PLENARY MEETINGS OF THE SIXTH SESSION OF THE VERKHOVNA RADA OF UKRAINE OF THE SIXTH CONVOCATION WERE HELD ON TUESDAY, 9 MARCH
In the beginning of the morning plenary meeting, Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine, briefed on the results of the Parliament´s work at the plenary meetings on 2-5 March.
Representatives of the Deputy Factions presented their appeals, announcements and motions.
The People´s Deputies scrutinized a number of Bills appertaining to the enhancement of effective legislation on the activity of law-enforcement bodies.
People´s Deputy Hennadii Moskal presented the Bill on Amendments to the Code of Ukraine on Administrative Infringements (re Jurisdiction of Cases on Prostitution, and Enhancement of Responsibility). H.Moskal suggested that the internal affairs bodies (the police) assumed the authority to scrutinize the cases on administrative infringements for prostitution, and that the penalties for prostitution were raised.
The People´s Deputies rejected the Bill.
People´s Deputy Hennadii Moskal presented another Bill on Amendments to Clause 112 of the Criminal Procedural Code of Ukraine (re Jurisdiction of Criminal Cases). H.Moskal believes that adoption of the Bill will relieve the Security Service, giving a possibility to focus on the cases on smuggling across the State border.
The Bill was rejected.
People´s Deputy Vasyl Hrytsak, Chairman of the Sub-Committee of the Committee on Legislative Support of Law Enforcement, presented the Bill on Amendments to certain Laws of Ukraine regarding Public Report of the Leaders of Law-Enforcement Bodies on the Law Order and its Enhancement.
The Verkhovna Rada adopted the Bill as a basis by 234 votes.
The People´s Deputies scrutinized the amendments to the Bill on Amendments to Clause 61 of the Law "On the Standing Orders of The Verkhovna Rada of Ukraine".
The Verkhovna Rada adopted the Bill in its entirety by 234 votes.
People´s Deputy Serhii Mishchenko presented the Bill on Amendments to Clause 218 of the Criminal Procedural Code of Ukraine (re Obligations of the Criminal Investigator). S.Mishchenko called for adoption of the Bill to prevent forgery of evidence in the criminal cases.
The Verkhovna Rada adopted the Bill as a basis by 321 votes.
The Verkhovna Rada rejected the Bills on Private Investigation, on Amendments to the Law of Ukraine "On Value Added Tax" (re Submission of the Copies of Entries in the Registers of Issued and Received Tax Invoices by the Tax Payers), on Amendments to certain Legislative Acts of Ukraine regarding Harmonization with the Economic Code of Ukraine and the Law "On State Registration of Legal Entities and Individual Entrepreneurs", on Supplements to Item 2 of Chapter II of the Law "On Amendments to certain Laws of Ukraine regarding Minimization of Influence of the Financial Crisis on the Development of the National Industry" (re Foreign Medicine).
At the afternoon plenary meeting, the People´s Deputies resumed scrutiny of the agenda issues.
People´s Deputy Oleh Zarubinskyi presented the Bill on Amendments to the Codes of Ukraine regarding Establishment of Responsibility for Abasement of Dignity of Ukrainian Nation. The author suggested supplementing the Criminal Code of Ukraine with Clause 3371 to establish criminal responsibility of the officials of the public authority and local self-government bodies for abasement of dignity of Ukrainian nation.
The Bill was rejected.
Volodymyr Sivkovych, First Deputy Chairman of the Committee on Legislative Support of Law Enforcement, presented the Bill on Amendments to the Code of Ukraine on Administrative Infringements regarding Enhancement of Responsibility for Violation of Environmental Legislation.
The People´s Deputies supported the intention of the Bill to revise the rates of penalties for administrative infringements to compensate for the inflicted damage.
The Bill was rejected, as the number of votes was insufficient.
The Verkhovna Rada rejected the Bill on Amendments to the Law "On Prosecution" (re Coordination of Candidacies); on Amendments to Clause 9 of the Disciplinary Statute of the Internal Affairs Bodies of Ukraine; on Amendments to the Code of Ukraine on Administrative Infringements regarding Enhancement of Responsibility for Violation of Flight Safety Rules; on Amendments to the Criminal Code of Ukraine (re Responsibility for Sexual Intercourse with the Person under 16).
The Chairman adjourned the plenary meeting.
The next plenary meeting of the sixth session will be held on Wednesday, 10 March.
