ethics and Support to Work of The Verkhovna Rada of Ukraine.
In the course of the discussion, the representatives of the oppositional factions mentioned that the adoption of the suggested resolutions means the violation of the Constitution of Ukraine and Standing Orders. They, in particular suggested appointing to the office of the Chairman of the Committee on Rules of Parliamentary Procedure, Ethics and Support to Work of The Verkhovna Rada of Ukraine and on Freedom of Speech and Information opposition representatives. Separate speakers accused the Chairman of the Verkhovna Rada of Ukraine as he put to vote only the resolution drafts suggested by the coalition representatives.
The Chairman of the Verkhovna Rada of Ukraine rejected the accusations and stated that the opposition failed to introduce its propositions regarding the amendments in the committee personnel.
After the discussion, the Verkhovna Rada of Ukraine passed the Resolution on Conduction of the Parliamentary Hearings in September 2010 on the theme: "Economic Reforms: Reality and Expectation of the Ukrainian Business" and in October 2010 "Strategy of the Humanities Policy in the Modern Ukraine."
Having repeatedly scrutinized the Law of Ukraine "On Amendments to the Law of Ukraine "On Protection of the Animals from the Abusive Treatment of Animals" with the motions of the President of Ukraine, the Parliamentarians failed to uphold the proposition of the President of Ukraine to the Law and did not overcome the veto of the President of Ukraine. Thus the Law was rejected.
The People´s Deputies commenced the scrutiny of the bills in the second reading with the scrutiny of the bill on amendments to clause 209 of the Land Code of Ukraine" re application of funds and adapted it in its entirety, thus the Law comes into force from 1 January 2011.
YTB Faction and "Our Ukraine People´s Self-Defence" insisted on the break for the conduction of the Conciliative Council for the scrutiny of the bill Reg. No6109. After the proposition of the Chairman the Conciliative Council was to be conducted in the course of the planned break.
The Verkhovna Rada rejected the bills on amendments to the Law "On Fire Safety" and on amendments to the Law "On Renovation of Paying Capacity of Debtor and Its Bankrupt Recognition."
The People´s Deputies scrutinized a number of the resolution drafts on appointing and dismissal of the judges and passed the relevant decisions.
V. Lytvyn briefed on the resolution of the Conciliative Council to adopt the decision in consensus or vote for the proposition to scrutinize the issue at the moment.
The People´s Deputies passed the decision to scrutinize the bill on amendments to certain Laws of Ukraine regarding the non-admission of right for appeal abuse.
The bill was reported by the Chairman of the Sub-Committee of the Committee on Justice Vadym Kolisnichenko. He explained that the legislative act is aimed at the counteraction of right to appeal abuse in cases, the subjects of which are the acts of the Supreme Council of Justice. The Law suggests the amendments to the Law "On Supreme Council of Justice" and Code of Ukraine on Administrative Legal Proceedings and implements that acts of the Supreme Council of Justice might undergo appellation in the Supreme Administrative Court of Ukraine.
The Verkhovna Rada adopted the Law "On Amendments to certain Laws of Ukraine regarding the Non-admission of Right for Appeal Abuse" by 260 votes.
During the afternoon sitting the People´s Deputies continued the scrutiny of the number of bills in the second reading.
In its entirety were adopted the bills on Amendments to the Law "On Space Activity" (re Enhancement of Normative Legal Regulation Mechanisms); on Amendments to certain Legislative Acts of Ukraine regarding Conveyance of Dangerous Cargo.
The Verkhovna Rada of Ukraine passed the Resolution "On the Scholarships of The Verkhovna Rada of Ukraine to the Students of Higher Education Establishments" (re Increase in the Rate of Scholarships of The Verkhovna Rada of Ukraine) and "On Bursaries of The Verkhovna Rada of Ukraine to the Students of Higher Education Establishments who are Orphans or Children from the Low-Income Families."
In the result of the scrutiny for the further elaboration were directed the bills: on amendments to the Criminal Code of Ukraine regarding the illegal treatment of the technical means of secret information obtaining; on amendments to the Criminal-Procedural Code of Ukraine regarding the right of the witness on lawyer etc.
For the further elaboration was also directed the resolution draft on present state, tasks and further perspectives of the Chornobyl disaster consequences elimination (24th anniversary of the Chornobyl disaster).
The People´s Deputies upheld the presentation of the Committee to the bill on amendments to certain legislative acts of Ukraine (regarding the purpose use of the land areas of the agricultural purpose) and rejected it.
The Parliamentarians scrutinized a number of bills on appointing of the early elections of the local councils and passed relevant decision.
The Verkhovna Rada of Ukraine passed a Number of Resolutions on Cessation of Authorities of the National Council of Ukraine on Television and Radio Broadcasting Matters Members appointed by the Verkhovna Rada of Ukraine, in connection with Cessation of the Term of Their Appointment.
In particular, terms of appointment of Yu. O. Plaksiuk, V. F. Schevchenko, T. Ya. Lebedeva, V. I. Ponedilok were ceased.
The Verkhovna Rada of Ukraine passed the Resolution on Recommendations of the Parliamentary Hearings "On State of the Freedom of Speech in the Regional Mass Media."
The Bill "On Amendments to Paragraph 4 of Chapter II "Final Provisions" of the Law "On Amendments to several Laws of Ukraine regarding Support of the Agricultural Complex in the Conditions of the Global Financial Crisis" was reported by Ivan Kyrylenko, the People´s Deputy of Ukraine. He stated that the bill introduces a new budget program on reimbursement of expenses to the agricultural producers for a cow available on 1 January 2010, which shall be launched on 1 January 2011 instead of 1 January 2010. The People´s Deputies believe that in the result of the untimely adoption of the budget for 2010, agricultural producers can lose governmental support this year, as the legislative provision on budget-2010 will not be effective, while the provision of the Law "On Value Added Tax" will lose its force. The People´s Deputies believe that the budget program on support of agricultural producers should be launched on 1 January 2011, taking all the organizational measures in the current year.
In the result of the scrutiny, the People´s Deputies upheld the bill by 335 and adopted it as a Law.
