ON FRIDAY, 12 FEBRUARY THE FIRST PLENARY WEEK OF THE SIXTH SESSION OF THE VERKHOVNA RADA OF UKRAINE WAS CONCLUDED.
Volodymyr Lytvyn, the Chairman of the Committee at the beginning of the morning sitting informed on the results of the Verkhovna Rada of Ukraine work in the course of the plenary meetings on 11 February.
The Chairman read the Deputies´ inquiries.
The Bill "On Approval of the Order of the President of Ukraine "On Recognition of the Territory of Kalush Town, Kropyvnyk and Sivka-Kaluska Villages of Ivano-Frankivsk Region as Areas of Emergency Environmental Situation" was reported by Ihor Nasalyk, the city mayor of the Kalush. He declared that the Order of the president of Ukraine is caused by three ecological disasters in the town and two villages of the region. According to the speaker, these problems gain the national character as it may cause ecological disaster.
I. Nasalyk declared that last year in Kalush town appeared gully which dimensions resembles the football stadium and its depth is approximately 25 meters. He also emphasized that according to the Ministry on Emergency Situations, there is a high possibility that next year the quantity of such gullies may increase to 100.
One more disaster, according to I. Nasalyk is the state of the tailings pond #2 of Kalus-Holyn deposit of potassium salt where each year more than 10 million square meters of wastes is accumulated and in the result of the great quantity of atmospheric precipitation the rate of highly concentrated desalination of potassium salt is increasing.
According to his words, more than 10,5 million tone of wastes will get into the river Limnytsia and than to Dnister.
I. Nasalyk also reminded that in the region the integrity damage of the deposits of more than 50% of dangerous wastes, referring to danger I class, present on the territory of Ukraine took place in the region.
Chairman of the Committee on Construction, Urban Development, Housing and Communal Services and Regional Policy Anatolii Semynoha declared that the situated had not been properly realized by the relevant state structures despite the numerous addresses of the Committee with the appeals to react immediately on the situation.
In the course of the discussion, the People´s Deputies upheld the adoption of the Bill.
The Verkhovna Rada of Ukraine adopted the Law "On Approval of the Order of the President of Ukraine "On Recognition of the Territory of Kalush Town, Kropyvnyk and Sivka-Kaluska Villages of Ivano-Frankivsk Region as Areas of Emergency Environmental Situation" by 392 votes.
Bill on amenders to the article 8 of the Law "On Organizational legal-Conditions of the Social protection Conditions of Orphans and Children deprived of the parental care" was reported by Pavlo Polianskyi, the Deputy Chairman of the Ministry on Education and Science.
After the short discussion, having expressed certain remarks concerning the Bill, the Parliamentarians directed the Bill for the further elaboration.
The Bill "On Amendments to the Register of Cultural Inheritance Memorials that are not supposed to undergo the Privatization, approved by the Law "On the Register of Cultural Inheritance Memorials that are not supposed to undergo the Privatization" was reported by Viktor Shemcuk, the People´s Deputy. He declared that the conditions of the Ukrainian memorials of the cultural inheritance are threatening as well as their protection on the part of the state.
The Bill´s author is especially concerned about the fact to the Register are not included such objects as Livadia Palace complex and Oleksandr III Palace complex.
V. Shemchuk named several objects that were erroneously included into the Register.
Volodymyr Yavorivskyi, the Chairman of the Committee on Culture and Spirituality informed on the Committee´s decision to recommend the Verkhovna Rada of Ukraine adoption of the Bill as a basis.
In the result of the voting, V. Shemchuk bill was adopted as a basis and later, after the exclusion form it of the item one, the bill was adopted in its entirety by 304 votes.
In the end of the morning sitting, the People´s Deputies read their inquiries, announcements and propositions.
Oleksandr Lavrynovych, the First Deputy Chairman of the Verkhovna Rada of Ukraine adjourned the plenary meeting.
Next plenary meeting of the sixth session will be held on Tuesday, 16 February.
