PLENARY MEETINGS OF THE VERKHOVNA RADA OF UKRAINE OF THE SIXTH CONVOCATION WERE HELD ON THURSDAY , 1 APRIL
Volodymyr Lytvyn, the Chairman of the Verkhovna Rada of Ukraine briefed on the results of the Verkhovna Rada of Ukraine work during the plenary meeting on 31 March.
The Chairman briefed on entering of Oleksandr Bobyliov, the People´s Deputy the coalition "Satbility and Reforms" in the Verkhovna Rada
The People´s Deputies included to the agenda of the sixth session certain number of bills.
The Bill on Amendments to the Constitution of Ukraine (re the terms of the Verkhovna Rada of Autonomous Republic of Crimea, Local and Village Councils Authority) was reported by Serhii Podhornyi, the Chairman of the Subcommittee of the Committee on State Building and Local Self-Government. He declared that the Bill suggests introduction of the amendments to the part one of the article 136 and part one and two of the clause 141 of the constitution of Ukraine, regarding the authority term of the Deputies of the Verkhovna Rada of the Autonomous Republic of Crimea, village, township and city mayors.
The Bill also suggests implementation of the norm, pursuant to which, the authority of village, township and city councils as well as regional councils, the deputies of which are elected in the result of the early and interlocutory elections in the period from March 2006 are effective till the next elections on 27 March 2011.
In the course of the discussion, the People´s Deputies expressed for the direction of the Bill for the conclusion of the Constitutional Court.
Volodymyr Lytvyn, the Chairman of the Verkhovna Rada of Ukraine in the end of the discussion declared that today the issue on direction of the bill to the Constitutional court is scrutinized and after the conclusion the People´s Deputies would commence scrutiny of the document itself.
The People´s Deputies passed the resolution by 401 votes.
The Resolution draft "On the Conduction of the Parliamentary Hearings: "Reformation of the Ukrainian Legislation on Local Elections in the Interests of the Territorial Communities" (17 March 2010) was reported by Serhii Podhornyi, the Chairman of the Subcommittee of the Committee on State Building and Local Self-Government. He explained that the resolution draft envisages conduction on 12 May 2010 the Parliamentary Hearings: "Reformation of the Ukrainian Legislation on Local Elections in the Interests of the Territorial Communities."
Central Election Committee, the Verkhovna Rada of the Autonomous Republic of the Crimea, local councils and other interested parties are suggested to elaborate and directed to the Verkhovna Rada of Ukraine before 20 April 2010 the proposition regarding the reformation of the Ukrainian legislation on local elections.
Having scrutinized the amendments to the resolution, the people´s Deputies passed the resolution by 388 votes.
The Resolution draft "On Conduction of the Parliamentary Hearings: «On State and Perspectives of the Development of Secondary, Professional-Technical and Higher Education in Ukraine" was presented by Yurii Karmazin, the People´s Deputy of Ukraine.
Alternative resolution draft "On Conduction of the Parliamentary Hearings: "Implementation of Twelve-Years Compulsory Secondary Education in Ukraine: Problems and Ways of their Solution" (9 June 2010) was presented by Stapan Davymuka, the Deputy Chairman of the Committee on Science and Education. Resolution envisages the conduction of the parliamentary hearings on 12 May 2010 in the building of the Verkhovna Rada of Ukraine. The Cabinet of Ministers is supposed to elaborate and prepare until 19 April 2010 the materials with the information regarding the legislation in the sphere of the compulsory secondary education, its development perspectives etc.
In the result of the scrutiny the parliamentarians upheld the bill suggested by the Committee on Science and Education 364 votes in favor.
The Resolution draft on the conduction of the parliamentary hearings: "On Perspectives of Ukrainian adjusting Customs Unity of Republic of Belarus, Republic of Kazakhstan and Russian Federation" was reported by Petro Symonenko, the People´s Deputy of Ukraine.
In the result of the scrutiny the resolution draft was rejected.
The People´s Deputies scrutinized a number of resolution drafts regarding the appointing and dismissal of judges and adopted relevant decisions.
The Parliamentarians also passed a number of resolutions on conduction of early local elections.
The Chairman adjourned the morning sitting.
The Verkhovna Rada of Ukraine passed a Number of Resolutions regarding Appointment to the Offices
Pursuant to the item 12 part one of the clause 85 of the Constitution of Ukraine, the Verkhovna Rada resolved the following appointments: Kostusev Oleksii Oleksiovych is appointed to the office of the Chairman of the Anti-monopoly Committee of Ukraine; Plaksiuk Yurii Oleksandrovych is appointed to the office of the Chairman of the State Committee on Television and Radio Broadcasting Matters; Riabchenko Oleksandr Volodymyrovych is appointed to the office of the Chairman of the State Property Fund of Ukraine.
The People´s Deputies continued the scrutiny of the issue on the appointing of the early local elections and passed relevant decisions.
After this issue was scrutinized, YTB representatives pointed out the attention to the fact that at the beginning of the resolutions scrutiny several resolution drafts on appointing of early election were not uphold and suggested that the Verkhovna Rada should scrutinize them repeatedly then. The proposition did not meet agreement. YTB parliamentarians started blocking the tribune.
The Chairman adjourned the plenary meeting, next plenary meeting will be held on Friday, 2 April.
