PLENARY MEETINGS OF THE VERKHOVNA RADA OF UKRAINE OF THE SIXTH CONVOCATION WERE HELD ON THURSDAY, 18 FEBRUARY

 

In the beginning of the plenary meeting, the People´s Deputies scrutinized the Bill on Amendments to certain Laws of Ukraine regarding Employment of Citizens-Owners (Users) of Land Plots.

 

Andrii Pavlovskyi, member of the Social Policy and Labour Committee, stated that the Committee recommended adopting the Bill as a basis. The reporter stated that adoption of the Bill would settle the issues of employment and enhance social security of the citizens. The Bill was rejected.

 

The People´s Deputies scrutinized two Bills appertaining to the enhancement of effective legislation in the agricultural sector: on Amendments to the Law "On the System of Engineering Support of the Agricultural Sector of Ukraine" (regarding State Technical Supervision), and on Amendments to certain Legislative Acts of Ukraine (regarding Breeding in Livestock Farming). Both Bills were adopted as a basis by 355 and 306 votes respectively.  

 

The People´s Deputies discussed the Bill on Amendments to the Criminal Code of Ukraine (re Exclusion of Clause 370 of the Criminal Code of Ukraine). The Bill was rejected. 

 

Viktor Shemchuk, Head of the Sub-Committee of the Committee on Legislative Support of Law Enforcement, reported on the resolution of the profile Committee. The Committee recommends adopting the Bill in its entirety. The Bill cancels Clause 370 of the Criminal Code that envisages criminal responsibility for the provocation of bribery.

 

The People´s Deputies scrutinized the amendments to the Bill related to the services promoting emigration of Ukrainian citizens or their temporary residence abroad ("On Non-Governmental Emigration Services"). The People´s Deputies forwarded the Bill for further drafting by 296 votes. 

 

Volodymyr Yavorivskyi, Chairman of the Committee on Culture and Spirituality, presented the Bill on Amendments to the Law "On Cinematography" (re National Film Support) adjusted for the Second Reading.   

 

The Verkhovna Rada adopted the Bill at the Second Reading and in its entirety by 351 votes.

 

The Bill on Amendments to certain Legislative Acts of Ukraine (re Overcoming of the Negative Consequences of the Financial Crisis) was rejected.

 

The People´s Deputies scrutinized a number of Bills on the appointment and dismissal of judges.

 

The People´s Deputies rejected the Draft Resolution on Dismissal of S.F.Demchenko from the office of a Judge of the High Administrative Court of Ukraine. 

 

The Verkhovna Rada rejected the Draft Resolutions on the celebration of memorable dates and jubilees in the year 2010 and on recommendation of the parliamentary hearings "National Identity of Ukraine under the Conditions of Globalization Challenges: Problems and Protection".  

 

The People´s Deputies repeatedly scrutinized the adjusted Bill "On Amendments to the Law of Ukraine "On the National bank of Ukraine" with the President´s motions. The People´s Deputies cancelled the Law.

 

The Law "On Amendments to the Law "On Amendments to the Economic Procedural Code of Ukraine regarding Jurisdiction of Cases on Land Relations" was adopted.  

 

The Verkhovna Rada scrutinized the President´s motions to the Law "On Amendments to certain Legislative Acts of Ukraine regarding Jurisdiction of Cases related to Welfare Payments". The veto of the President of Ukraine was overridden. 

 

Scrutiny of several Laws with the President´s motions ("On the Normative-Legal Acts", "On Amendments to Clause 23 of the Civil Code of Ukraine regarding Compensation for Moral Damages", "On Amendments to certain Laws of Ukraine") was postponed.

 

In the course of the afternoon meeting, the People´s Deputies continued scrutiny of the agenda issues.

 

The Bill on amendments to certain Laws of Ukraine on Privatization matters was introduced by Dmytro Parfenenko, the Deputy Chairman of the State Property Fund. D. Parfenenko indicated that the Bill is aimed at the increase of the purchases liability increase.

 

In the course of the discussion, the People´s Deputies expressed number of remarks regarding the Bill and in the result of the scrutiny it was rejected.

 

The Verkhovna Rada of Ukraine rejected the Bills on amendments to certain Laws of Ukraine (regarding the operation with raw materials supplied by customer in the foreign economic relations) and on amendments to the Law "On Value-Added Tax."

 

In the result of the scrutiny, the Bill on amendments to the clause 9 of the Law "On Licensing of certain Types of Economic Activity" (regarding the fishing activity in waters beyond the jurisdiction of Ukraine) was directed for the further elaboration.

 

The Bill on amendments to the Law "On Space Activity" (re Improvement of the Normative-Legal Regulation Mechanism) was reported by Oleksandr Zinchenko, the General Director of the National Space Agency.

 

The Bill envisages development of the long-term Space Activity Strategy of Ukraine (for 20 years and longer) to determine the principles of governmental policy in the said branch. The Strategy shall be ratified by the Cabinet of Ministers of Ukraine. Pursuant to the Bill, the National Space Agency of Ukraine shall be authorized to found its representative offices in the regions (countries) having prospects for the advancement of Ukrainian space equipment and technologies to their markets. The Bill also specifies the procedure of registration of the launched space shuttles, and adds a new clause concerning exemption from the register.

 

The People´s Deputies upheld the Bill by 357 votes.

 

The Verkhovna Rada adopted as a Basis: the Bill on Amendment to certain Legislative Acts of Ukraine in the Sphere of Dangerous Cargo Transferring, the Bill on Amendments to the Law of Ukraine "On Motor Roads" (regarding the Licensing of the Roadside Service Placement), the Bill of the Law of Ukraine "On Amendments to certain Legislative Acts of Ukraine regarding the Bills Circulation."

 

The Bill on Amendments to the Law of Ukraine "On the Status of War Veterans, Guarantees of their Social Security" (re Priority Free Supply of War Veterans with Motor Cars) was reported by Liudmyla Denisova, the Minister of Labour and Social Policy.

 

In the result of the scrutiny the Bill was adopted by 351 votes.

 

Oleksandr Lavrynovych, the First Deputy Chairman of the Verkhovna Rada of Ukraine adjourned the afternoon meeting.

 

Next plenary meting will be held on Friday, 19 February.
