ANOTHER PLENARY WEEK OF THE SIXTH SESSION OF THE VERKHOVNA RADA OF UKRAINE OF THE SIXTH CONVOCATION CONCLUDED ON FRIDAY, 12 MARCH
Mykola Tomenko, Deputy Chairman of The Verkhovna Rada of Ukraine, opened the morning meeting and read out the deputy inquiries.
M.Tomenko stated that People´s Deputy Oleksandr Yefremov had been elected the Head of the Party of Regions Deputy Faction in compliance with the protocol of the faction meeting.
The People´s Deputies scrutinized the issues related to ratification.
Kostiantyn Yeliseiev, Deputy Minister of Foreign Affairs, presented the Bill on Denunciation of the Agreement between the Government of the Republic of Bulgaria, the Executive Authorities of Georgia and the Cabinet of Ministers of Ukraine concerning the Joint Exploitation of Railway-Ferry Crossing between Varna (Republic of Bulgaria), Poti-Batumy (Georgia) and Ilichevsk (Ukraine).
The Bill on Denunciation of the Agreement between the Government of the Republic of Bulgaria, the Executive Authorities of Georgia and the Cabinet of Ministers of Ukraine concerning the Joint Exploitation of Railway-Ferry Crossing between Varna (Republic of Bulgaria), Poti-Batumy (Georgia) and Ilichevsk (Ukraine) failed to get the sufficient number of votes.
People´s Deputy Oksana Bilozir presented the Draft Resolution "On Parliamentary Hearings on the Topic "Reform of the Ukrainian Legislation on Local Elections for the Benefit of Territorial Communities" (17 March 2010). The Resolution envisaged public discussion of the reforms of Ukrainian legislation on local elections.
The People´s Deputies passed the Resolution by 274 votes.
The Chair stated that on 11 March 2010, The Verkhovna Rada appointed People´s Deputy Oleksandr Volodymyrovych Lavrynovych to the office of the Minister of Justice. Pursuant to Clause 131 of the Constitution of Ukraine, the office of the Minister of Justice is included into the composition of the High Council of Justice. Pursuant to Clause 17 of the Law "On the High Council of Justice", a member of the High Council of Justice shall take the oath at the meeting of The Verkhovna Rada of Ukraine.
Oleksandr Lavrynovych took the oath of the member of the High Council of Justice.
M.Tomenko stated that the People´s Deputies appointed to the offices in the Administration of the President of Ukraine had submitted the appeals on early termination of deputy authorities.
The People´s Deputies upheld the appeals on early termination of deputy authorities of S.Liovochkin, S.Skubashevskyi, O.Lukash, I.Akimova and H.Herman.
Mykola Kulchynskyi, Chairman of the Sub-Committee of the Committee on the Matters of the Pensioners, Veterans and the Disabled, presented the Bill on Amendments to the Law "On Compulsory State Retirement Insurance".
The Bill was forwarded for further adjustment.
People´s Deputy Andriy Pavlovskyi presented the Bill on the Real Estate Tax. The Bill was rejected.
Mykola Tomenko, Deputy Chairman of The Verkhovna Rada of Ukraine, read out the appeal of People´s Deputy Andriy Kravets concerning early termination of deputy authorities.
The People´s Deputies upheld the appeal by 289 votes.
In the end of the morning plenary meeting, the People´s Deputies presented their appeals, announcements and motions.
The Chair adjourned the plenary meeting.
On 15-19 March, the People´s Deputies shall work in the Committees, Panels and Factions; on 22-26 March with the voters.
The next plenary meeting of the sixth session shall be held on Tuesday, 30 March.
