ON TUESDAY, 11 MAY, THE NEXT PLENARY MEETING OF THE VERKHOVNA RADA OF UKRAINE OF THE SIXTH CONVOCATION WAS HELD

 

At the beginning of the morning sitting the People´s Deputies honored with silence minute Platon Hryhorovych Kostiuk, Hero of a Social Labour, Hero of Ukraine, prominent scientists, physiologist and biophysicist, science organizer, public man, academic of the National Academy of Science of Ukraine and Academy of the Medical Science of Ukraine, honored man of science and technics laureate of the state awards of USSR and Ukraine in the sphere of science and technics, Deputy of the Verkhovna Rada of USSR of the ninth, tenth, eleventh convocations and the Chairman of the Verkhovna Rada of Ukraine of the eleventh convocation, who passed away on 10 May 2010.

 

Volodymyr Lytvyn, the Chairman of the Verkhovna Rada of Ukraine announced on joining of the People´s Deputies Demchyshyn Vasyl, Orest Mutsa, Mykola Romaniuk, Petro Tsiurko, Serhii Husarov, Serhii Vasiutin, Oleksandr Ehorov, Vadym Stoliar, Volodymyr Kostiantynov, Yulia Kovalevska, Oleksandr Kasianiuk, Volodymyr Zubanov, newly elected to the Verkhovna Rada of Ukraine to the coalition of the deputies factions "Stabilnist ta Reformy" ("Stability and Reforms") in the Verkhovna Rada of Ukraine of the sixth convocation.

 

The Chairman also announced on joining of the coalition by the People´s Deputies from YTB faction: Oleksandr Budzherak, Oleh Heiman, Valerii Kamchatnyi, Evhen Konstantynov and Yurii Kruk.

 

V. Lytvyn also announced on joining YTB faction by the People´s Deputy Oleksandr Fomin.

 

The Chairman announced that in the course of the Conciliate Council, the People´s Deputies reached an agreement to introduce for the scrutiny of the Verkhovna Rada of Ukraine the resolution draft on information of the Cabinet of Minister on the course of the negotiations between Ukraine and Russian federation regarding the preparation of the international treaties, signing of which are supposed to be held on 17 May 2010. According to V. Lytvyn, the decision upon this issue would be made in the course of the today´s meeting.

 

The People´s Deputies voted for the inclusion into the agenda of the resolution draft on information of the Cabinet of Minister on the course of the negotiations between Ukraine and Russian federation regarding the preparation of the international treaties, signing of which are supposed to be held on 17 May 2010. By the next voting the People´s Deputies passed the resolution according to which the information of the Cabinet of Ministers would be heard on the plenary meeting on Wednesday on 12 May.

 

The People´s Deputies scrutinized the resolution draft on appointing to the office of the First Deputy Chairman of the Verkhovna Rada of Ukraine of Martyniuk Adam Ivanovych.

 

The Resolution was passed by 246 votes in favor.

 

The Governmental bill on amendments to certain legislative acts of Ukraine regarding the taxation was reported by Fedir Yaroshenko, the Minster on Finances.

The Bill suggests the introduction of the amendments to certain legislative acts on issues regarding the taxation with the aim to increase the taxes and charges income (compulsory payments) to the budgets.

 

 The Bill suggests a number of the amendments to the excise legislation, in particular the increase of the excise duty through the implementation of the amendments to the following Laws: "On Excise Duty on Alcohol Beverages and Tobacco Goods", "On Excise Duty Rates and Entrance Duty on Certain Types of Goods (Production)"; "On Excise Duty Rates on Ethyl Alcohol and Alcohol Beverages", "On Excise Duty Rates on Tobacco Goods."

 

The Bill envisages the increase of excise duty rates on motor petrol, special petrol and other light distillates. Though, the legislative act also suggests increase of the excise duty rates on bear.

 

 The Bill also suggests a number of the amendments to the Law "On Value-Added Tax." According to the document, the tax payer together with the payment of excise duty is obliged from 1 January 2011 pay advance tax instalment at the rate 20 per cent from the excise duty sum.

