THE VERKHOVNA RADA OF UKRAINE OF THE SIXTH CONVOCATION RESUMED ITS PLENARY WORK ON WEDNESDAY, 10 FEBRUARY

 

Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine, opened the plenary meeting and briefed on the results of work of The Verkhovna Rada of Ukraine at the plenary meeting on 9 February. 

 

The People´s Deputies presented their appeals, announcements and motions.

 

Then the Parliament members scrutinized the issue concerning the Standing Orders of The Verkhovna Rada of Ukraine. Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine, reminded of the fact that both the People´s Deputies and the members of the Conciliative Council had discussed this matter several times, as the Constitutional Court obliged The Verkhovna Rada of Ukraine to adopt the Standing Orders of The Verkhovna Rada as a Law.

 

The Chairman stated that the Committee on Rules of Parliamentary Procedure, Ethics and Support to Work of The Verkhovna Rada of Ukraine had drafted a corresponding Bill and recommended that the Parliament adopted the Standing Orders as a Law and forwarded it to the President of Ukraine.

 

The Parliament members introduced several motions concerning the Bill. The Bill was adopted in its entirety by 368 votes.

 

Oleksandr Popov, Deputy Chairman of the Committee on Construction, Urban Development, Housing and Communal Services and Regional Policy, presented the Bill "On Peculiarities of Lease and Concession of Centralized Water, Heating and Drainage Facilities in the Municipal Ownership".

 

The Parliament members upheld the Bill, adopting it as a basis by 288 votes.

 

The People´s Deputies scrutinized two Bills appertaining to the provision of affordable housing. Dmytro Isaienko, Deputy Minister of Regional Development and Construction, presented the governmental Bill.

 

The Bill defines the concept of affordable housing; determines State support of its construction and purchase, categories of persons entitled to the governmental support, basic requirements for this housing and conditions for reducing its price.

 

The reporter stated that implementation of the Bill would create conditions to make the housing affordable, set the standards of affordable housing, improve the conditions of housing stock, secure a comprehensive approach to the settlement of this issue.  

 

People´s Deputy Mykhailo Polianchych presented the other Bill.

 

Yurii Serbin, Deputy Chairman of the Committee on Construction, Urban Development, Housing and Communal Services and Regional Policy, stated that the Committee recommended adopting the governmental Bill as a basis.  

 

The Verkhovna Rada adopted the Bill submitted by the Cabinet of Ministers at the First Reading by 320 votes.

 

The Bill on amendments to the Law "On Public Utilities Service" amended was introduced by the Minister on Public Utilities Services of Ukraine, Oleksii Kucherenko. He stated that the bill defines the main principles of the tariff policy in the sphere.

 

O. Kucherenko called the People´s Deputies to uphold the Bill, opening the way "to implementation of the clear procedures of investments mechanisms, supervision mechanisms, and involvement of investors into the reformation of the public utilities service that is in the terrible condition now."

 

Oleksandr Popov, the Deputy Chairman of the Committee on Construction, Urban Development, Housing and Communal Services and Regional Policy informed on the decision of the Committee to recommend that the Verkhovna Rada directs the Bill for the further elaboration.

 

The People´s Deputies upheld the decision of the profile committee by 254 votes.

 

Volodymyr Malyshev, the Chairman of the Sub-committee of the Committee on Legislative Support of the Law Enforcement introduced the Bill on amendments to the Law "On Amnesty Granting in Ukraine" amended. According to his words the Bill envisages amended Law, prohibiting amnesty granting in the course of the inquest, pre-trial investigation and in case the criminal case is under the judicial proceedings though is not yet scrutinized by the latter and also broadens the convicted circle towards whom the amnesty is not to be implemented. Moreover, the Bill suggests the amendments to the order of exemption from supplementary measure of punishment.

 

The profile Committee recommends that the Verkhovna Rada of Ukraine adopts the Bill as a basis.

In the result of the scrutiny the Bill was adopted as a basis by 258 votes.

 

 

In the end of the morning sitting the Parliamentarians scrutinized 4 bills on the amendments to certain legislative acts of Ukraine (regarding crime counteraction against the sexual liberty and immunity of minors).

 

The author of the first Bill, Volodymyr Sivkovych, the People´s Deputy suggested "the implementation of the forced measure of the crime counteraction against the sexual liberty and immunity of minors" "pharmacological castration."

 

Yurii Karmazin, the author of one more bill suggested amend the Criminal Code of Ukraine by the norms (new chapter) envisaging implementation of the forced measure of the crime counteraction against the sexual liberty and immunity of minors, spread of the false information concerning such crimes commitments, in mass media in particular etc.

 

In the course of the discussion, the People´s Deputies upheld the proposition on the liability strengthening for the crimes committed against the sexual liberty and immunity of minors though in the result of the scrutiny the parliamentarians adopted as a basis by 312 votes the Bill of the People´s Deputy M. Katerynchuk.

 

Oleksandr Lavrynovych, the First Deputy Chairman of the Verkhovna Rada of Ukraine adjourned the morning sitting.

 

The next plenary meeting will be held on Thursday, 11 February.
