ON WEDNESDAY, 3 MARCH THE VERKHOVNA RADA OF UKRAINE OF THE SIXTH CONVOCATION CONTINUED WORKING IN THE PLENARY REGIME.
Volodymyr Lytvyn, the Chairman of the Verkhovna Rada of Ukraine briefed on the results of the work of the Verkhovna Rada of Ukraine during the plenary sittings on 2 March.
The People´s Deputies announced their reports appeals and propositions.
V. Lytvyn reminded that pursuant to the clause 87 of the Constitution of Ukraine, clause 2231 of the Law "On Regulations of the Work of the Verkhovna Rada of Ukraine", clause 14 of the Law "On Cabinet of Ministers of Ukraine" the initiative of 24 People´s Deputies was registered in the Verkhovna Rada concerning the scrutiny of the issue on responsibility of the Cabinet of Ministers of Ukraine.
V. Lytvyn also reminded that from the moment of the Bill submission for the parliamentary scrutiny 10 days passed.
The Resolution Draft on Responsibility of the Cabinet of Ministers of Ukraine was presented by Mykola Azarov, the People´s Deputy of Ukraine. He declared that the years of Yulia Tymoshenko premiership (2008-09) are the years of "the unique downfall in all the spheres of public life."
M. Azarov stated that for the first time during 10 years, the state lived without the Budget that is a principal instrument of the state economic policy, that means our country continues living under so-called manual management.
M Azarov is convinced that during the period of "such shady policy" the state faced the deepest social-economic crisis for last 20 years.
M. Azarov also emphasized that two years of Yulia Tymoshenko authority caused a considerable decline of citizens living rates.
Giving answers to the People´s Deputies questions, M. Azarov stated that the principal aim of his report was represent the fact that there is no Government of Ukraine and such a government had no right to act taking no account of the state interests.
Yulia Tymoshenko, the Prime Minister of Ukraine at the beginning of the speech stated that the main achievement of her Government was "protection of Ukraine from the finance collapse, from ruining of the central economic spheres, from total decline of finance-economic sector and preserving of the social standards."
The fundamental strengthening of the state fuel independence the Prime Minister named one of her main achievements.
She accused V. Yanukovych, the President of Ukraine of "the reduction of the state independence, its territorial integrity, democracy, freedom of speech and strategic property."
Yu. Tymoshenko emphasized that she would be working in the opposition and take the obligations upon herself: "for us are sacred: independence of our state, national identity, protection of the national Ukrainian language, culture, our faithful history and territorial integrity of the country."
Valentyn Symonenko, the Chairman of the Court of Auditors reported on the implementation of the State Budget of Ukraine. He announced that the Government failed to implement the Law "On the State Budget of Ukraine for the year 2009" according to neither of the indices.
The Representatives of the Deputies Factions took part in the discussion.
The Chairman read the Resolution Draft on Responsibility of the Cabinet of Ministers of Ukraine which recommended the Verkhovna Rada adoption of the Resolution on the Vote of Nonconfidence to the Government.
243 People´s Deputies upheld the Resolution Draft.
The Chairman adjourned the plenary meeting.
Next plenary meeting of the sixth convocation will be held on Thursday, 4 March.