 

The Bill introduces the amendments to the item 7.3 of the Law "On Enterprise Income Tax" regarding the operation with calculation in foreign currency in the part of the taxation of exchange difference.

 

The Government also suggests the enterprise with income according to the finance reporting for the previous year comprising UAH 100 million and more to submit the annual finance reporting together with the Income Declaration.

 

The Bill was adopted in the first reading by 240 votes.

 

The People´s Deputies started to scrutinize the bills at the second reading. The bill "On Amendments to certain Legislative Acts of Ukraine concerning Protection of Cultural Heritage was adopted as a law by 274 votes.

 

The Verkhovna Rada adopted the following bills at the second reading and in entirety: on Amendments to the Law "On the Police" (re International Cooperation); on Amendments to Clause 12 of the Law of Ukraine "On Medicines" (re Marking of Medicines with Braille Script); on Amendments to Clause 191 of the Civil Procedural Code of Ukraine (re Service of Summons); o Amendments to Clause 25 of the Law "On Leaves" (re a Guaranteed Leave for one of the Parents for the Period of Quarantine); on Amendments to certain Laws of Ukraine regarding Enhancement of State Regulation in the Field of Housing Construction; on Amendments to the Law "On the Status of War Veterans, Guarantees of their Social Security".  

 

The following bills were forwarded for further drafting: on Amendments to the Law "On Investigation and Search Activity" (re International Cooperation); on Amendments to the Law "On Heating" (re Modernization, Reconstruction and Construction of Heating Facilities); on Amendments to the Law of Ukraine regarding Issue of Exploitation Permits; on Amendments to the Law "On Rehabilitation of Victims of Political Repressions" (re Status of Persons who fell Victims of Political Repressions in Childhood); on Amendments to the Customs Code of Ukraine due to Ukraine´s Accession to the Convention on the Temporary Importation.  

 

After the bill on Amendments to the Law "On Rehabilitation of Victims of Political Repressions" (re Status of Persons who fell Victims of Political Repressions in Childhood) was forwarded for further drafting, the People´s Deputies resolved to prolong the morning plenary meeting, until all the issues on agenda are scrutinized, canceling the afternoon plenary meeting and continuing the work in the committees and factions.  

 

The People´s Deputies scrutinized resolutions of the profile committees regarding withdrawal or abolition of certain bills. Thus, the following bills were withdrawn: on Amendments to the Criminal Executive Code of Ukraine (re lifting Restrictions on the Receipt of Parcels and Post Packages by the Convicts), on Enhancement of Responsibility for the Sale of Alcoholic Beverages and Tobacco Goods to the Minors and Illegal Sale of Alcoholic Beverages and Tobacco Goods, on Amendments to Clause 52 of the Law "On Economic Associations" (re Amount of Statutory Capital), on Amendments to certain Laws of Ukraine due to Adoption of the Code of Administrative Legal Proceedings of Ukraine, on Amendments to the Law of Ukraine "On Commemoration of Victory in the Great Patriotic War of 1941-1945" (re Authorized Use of the Copies of the Victory Flag), on Amendments to the Law "On Television and Radio Broadcasting" regarding Elimination of Discrepancies between the Law of Ukraine "On Cinematography" and the Law of Ukraine "On Television and Radio Broadcasting."

 

Scrutiny of the bill on amendments to the law "On Higher Education" (re university clinics) was postponed for the next plenary week. 

 

In the end of the plenary meeting, the People´s Deputies supplemented the agenda with the bills on amendments to certain legislative acts of Ukraine regarding licensing of certain types of economic activity and on amendments to the Law "On the Principles of State Supervision (Control) in the Economic Activity Sector" (re Harmonization of certain Provisions). 

 

A.Martyniuk, First Deputy Chairman of The Verkhovna Rada of Ukraine, adjourned the morning plenary meeting.

 

The next plenary meeting of the sixth session is scheduled for Wednesday, 12 May.
