PLENARY MEETINGS OF THE VERKHOVNA RADA OF UKRAINE OF THE SIXTH CONVOCATION WERE HELD ON TUESDAY, 2 MARCH
In the beginning of the morning plenary meeting, Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine, announced that on 26 February 2010, the Central Election Commission had registered Yehorenko Tamara Vasylivna, People´s Deputy elected in a multi-mandate electoral district on 30 September 2007, candidate on the Party of Regions list.
The newly-elected People´s Deputy took the oath in front of The Verkhovna Rada.
V.Lytvyn informed that People´s Deputy Viktor Matchuk became a member of "Our Ukraine-People´s Self-Defence" Deputy Faction.
The Chairman briefed on the results of work of The Verkhovna Rada at the plenary meetings on 16-19 February.
Authorized representatives of the Deputy Factions presented their appeals, motions and announcements. Anatolii Kinakh, representative of the Party of Regions Faction, read out the appeal of the Faction to the Chairman of The Verkhovna Rada of Ukraine with a demand to make an official announcement whether the coalition constituted of 226 People´s Deputies.
Mykola Martynenko, Head of "Our Ukraine-People´s Self-Defence" Deputy Faction, declared that his Faction was ready to nominate their candidate to the office of the Prime Minister regardless of the authority affiliation (the BYuT or the Party of Regions).
V.Lytvyn, Chairman of The Verkhovna Rada of Ukraine, invited the Faction leaders to the sitting of the Conciliative Council.
People´s Deputy Petro Symonenko presented the Bill "On Restoration of the State Ownership of Integral Property Complex of "Kherson Machine-Building Plant" Limited Liability Company". Pursuant to the Bill, the Cabinet of Ministers is obliged to take necessary measures to reverse the indicated enterprise and envisage necessary funds for the reversion in the Draft Budget for 2010.
The People´s Deputies supported the Bill. They stressed the necessity to revive national agricultural engineering.
The opponents of the Bill stressed that adoption of the Bill would violate the Law "On Privatization", as the enterprise had not been privatized, so it could not be nationalized.
The Verkhovna Rada adopted the Bill as a basis by 352 votes.
V.Lytvyn, Chairman of The Verkhovna Rada of Ukraine, briefed on the results of the Conciliative Council. Thus, the attendants of the sitting discussed the activity of the coalition. Representatives of four Factions: the Party of Regions, "Our Ukraine-People´s Self-Defence", the CPU and the Lytvyn Bloc stated the non-existence of the coalition.
V.Lytvyn stated that by 2 March, the Deputy Faction failed to submit the documents confirming formation of the Coalition of National Stability and Order in December 2008 to The Verkhovna Rada Secretariate. The said documents shall confirm the membership of constitutionally fixed number of People´s Deputies of Ukraine in the coalition.
In compliance with the Constitution of Ukraine and the Standing Orders of The Verkhovna Rada of Ukraine, V.Lytvyn declared that activity of the Coalition of National Stability and Order set up by Deputy Factions at The Verkhovna Rada of Ukraine was terminated.
In accordance with the minutes of the meeting of "Yulia Tymoshenko Bloc" Deputy Faction of 2 March 2010, the Faction cancelled its resolution of 8 March 2009 on exclusion of People´s Deputies Hennadii Zadyrko and Volodymyr Kaplienko from the Faction. The Faction also cancelled its resolution of 22 October 2009 on exclusion of People´s Deputy Hryhorii Omelchenko from the Faction.
Thus, pursuant to Clause 59 of the Standing Orders of The Verkhovna Rada of Ukraine, People´s Deputies Hennadii Zadyrko, Volodymyr Kaplienko and Hryhorii Omelchenko are members of "Yulia Tymoshenko Bloc" Deputy Faction.
People´s Deputy Petro Symonenko presented the Bill "On Amendments to the Law "On Immediate Measures to prevent Negative Consequences of the Financial Crisis and on Amendments to certain Legislative Acts of Ukraine" (re Support of Enterprises of Strategic Importance for Economy and State Security).
The Bill was rejected.
People´s Deputy Yurii Karmazin presented the Bill "On Amendments to the Code of Ukraine on Administrative Infringements" (re Unconditional Execution of Judgements).
The Bill was adopted as a basis by 283 votes.
Yevhen Shaho, Chairman of the Sub-Committee of the Committee on Environmental Policy, Use of Natural Resources and Elimination of Consequences of Chornobyl Disaster, presented the Draft Resolution "On Elaboration of the National Program of Prevention and Liquidation of Negative Consequences of Ecological and Technological Situations on the Territory of Ukraine".
The Verkhovna Rada passed the Draft Resolution as a basis and in its entirety by 280 votes.
In the beginning of the afternoon plenary meeting, V.Lytvyn, Chairman of The Verkhovna Rada of Ukraine, declared that People´s Deputy T.Yehorenko became a member of the Party of Regions Faction.
Tymofii Kokhan, Deputy Minister of Culture and Tourism, presented the Bill on Amendments to Clause 15 of the Law "On Cinematography" (re Terms and Conditions of Films Distribution and Demonstration). The Bill was rejected.
The People´s Deputies scrutinized the Bill on Vaccinal Prevention of Infectious Diseases. The Bill was rejected.
The Verkhovna Rada rejected the Bill on Supplements to Clause 5 of the Law "On Distribution of Copies of Audiovisual Works, Prerecorded Audio and Video Tapes, Software, Databases".
The People´s Deputies scrutinized the Bill "On Enhanced Protection of Property of Mass Media Editorial Offices, Publishing Houses, Bookshops, Book Distributors and Creative Unions".
The People´s Deputies upheld the Bill. They also discussed the alternative Bill drafted by People´s Deputy V.Ukolov.
The Bill under Reg. No. 4004-1 was adopted as a basis by 363 votes, while the Bill by V.Ukolov (Reg. No. 4004) was rejected.
In the end of the afternoon plenary meeting, the People´s Deputies scrutinized two Bills on Amendments to the Law "On Political Parties in Ukraine" (re Associations of Political Parties). People´s Deputy Borys Tarasiuk presented the first Bill.
People´s Deputy Roman Zvarych presented the alternative Bill. The Bill by R.Zvarych (Reg. No. 2002-1) was forwarded for further drafting, while the Bill by T. Tarasiuk (Reg. No. 2002) was rejected.
The Chairman adjourned the afternoon plenary meeting.
