ON THURSDAY, 20 MAY, THE PLENARY MEETINGS OF THE SIXTH SESSION OF THE VERKHOVNA RADA OF UKRAINE OF THE SIXTH CONVOCATION WERE HELD
Adam Martyniuk, First Deputy Chairman of the Verkhovna Rada of Ukraine, opened the morning sitting and briefed on the results of the Verkhovna Rada of Ukraine work during the plenary meeting on 19 May.
The Chairman announced that according to the protocol of the meeting of the Deputies Factions of Party of Regions of 19 May 2010, Mykhailo Chechetov is appointed to the office of the First Chairman of the Party of Regions, People´s Deputies Hryhorii Liashko, Vadym Kolesnichenko, Valerii Konovaliuk, Mykola Komar, Volodymyr Rybak and Yurii Samoilenko are appointed to the offices of the Chairmen of the Deputy Faction of Party of Regions.
Vitalii Khomutynnik, First Deputy Chairman of the Committee on Taxation and Customs Policy, presented the bill "On Amendments to certain Legislative Acts of Ukraine" (re Taxation) elaborated for the second reading. Vitallii Khomutynnik and Serhii Teriokhin, Chairman of the Committee on Taxation and Customs Policy, stated that the bill, submitted by the Cabinet of Ministers, introduces amendments to certain legislative acts on issues regarding taxation with the aim to increase the taxes and charges income (compulsory payments) to the budgets.
The bill introduces amendments to the excise legislation, in particular, concerning increase of the excise duty due to implementation of the amendments to the following Laws: "On Excise Duty on Alcohol Beverages and Tobacco Goods", "On Excise Duty Rates and Entrance Duty on Certain Types of Goods (Production)"; "On Excise Duty Rates on Ethyl Alcohol and Alcohol Beverages", "On Excise Duty Rates on Tobacco Goods."
The bill envisages the increase of excise duty rates on motor petrol, special petrol and other light distillates. The legislative act also suggests increase of the excise duty rates on beer.
The Law also introduces amendments to the Law "On Value-Added Tax." According to the document, since 1 January 2011, the tax payers are obliged to pay excise duty, as well as advance tax installment at the rate of 20 per cent from the excise duty total.
The bill introduces amendments to item 7.3 of the Law "On Enterprise Income Tax" regarding operation with calculation in foreign currency in the part of the taxation of exchange difference.
The Government also suggests the enterprise with income according to the finance reporting for the previous year comprising UAH 100 million and more to submit the annual finance reporting together with the Income Declaration.
Parliamentarians scrutinized amendments to the bill and in the result of the voting upheld the amendments under the numbers 20, 51, 52, 61, 80, 83, 94, 107, 199, 204, 205, 216, 222.
The Verkhovna Rada adopted the bill by 246 votes as a basis.
The People´s Deputies scrutinized a number of draft resolutions regarding appointment and dismissal of judges.
In the end of the morning plenary meeting, the Draft Resolution on invalidating the Resolution of The Verkhovna Rada of Ukraine on Adoption of the Bills on Amendments to the Law "On the Judicial System of Ukraine" and on Amendments to the Law "On the Status of Judges" (Reg. No. 0916/ П1)" was added on agenda.
The People´s Deputies also included the following bills on the agenda: on amendments to certain legislative acts of Ukraine (re customs clearance of the goods intended for holding of the Final Part of the European Football Championship 2012) (Reg. No. 6411) and on amendments to clause 5 of the Law "On Value Added Tax" (Reg. No. 6412).
In the beginning of the afternoon plenary meeting, the People´s Deputies passed the Resolution on invalidating the Resolution of The Verkhovna Rada of Ukraine on Adoption of the Bills on Amendments to the Law "On the Judicial System of Ukraine" and on Amendments to the Law "On the Status of Judges" (Reg. No. 0916/ П1).
The People´s Deputies scrutinized the Draft Resolution on Amendments to the Resolution of The Verkhovna Rada of Ukraine "On Dismissal of Judges."
The Verkhovna Rada passed the Resolution by 244 votes.
Oleksandr Tkachenko, Chairman of the Economic Policy Committee, presented the bill on restoration of state ownership of the integral property complex of "Kherson Machine Building Plant" LLC.
The People´s Deputies scrutinized the amendments to this bill. The bill was forwarded for further drafting.
The Verkhovna Rada adopted the bill "On Enhanced Protection of Property of Mass Media Editorial Offices, Publishing Houses, Bookshops, Book Distributors and Creative Unions" in its entirety by 397 votes.
The People´s Deputies rejected the Draft Resolution on the Current State, Objectives and Prospects of overcoming the Aftermath of Chornobyl Disaster (on the 25th Anniversary of Chornobyl Disaster).
Oleksandr Tkachenko, Chairman of the Economic Policy Committee, presented the bill on the State Program of Economic and Social Development of Ukraine.
The Verkhovna Rada adopted the bill on the State Program of Economic and Social Development of Ukraine in its entirety.
The next plenary meeting of the sixth session will be held on Friday, 21 May.
