ON TUESDAY 13 APRIL THE PLENARY MEETINGS OF THE SIXTH SESSION OF THE VERKHOVNA RADA OF UKRAINE OF THE SIXTH CONVOCATION

At the beginning of the morning meeting the People´s Deputies observed a minute's silence in honour of Polish President Lech Kaczyński, Polish leaders and public men, military leaders, religious organizations representatives perished in air disaster on 10 April 2010 near Smolensk city.

Volodymyr Lytvyn, the Chairman of the Verkhovna Rada of Ukraine briefed on the results of the Verkhovna Rada of Ukraine work during plenary meetings on 30March 1 April.

The Chairman announced the termination of the authorities of the Temporary Inquiry Panel of the Verkhovna Rada of Ukraine to investigate the Circumstances of the Poison of the Candidate for the Post of the President of Ukraine, Viktor Andriyovych Yushchenko and finding out the Persons at Guilt for the Delay in the Criminal Case Investigation and Direction of the Materials to Court due to the failure to present the report.

V. Lytvyn also briefed on joining of Volodymyr Ivanenko, the People´s Deputy of Ukraine the coalition of deputies factions "Stability and Reforms" in the Verkhovna Rada of Ukraine of VI convocation.

The representatives of the Deputies´ factions read announcements, propositions and appeals.

The Resolution draft "On Amendments to certain Resolutions of the Verkhovna Rada of Ukraine (regarding the Personnel Quantity of the Committees of the Verkhovna Rada of Ukraine of the Sixth Convocation)" was presented by the Chairman of the Committee on Rules of Parliamentary Procedure, Ethics and Support to Work of The Verkhovna Rada of Ukraine Oleksandr Efremov. According to the Resolution item 3 of Resolution from 4 December 2007 "On Register, personnel and competence of the Committees of the Verkhovna Rada of Ukraine of the sixth convocation" is presented in new version: a) in the paragraph "not more then 20 Peoples Deputies of Ukraine" is altered into "not more then 30 Peoples Deputies of Ukraine" and words "till 30 Peoples Deputies of Ukraine" are altered by "till 35 Peoples Deputies of Ukraine"; in paragraph "from 11 to 20 People´s Deputies of Ukraine" the words are altered into "from 11 to 30 People´s Deputies of Ukraine." 31 People´s Deputies are appointed to the offices of the Chairman, First Deputy Chairman, Deputy Chairman of the Committee and Secretary of the Committee of the Verkhovna Rada of Ukraine of the sixth convocation. Resolution comes to the force from the moment of its adoption.

i. Kyrylenko, YTB faction leader announced that the faction suggests today scrutiny only of the part of resolution draft regarding the employment of the People´s Deputies that recently have taken their oath. According to I. Kyrylenko, YTB faction proposition were not taken into the consideration regarding the proportional representation of the People´s Deputies in the Committees.

The Verkhovna Rada of Ukraine passed the Resolution by 234 votes with deletion of the item on appointing of O. Bondarenko, the People´s Deputy of Ukraine to the office of the Chairman of the Committee on Liberty of Speech and Information.

The People´s Deputies failed to uphold the proposition of the Chairman to continue the evening meeting until all the issues of the agenda are scrutinized.

The Bill on Amendments to the Law "On Taxation of Enterprise Income" (regarding Dividend Taxation) was presented by Yurii Karakai, the People´s Deputy of Ukraine. He informed that adoption of the Bill is caused by the necessity to improve the present order of the dividends taxation, in particular it concerns those that are submitted by nonresidents that will stimulate the payback to Ukraine and further investments in modern economics. Propositions that refer to certain norms of the Law are connected with the altering of the dividends taxation peculiarities for the legal entities residents and nonresidents. The suggested version of the Law complicates the order of the registration and dividend tax pay and will broaden the circle of persons that will be released from the tax payment.

 Moreover, the Bill suggests release from the tax payment dividends that are received by the tax payers from nonresidents that also are under the control of tax payer-resident but at the same time do not belong to nonresidents possessing offshore status.

The Chairman of the Committee on Taxation and Customs Poly S. Teriokhin briefed on the decision of the Committee to recommend the Parliament adoption of the bill as a basis.

Parliamentarians adopted the Bill in the first reading by 242 votes.

