PLENARY MEETINGS OF THE VERKHOVNA RADA OF UKRAINE OF THE SIXTH CONVOCATION WERE HELD ON TUESDAY, 1 JUNE
At the beginning of the plenary meeting, Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine, briefed on the results of parliamentary work at the plenary meetings on 18-21 May.
V.Lytvyn informed that the People´s Deputies Andrii Verevskyi, Ivan Denkovych and Oleksandr Shepelev entered the coalition of deputy factions "Stability and Reforms."
The Chairman stated that on May 31, 2010 the Central Election Commission had registered Oleksandr Kyrychko and Leonid Isaiev elected in a multi-mandate national electoral district on September 30, 2007, members of the party list of the Party of Regions, as People´s Deputies of Ukraine.
The newly-elected People´s Deputies took the oath in front of The Verkhovna Rada of Ukraine.
V.Lytvyn informed that the People´s Deputies Oleksandr Kyrychko and Leonid Isaiev entered the Party of Regions deputy faction and the coalition of deputy factions "Stability and Reforms."
Representatives of the deputy factions presented their announcements, appeals and motions.
The People´s Deputies repeatedly scrutinized the Law "On Purchase of Goods, Works and Services for the State Funds" with the motions of the President of Ukraine.
All the motions of the President of Ukraine to the Law "On Purchase of Goods, Works and Services for the State Funds" were endorsed.
The People´s Deputies postponed the scrutiny of the Law "On Amendments to Clause 11 of the Law of Ukraine "On the Order of Import (Shipping) into Ukraine, Customs Clearance and Taxation of Personal Belongings, Goods and Motor Vehicles shipped by the Citizens to the Customs Territory of Ukraine" with the motions of the President of Ukraine.
The Verkhovna Rada supported the motion of the President of Ukraine and rejected the Law "On Amendments to Clause 23 of the Civil Code of Ukraine regarding Punitive Damages."
The Law "On Amendments to several Laws of Ukraine" was rejected.
The People´s Deputies scrutinized and rejected the bill on amendments to the Law "On the Constitutional Court of Ukraine" (re Guarantee of the Judges´ Right for Renewal in Office).
The following bills were included on the agenda of the sixth session: on amendments to Item 1 of Chapter II of Final Provisions of the Law "On Amendments to certain Legislative Acts of Ukraine regarding the Protection of Land Capacity" (Reg. No.No.6346, 6346-1), on the All-Ukrainian Referendum (Reg. No.No.6278, 6278-1, 6278-2), on amendments to several legislative acts of Ukraine regarding enhancement of responsibility for illegitimate treatment of special surveillance equipment (Reg. No.6191), on amendments to the Code of Ukraine on Administrative Infringements regarding responsibility for violation of the procedure of licensing documents issue (Reg. No.6262), on amendments to several legislative acts of Ukraine regarding prevention of illegal amalgamation and seizure of enterprises (Reg. No.6434), on amendments to several legislative acts of Ukraine (re introduction of an electronic system of economic entities state registration) (Reg. No.6261), on amendments to several legislative acts of Ukraine (Reg. No.6263), on amendments to Clause 32 of the Law "On Standards, Technical Regulations and Procedure of Conformity Assessment" (Reg. No.6234), on amendments to the Law "On Licensing in the Economic Activity Sector" regarding performance of economic activity on the grounds of declaration submittal (Reg. No.6265), on the regulation of accountability and audit of insurers as to calculation and payment of insurance fees for the compulsory State social insurance (Reg. No.6329), on the fundamentals of domestic and foreign policy of Ukraine (Reg. No.6451).
The draft resolutions on the celebration of the 350th anniversary of foundation of Trostianets town in Sumy region (Reg. No.6273) and on celebration of the 80th anniversary of birth of P.R.Popovych, the first Ukrainian cosmonaut, twice Hero of the Soviet Union (Reg. No. 6319) were also included on agenda.
The BYuT and Our Ukraine-People´s Self-Defense Factions demanded that a recess be announced. The People´s Deputy Anatolii Hrytsenko took the floor. A.Hrytsenko read out a demand to listen to the report of the officials of law-enforcement bodies concerning the death of student I.Indylo in the police station of Shevchenkivskyi district in Kyiv.
Then the People´s Deputies scrutinized the amendments to several bills at the second reading. The bill on Amendments to the Law "On Amendments to the Criminal Code of Ukraine" (re the Liability Strengthening for the Crimes against Minor's Sexual Liberty and Immunity) was adopted as a law.
The Verkhovna Rada adopted the Law "On Priority Areas of Science and Technology Development" in a new version.
The bills "On Protection of Personal Data" and "On Amendments and Supplements to the Law of Ukraine" (re Regulation of Legal Status and Procedure of Diplomatic Ranks Conferment) were adopted in entirety.
The following bills were forwarded for further drafting: on amendments to the Law "On the Governmental Support of Agriculture" (re enhancement of mechanisms of support of agricultural enterprises); on amendments to several legislative acts of Ukraine regarding protection of coastal strips; on amendments to the Water Code of Ukraine.
At the beginning of the afternoon plenary meeting, the People´s Deputies listened to the report of O.Krykun, Head of the Chief Department of Internal Affairs of Kyiv, concerning the death of student I.Indylo in the police station of Shevchenkivskyi district in Kyiv.
The Head of the Chief Department of Internal Affairs stated that the officials of the police station of Shevchenkivskyi district were restricted from their duties till the completion of the official inquiry and criminal proceedings.
The People´s Deputies scrutinized two bills on amendments to several legislative acts regarding protection of land capacity.
The Law on Amendments to Item 1 Chapter II of Final Provisions of the Law "On Amendments to certain Legislative Acts of Ukraine regarding the Protection of Land Capacity" was adopted in its entirety by 367 votes.
The bill on amendments to several legislative acts (re protection of land capacity) was adopted as a basis by 368 votes.
The bill on amendments to several legislative acts of Ukraine regarding State supervision in the communications sector was adopted at the second reading and in its entirety.
Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine, announced that the appeal on entry of People´s Deputy I.Denkovych to the coalition had been withdrawn.
The People´s Deputies scrutinized the amendments to the bills on amendments to the Law "On Transit of Cragoes" (re customs clearance) and on amendments to the Law of Ukraine "On Motor Ways" (re licensing of the roadside service facilities placement), adopting them as laws.
The bill on services facilitating emigration of the individuals from Ukraine or their temporary stay abroad ("On Non-State Emigration Services") was rejected.
The People´s Deputies scrutinized two bills on amendments to the Family Code of Ukraine.
The bill on amendments to the Family Code of Ukraine (re regulation of the alimony collection procedure) (Reg. No. 1238) was adopted by 387 votes, while the bill on amendments to the Family Code of Ukraine (re increase of alimony for children) (Reg. No.2008) was rejected.
Yevhenii Suslov, member of the Committee on Family Matters, Youth Policy, Sports and Tourism, presented the bill on amendments to Clause 212 of the Family Code of Ukraine (re moratorium on adoption of Ukrainian children by the foreigners).
The bill was forwarded for further drafting.
Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine, adjourned the afternoon plenary meeting.
The next plenary meeting of the sixth session shall be held on Wednesday, 2 June.
