PLENARY MEETING OF THE VERKHOVNA RADA OF UKRAINE OF THE SIXTH CONVOCATION WAS HELD ON WEDNESDAY, 31 MARCH
The Chairman briefed on entering of Petro Kuzmenko, the People´s Deputy the coalition "Satbility and Reforms" in the Verkhovna Rada
Representatives of the Deputy Factions presented their appeals, motions and announcements.
The Bill "On Amendments to the Decree of the Cabinet of Ministers of Ukraine "On State Duty" was briefed by Volodymyr Stretovych, the People´s Deputy of Ukraine. He stated that the Bill exempts certificates proving the heritage right "for the savings and insurance charges made till the year 1992 in Oshchadbank of USSR and State Insurance of USSR that were acting on the territory of Ukraine" from the state duty.
Serhii Teriokhin, the Chairman of the Committee on Customs and Taxation Policy announced that the Committee recommends the Parliament adopt the Bill as a basis and in its entirety.
The Verkhovna Rada of Ukraine adopted the Bill by 372 votes.
The Resolution Draft "On Withdrawal of several Bills (re Taxation Issues)" was briefed by Serhii Teriokhin, the Chairman of the Committee on Customs and Taxation Policy He stated that the adoption of the resolution improves the legislation process through the withdrawal from the Verkhovna Rada of Ukraine scrutiny the bills that lost their actuality in the result of the adoption of other legislative acts regulation the legislative propositions presented in the mentioned above bills.
The Verkhovna Rada passed the Resolution by 372 votes.
The Parliamentarians scrutinized the bill on amendments to certain legislative acts of Ukraine (regarding the income laundering prevention received in illegal way). The Bill was presented by its author Valerii Pysarenko, the People´s Deputy of Ukraine.
The Chairman of the Subcommittee of the Committee on Fighting Organized Crime and Corruption Oleksandr Riabeka briefed that the Committee recommends the Parliament adoption of the bill, though the Verkhovna Rada of Ukraine in the result of the discussion rejected it.
The Bill on amendment to the Law "On Central Election Committee" regarding the rejection of the term for the committee sitting preparation in case of its convocation by less then one third of its members was reported by Olha Bodnar, the First Deputy Chairperson of the Committee on State Building and Local Self-Government.
The Verkhovna Rada rejected the bill (18 votes in favor).
The Bill "On Moratorium on Destruction of Green Plantations at certain Objects of Beautification in Kyiv" was presented by the Deputy Chairman of the Committee on Environmental Policy, Use of Natural Resources and Elimination of Consequences of Chornobyl Disaster Ivan Zaets. he declared that the Bill envisages a five-year moratorium on destruction of green plantations in the public gardens, botanical gardens, parks, recreational forests, shore protection areas, water protection zones, etc. To enhance national environmental policy, the Cabinet of Ministers of Ukraine is to elaborate the Bill on green plantations of the cities and other settlements based on the grounds of environmental balance, in compliance with the Concept of Stable Development of the Settlements.
The People´s Deputies upheld the Bill by 354 votes.
In the end of the meeting the Parliamentarians scrutinized the bill on amendments to the Law "On Structure and Quantity of Ministry of Internal Affairs of Ukraine" that was presented by Hennadii Moskal, the People´s Deputy of Ukraine. In the result of the scrutiny the People´s Deputies rejected the bill.
The Chairman adjourned the plenary meeting.