The Bill "On Amendments to certain Legislative Acts of Ukraine" (regarding the Crediting and Stimulation of Foreign Investments) was reported by Yurii Polunaev, the Secretary of the Committee on Finance and Banking. According to him, the bill introduces the amendments to the closing principles of the Law "On Amendments to certain Laws of Ukraine regarding Overcoming of the Negative Consequences of the Finance Crisis" that are aimed at the reduction of such restrictions regarding crediting in foreign currency. Moreover, amendments to the clause 2 and 13 of the Law "On Regime of Foreign Investing" it is suggested to cancel the reinforced control and extra restrictions regarding the foreign investments.

The Verkhovna Rada adopted the Bill as a basis by 254 votes.

The People´s Deputies scrutinized three bills regarding the liability for the Nazism ideas propaganda. The first bill - on amendments to the Code of Ukraine on Administrative Infringements (the liability for the Nazism ideas propaganda) was reported by Oleksandr Feldman, the People´s Deputy of Ukraine.  

The Bill on amendments to certain Codes of Ukraine (regarding the liability for the Nazism ideas propaganda) was reported by Petro Symonenko, the People´s Deputy of Ukraine.

The Bill on amendments to certain Laws of Ukraine regarding the liability for the Nazism, Communism, sexism and other totalitarian regimes restricting the freedom of person propaganda was reported by S. Teriokhin, the People´s Deputy of Ukraine.

In the result of the scrutiny the Verkhovna Rada of Ukraine adopted the Bill of A. Feldman and two other bills were rejected.

The decision of the Committee on Justice regarding the bill on amendments to the article 2 of the Economic-Procedural Code of Ukraine (regarding the institution of legal proceedings after action appeals) was reported by the member of the Committee on Justice Dmytro Prytyka.

The profile Committee recommended the Verkhovna Rasa adoption of the bill as a basis though the parliamentarians rejected the bill.

The Bill on amendments to certain Laws of Ukraine regarding the minimization of the finance crisis influence on the development of the national industry was presented by N. Korolevska, the Chairperson of the Committee on Industrial and Regulatory Policy and Entrepreneurship.

In the course of the discussion the People´s Deputies suggested direction of the bill for the further elaboration as it solves the problem partially, not in complex way.

In the result of voting the bill was rejected.

Oleh Heiman, the People´s Deputies of Ukraine reported the bill on inspection of the business entities only after the court decision.

In the result of the scrutiny the bill was rejected.

The Verkhovna Rada of Ukraine adopted as a Basis the Bill "On Volunteering", on Amendments to the Law "On Social Services" (regarding the Implementation of the Order of the Procedure and Payment of the Compensation Benefits to the Individual Persons) and on Amendments to the Law "On the State Social Aid to the Handicapped Persons from Birth and to the Disabled Children" (re Support of Persons that nurse the Disabled Children who require Regular Outside Assistance).

In the end of the morning sitting, the People´s Deputies commenced scrutinizing of two bills on introduction of the amendments to the Law "On State Guarantees of Citizens´ Savings Restoration." The first bill was reported by Petro Symonenko, the People´s Deputies of Ukraine.

In the course of the afternoon meeting, the People´s Deputies continued scrutiny of the indicated bills.

The alternative bill on amendments to the clause 6 of the Law "On State Guarantees of Citizens´ Savings Restoration" was presented by Oleksandr Stoian, the People´s Deputy of Ukraine.

The People´s Deputies expressed for the restoration of the citizens savings and rejection of the "political and populist slogans."

In the result of the scrutiny, the bill of P. Symonenko was directed for the elaboration and O. Stoian´s bill was rejected.

Oleh Shevchuk, the People´s Deputy of Ukraine reported on the bill on amendments to certain Laws of Ukraine (regarding the state social insurance assistance).

Oleksandr Stoian, the Chairman of the Subcommittee pf the Committee on Social Policy and Labour informed that the Committee recommends the Parliament adoption the bill as a basis.

In the result of the voting the bill was rejected.

The Verkhovna Rada of Ukraine also rejected the bill on amendments to certain Laws of Ukraine regarding the efficient control in the sphere of the compulsory state insurance sue to the temporary loss of working capacity caused by birth and funeral.

The Bill on amendments to the clause 557 of the Law "On Education" (regarding the pension provision and salaries for the educational sphere specialists) was reported by Kateryna Samoilyk, the Secretary of the Committee on Education and Science.

In the result of the scrutiny, the Verkhovna Rada of Ukraine directed the bill for the further elaboration.

Mykola Tomenko, the Deputy Chairman of the Verkhovna Rada of Ukraine adjourned the afternoon meeting.

Next plenary meeting of the sixth session will be held on Wednesday, 14 April.
